Description of Action: The Communication-Electronics Command (CECOM), Integrated Logistics Support Center (ILSC), Intelligence, Electronic Warfare & Sensors (IEW&S) Directorate requires a new 10-year
Attachment 0001 SPRBL1-19-R-0001 Page 5 of 15 indefinite delivery/indefinite quantity (IDIQ) supply contract through Defense Logistics Agency (DLA) acquisition. The contract will include Firm-Fixed-Price (FFP) contract line item numbers (CLINs) and range quantity pricing may be requested. The contract is for the acquisition of spare parts to support the AN/ARW-88
GUARDRAIL MODERNIZATION.
The appropriation utilized for this effort will be Army Working Capital Funds (AWCF). The period of performance for this contract is 10 years from the date of execution. Individual task orders may have performance periods exceeding this 10 year ordering period.
Description of Supplies/Services: The spare parts being procured under this contract are part of the Guardrail/Common Sensor Modernization system. Guardrail systems have been fielded and the CECOM ILSC is required to provide spare parts. Contractor must be able to prove that the parts to be delivered will enable the Guardrail system to satisfy the requirement in the U.S. Government's specification. Contractor must be able to fulfill orders upon contract award, with production lead time allowed for long lead materials and production ramp-up.
Contractor must also resolve diminishing manufacturing sources and material shortages or obsolescence issues.
This requirement is for non-commercial parts, and no Government-Furnished Equipment (GFE) or Government-Furnished Property (GFP) will be provided to sources to execute the contract. Reverse engineering is not applicable to this effort.
The items listed in Table 1, when delivered to the U. S. Government (USG), shall meet all form, fit, function and interface requirements necessary for each item to successfully operate when used with or in the Guardrail Modernization/Guardrail Common Sensor System, AN/ARW-88 and in accordance with each item’s functional, physical and performance attributes, including all design requirements specified in the configuration baseline paragraph below.
CONFIGURATION BASELINE
The Contractor’s Item Part Number (IPN), as defined by the Contractor’s specifications, drawings, etc, at the time of award of this contract, shall form the Configuration Baseline for this acquisition. All hardware shall be supplied from new production and shall be the latest configuration at time of production.

b. Source Data: The Contractor shall develop source data that will enable the identification, forecasting, and management of parts & material obsolescence impacts and mitigations by the USG. The Contractor shall develop the source data from sources such as the preferred parts list, bill of materials, vendor surveys, inspections, etc. The DMSMS source data shall be delivered IAW DI-SESS-81656 (CDRL A001).
c. Analysis of Solutions: The Contractor shall analyze alternative solutions that would mitigate the Obsolescence/DMSMS event. Alternative solutions may consist of one or a combination of the following:
• Form-Fit-Function Replacements for Parts and/or Material
• Qualified Alternate Sources
• Last time buy & hardware quantity by contractor or sub-tier supplier
• Engineering Change Proposal (ECP) and/or Modification Work Orders (MWO) Developments
d. Reporting: The Contractor shall submit a contracts letter identifying recommendation on quantity of hardware to be purchased to mitigate the DMSMS issue for USG approval 90 days prior to decision needing to be made. Based on USG approval, contractor shall purchase the parts. The Contractor shall
Attachment 0001 SPRBL1-19-R-0001 Page 10 of 15 provide a status of DMSMS inventory on-hand. The Contractor shall prepare and submit the DMSMS Report to include implementation of alternative solutions IAW DI-MISC-80711A (CDRL A002).
e. Status Brief: The Contractor shall address the status of this effort during each quarterly (every 90 calendar days) Production Status teleconference. The quarterly obsolescence status brief will include affected items (by part and/or drawing number), recommended form-fit-function replacement (by part and/or drawing number), unit procurement cost, non-recurring engineering cost, procurement lead time, and status.

PACKAGING
Wood Packing Material:
Wood Packing is applicable. Wood packing material includes pallets. See DLAD 52.247-9012 Requirements for Treatment of Wood Packaging Material (WPM).
Wood Packaging Material (WPM) shall meet the requirements below;
Wood packaging material includes but is not limited to pallets, skids, load boards, pallet collars, wooden boxes, reels, dunnage, crates, frames and cleats. This requirement excludes materials that have undergone a manufacturing process, such as corrugated fiberboard, plywood, particle board, veneer, and oriented strand board (OSB).
All WPM shall meet the requirements of the International Standards for Phytosanitary Measures (ISPM) Number 15, “Regulation of Wood Packaging Material in International Trade”. DoD shipments inside and outside of the United States shall meet the requirements of ISPM 15 whenever WPM is used to ship DoD cargo.

All WPM shall comply with the official quality control program for heat treatment (HT) or kiln dried heat treatment (KD HT) IAW American Lumber Standard Committee (ALSC), Incorporated, Wood Packaging Material Program and WPM Enforcement Regulations (see http://www.alsc.org/).
All WPM shall include certification/quality markings IAW the ALSC standard. Markings shall be placed in an unobstructed area that will be readily visible to inspectors. Pallet markings shall be applied to the stringer or block on diagonally opposite sides of the pallet and be contrasting and clearly visible.
All containers shall be marked on a side other than the top or bottom, contrasting and clearly visible.
All dunnage used in configuring and/or securing the load shall also comply with ISPM 15 and be marked with an ASLC approved DUNNAGE stamp.
Packaging:
Military packaging shall be IAW CECOM LCMC Special Packaging Instruction (SPI) No. AG00000601 for all “circuit card assembly” NSNs in Table 1. Level of Preservation (LOP): Military, Level of Pack (LPK): B, Quantity Unit Pack (QUP): 001.
The remaining NSNs listed in the Table 1 shall be packaged/packed IAW ASTM D 3951-10, Standard Practice for Commercial Packaging. Level of Protection: Commercial, Level of Pack (LPK): Commercial, Quantity Unit Pack (QUP): 001. These supplies may need Military Packaging IAW MIL-STD-2073-1E(1), Standard Practice for Military Packaging; w/change 1, depending on the destination and intended use.
