For Official Use Only Source Selection Information – See FAR 2.101 & 3.104 SPRBL1-16-R-0001 operational software files, unit tests at the higher module assembly level to ensure functionality, environmental stress screening testing, and functional testing while installed in a JTT before they are fitted to the three CCAs.

4. Authority Cited: 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. Reason for Authority Cited: The only known source with the comprehensive knowledge and expertise necessary to produce the required item for this action is Raytheon Company (Raytheon), Commercial and Government Entity (CAGE) Code: 00724. The SBCs have never been procured as a standalone item and there is no Acquisition Method code /Acquisition Method Suffix Code. Raytheon is the developer and sole manufacturer of the JTT Sr. system, which was fielded starting in FY 2000. Raytheon has established a manufacturing line and production design that is government approved for the parts required to sustain and support the JTT Sr. system for CECOM to include the upgraded SBCs. While there are several SBC manufacturers in the industry at large, the SBCs must be compatible with the three CCAs and Raytheon is the only entity with the technical acumen to determine which SBC is well-suited.

The Government only possesses an overall performance specification and does not possess the detailed data rights for the technical data package for this part, which is proprietary to Raytheon.

Procuring the required spares for the JTT Sr. system from another source without the specifications (processing power, gigahertz, memory, ports, and other vital software requirements), which are Raytheon’s proprietary technical data would require an extensive reverse engineering effort on the JTT Sr. system before the required hardware is available.

Pursuit of a new source is estimated to result in extensive delivery delays and duplication of past developmental costs that are not anticipated to be recovered through new competition.

Failure to acquire these spares will result in the inability to maintain JTT Sr. systems in an operational condition, possibly leading to significant risks that are avoidable.

6. Efforts to Obtain Competition: CECOM published a Sources Sought Announcement (SSA) to find potential sources capable of producing the SBC.

The contract specialist conducted market research as explained in the market research section below. The proposed contracting action was synopsized in accordance with FAR 5.201and posted to Federal Business Opportunity (FBO) on 16 September 2015. The solicitation was published on the FBO 1 October 2015.

7. Fair and Reasonable Cost: The Contracting Officer determines that the anticipated cost to the Government will be fair and reasonable. Suppliers will be required to submit other than certified cost and pricing data in accordance with FAR 15.404-1(b). The data will be used in conjunction with other price analysis techniques to determine price reasonableness. Detailed documentation and justification of price reasonableness will be disclosed in the official price negotiation memorandum which will be prepared once negotiations are completed.

8. Market Research: The Engineer supporting the CECOM LRC posted the SSA to Federal Business Opportunities (FBO) from 19 August 2015 to 27 August 2015, requesting responses from interested sources of supply capable of providing the SBCs that will be integrated into the JTT Sr. system.

For Official Use Only Source Selection Information – See FAR 2.101 & 3.104 SPRBL1-16-R-0001

Raytheon was the only company that responded to the announcement.

The Contracting Specialist conducted searches of WebFLIS, Haystack, Army i2Log, and Online. The Government has no acquisition history for the SBCs as an end or sub-assembly item. Online searches results showed that this is a commercial item and that SBCs are available from numerous sources for ungradable Central Processing Unit (CPU) technologies. Determining compatibility however with the JTT Sr. System without the technical data, proprietary to Raytheon, is not possible to establish Full and Open Competition.

As mentioned above, a synopsis was published on 1 October, 2015. Raytheon sent a response to this pre-Solicitation notice stating their ability to procure and meet the requirement for the SBCs. The contract specialist also reached out to General Micro Systems, who supplies the basic SBC to Raytheon. They verbally and in writing directed DLA to contact Raytheon clearly stating they will not bid on this acquisition. Based on the number of responses, no competition is anticipated for this acquisition. After the Solicitation was posted, an email was received from Centron Industries INC., CAGE Code: 0SL00 inquiring if a Technical Data Package (TDP) was available for the SBC. They were informed via email that the Government does not have the TDP and did not express further interest. All proposals received in response to the solicitation which closes 2 November 2015 will be evaluated.

9. Other Facts: The Government has never procured the SBC as a direct requirement;

therefore, no previous Justification and Approval exists for this part. Raytheon is the only source that can adequately determine the correct part as this is a sub-assembly the JTT Sr System for which they are the original equipment manufacturer. The Government does not possess the detailed technical data for the system to determination what characteristic/classification/speed of an SBC is compatible.

10. Interested Sources: Raytheon Company, 8333 Bryan Dairy Road, Largo, Florida 33777- 1230, CAGE Code 00724.

11. Actions agency may take to overcome barriers to competition: The solicitation states that alternate products will be evaluated in accordance with DLAD 52.217-9002. As an end-of-life purchase, no future orders are anticipated.

12. Certifications:

Technical Certification: I hereby certify that this part meets the Government’s needs in accordance with applicable specifications and that this justification is accurate and complete to the best of my knowledge and belief.
