Addendum #5 installation kits may have to go through secure and classified survivability testing. No Visual and Mechanical test can be performed, because we have no component lists available.
Without a TDP, any other source would need to conduct an extensive and expensive reverse engineering effort before it could provide the required supplies and services. This effort would take a few years. The Communications Directorate, Logistics Readiness Center is to provide sustainment supply support of the AN/PRC-150 and the AN/PRC-152 Radio System when the warranty period for many of the AN/PRC-150, the AN/PRC-152 Radio System and its associated parts in the field ends in FY2014. Failure to award the proposed action will result in an inability to sustain the AN/PRC-150, the AN/PRC-152 and their spares. The lack of operational AN/PRC-150 and the AN/PRC-152 Radio System would hinder the Warfighters’ ability to communicate in the network. Without the mean to communication, the safety and the life of the Warfighter risk of injury or loss of life by limiting the capability to pass time sensitive data, command and control information to other unit members.
The Acquisition Method Codes (AMC) for both items is “3”, meaning that the items should be acquired directly from the actual manufacturer. The Acquisition Method Suffix Codes (AMSC) associated with both items is “Q” meaning the Government does not have adequate data, lacks rights to data, or both, needed to purchase this part from additional sources.
6. Efforts to Obtain Competition:
In accordance with FAR 5.201, this proposed action was synopsized in Federal Business Opportunities (FedBizOpps) on 30 May 2014 advertizing the Government’s intent to add the 2 items to contract SPRBL1-11-D-0029. No responses were received as a result of the FedBizOpps posting.
7. Fair and Reasonable Cost Determination:
As the Contracting Officer, I hereby determine that the anticipated price to the Government for this contract action will be fair and reasonable based on price analysis. Certified cost and pricing data will not be obtained for these commercial items in accordance with FAR 15.403-1(b)(3).
8. Market Research:
Technical experts within the Logistics and Readiness Center conducted market research by publishing a Sources Sought Announcement (Market Survey # 5545-1) on the Federal Business Opportunities (FedBizOpps) Page on December 19, 2013. Harris Corporation was the only source that responded to the Sources Sought Announcement. Consequently, the Government’s technical experts determined that only Harris Corporation can meet the Government’s requirements and provide these items for this procurement action.
As mentioned in paragraph 6, the contract specialist at DLA Land Aberdeen issued a Special Notice survey on Federal Business Opportunities (FedBizOpps) on 30 May 2014

advertizing the government’s intent to add these items to SPRBL1-11-D-0029. No responses were received as a result of the FedBizOpps posting.
Additionally, the Contract Specialist verified with the assigned product specialists there are no sources other than Harris for these 2 items. A search on ThomasNet.com returned several manufacturers and distributors of radios, however, none of these companies advertised an ability to provide AN/VRC-104 vehicle installation kits. Harris is the only source approved to provide these items. Market research has not identified any additional potential sources that can meet the Government’s requirements.
Additionally, the Contract Specialist sent a market survey to Harris via e-mail on 28 May 2014. The survey inquired as to whether or not Harris was interested in adding these 2 items to the SPRBL1-11-D-0029 contract, if the items are carried in inventory, if the items are sold commercially, if the items are on a GSA schedule, and if the items are cataloged or price listed. Harris responded that they are interested in adding these 2 NSNs to SPRBL1-11-D- 0029, that the items are carried in inventory, are sold commercially, on GSA schedule GS-35F- 0163N and Harris is willing to submit invoices to support a commerciality determination.
Harris is the only company that has expressed an interest in supplying these spare parts.
9. Other Facts:
The Army Technical Specialist for these items certified that the technical data needed to permit full and open competition is not available and cannot be developed. The requirements for these 2 items reflect the minimum needs of the Government.
10. Interested Sources:
Harris Corporation is the only company who has expressed an interest in supplying these items.
