Description of Supplies Action: The Communication-Electronics Command (CECOM), Integrated Logistics Support Center (ILSC), Intelligence Electronic Warfare & Sensors (IEW&S) Directorate has a requirement for the execution of a spot buy for Small Tactical Radar – Lightweight Synthetic Aperture Radar /Ground Moving Target Indicator System (STARLite SAR/GMTI) Shop Replacable Units (SRUs) to support the STARLite repair activity located at Tobyhanna Army Depot (TYAD). The contract will be awarded to STARLite’s Original Equipment Manufacturer (OEM), Northrop Grumman Systems Corporation (Cage Code 97942), on a sole source basis which will include Firm-Fixed-Price (FFP) contract line item numbers (CLINs).

CONFIGURATION BASELINE

The Contractor’s Item Part Number (IPN), as defined by the Contractor’s specifications, drawings, etc, at the time of award of this contract, shall form the Configuration Baseline for this acquisition. All hardware shall be supplied from new production and shall be the latest configuration at time of production.

Northrop Grumman Systems Corporation (Cage Code 97942) is the STARLite Original Equipment Manufacturer (OEM). As the OEM, and the sole owner of the complete and proprietary technical data package (TDP), NGC shall be responsible for managing applicable Configuration Baseline (CB) for the listed Configuration Item (CI)/Computer Software Configuration Item (CSCI). Addtionally, NGC shall be responsible for Program Management Controls, Subcontract Administration, and Supplier/Sub-tiers & Supply Chain Management.

The Contractor shall comply with DFARS 252.246-7007 to detect and avoid the use of counterfeit parts in items delivered to the Government under this contract. The Government reserves the right to review and evaluate the Contractor’s counterfeit electronic part detection and avoidance policies and procedures at any time during the execution of this contract.

The applicable Configuration Baselines (CB), for the listed Configuration Item (CI) and/or Computer Software Configuration Item (CSCI), are as listed in the Table 1 below.

PACKAGING AND MARKING

The Contractor shall establish and maintain procedures for handling, storage, preservation, packaging, and shipping to protect the equipment from damage, loss, deterioration, degradation or substitution of products that meets the requirements specified in AR 700-15 (Packaging Of Materiel).

All procured items can be shipped commercially. The Contractor shall provide tracking documentation to the Government for all shipments.

Failure to comply with the following requirements may result in refusal, destruction, or treatment of materials at the point of entry. The Government reserves the right to recoup from the contractor any remediation costs incurred by the Government.

Wood Packing Material Wood packing may be required. The vendor has the liberty of determining which materials are used in the shipment of procured items. Therefore wood containers could be deemed as a viable shipping container option.

The Contractor shall ensure that all WPM used comply with the official quality control program for heat treatment (HT) or kiln dried heat treatment (KDHT) in accordance with American Lumber Standard Committee (ALSC), Incorporated, Wood Packaging Material Program and WPM Enforcement Regulations (see http://www.alsc.org/).

Wood packing material includes pallets. See DLAD 52.247-9012 Requirements for Treatment of Wood Packaging Material (WPM). All WPM shall meet the requirements of the International Standards for Phytosanitary Measures (ISPM) Number 15, “Regulation of Wood Packaging Material in International TradeGeneral.

Military Packaging The Contractor shall establish and maintain procedures for handling, storage, preservation, packaging, and shipping to protect the equipment from damage, loss, deterioration, degradation or substitution of products that meets the requirements specified in AR 700-15 (Packaging Of Materiel).

The Contractor shall pack all items IAW user delivery requirements, MIL-STD-2073-1-E(4) and AR 700-15. The Contractor shall mark and identify items IAW MIL-STD-129R(1) and MIL-STD-130N(1).

The Contractor shall package and ship each item in its designated ruggedized shipping container. A packing list containing the contract number, serial numbers, part number, NSN, and a Material Safety Data Sheet (MSDS), if applicable, shall be enclosed in each container. The Contractor shall manage all STARLite ER components to prevent damage from loss, deterioration, and degradation.

Military Marking The Contractor shall mark and identify items IAW MIL-STD-129R(1) and MIL-STD-130N(1). When applicable, Radio Frequency Identification (RFID) Requirements shall be IAW the DFARS 252.211-7006/PADDS No. FA60002.
