3.5 Configuration Baseline and Requirements for Configuration Control.

3.5.1 Item Part Number (IPN) Baseline. The IPN configuration baseline shall be established by the contractor’s part number, the government’s NSN, and the item’s functional, physical and performance attributes, including the design requirements specified in accordance with contractor drawings, specifications and design descriptions at the time of award of this contract and the form, fit, function and

SPRBL1-12-R-0036 Attachment 0001 - SOW Page 9 interface (F3I) requirements of government Source Control Drawing A3187818, paragraph 3.0, Requirements.

3.5.2 Configuration Change Management Process to the IPN Baseline. If the contractor does not have an established item configuration change management process, the contractor shall establish a system for managing configuration changes to the IPN baseline. Configuration change management is the function that allows the Contractor to systematically control changes and variances to the IPN and to document any changes and variances made to the IPN baseline after award of contract. The contractor shall report major changes to the government as defined in paragraph 3.5.6, Request for Major Design Changes.

3.5.3 Application Manager. The government shall be the Application Manager. In performing Application Management, the government shall assess the impact of all contractor implemented major design changes on the ability of the items on contract to continue to meet the performance requirements of the configuration baseline as established at the time of award as defined by government Source Control Drawing A3187818, paragraph 3.0, Requirements.

3.5.4 The government, as the Application Manager, will be the Configuration Management authority on application management for all contractor major changes that affect the design of the items on contract as specified in paragraph 3.5.3.
