About this file
This document is a justification for a sole source contract award. The Defense Logistics Agency Land and Maritime awarded a contract to Northrop Grumman Systems Corporation for six RF Downconverter, Programmed Assembly units with an estimated value of $5,000. The agency had originally solicited this requirement as a special emergency procurement under the simplified acquisition threshold, but received a quote from Northrop Grumman that exceeded that threshold. As the original equipment manufacturer and sole owner of the technical data package for this component of the Small Tactical Radar - Lightweight Synthetic Aperture Radar/Ground Moving Target Indicator System, Northrop Grumman is the only source able to provide this item. The agency conducted market research and received no other responses. The contract to Northrop Grumman, awarded on April 30, 2020, has a value of $1,219,254.

Solicitation SPRBL1-19-Q-0138 was posted to FedBizOpps (FBO) on 28 August 2019. Based on the Customer Requirement Package, the procurement was originally solicited as a Special Emergency Procurement Authority (SEPA) acquisition under the Simplified Acquisition Threshold (SAT). The only response to the solicitation came from NGSC. The quote was significantly higher than anticipated and drove the cost of the requirement above the
SAT.

In order to ensure fair and reasonable pricing, the Government obtained other than certified cost and pricing data from NGSC. This included labor hour estimates and materials needed. Lay-in pricing was also used. In addition, the Contract Specialist conducted a PPI Analysis using NAICS 334511 and compared historical pricing from contract W15P7T-13-D-C118. Assistance from the DCMA Cost and Pricing team was utilized as well.
