About this file
This is a Justification for Other Than Full and Open Competition (FAR 6.103-1) document issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation SPRAL1-26-R-0010.
The acquisition involves nine units of Small Unmanned Ground Vehicle (SUGV) Chassis, Quad Video Assembly (NSN 1385-01-659-6533) for the Man Portable Explosive Ordnance Disposal Robot system. The SUGV is a portable, single-person-lift robot equipped with day/night/thermal cameras, laser range finder, infrared illuminator, GPS, two-way communication equipment, and dexterous manipulation capabilities for EOD technicians and military surveillance applications. The requirement is for a fixed-quantity, one-time buy on a firm-fixed-price basis under FAR Part 12 (Commercial Item acquisitions). The acquisition is restricted to Teledyne FLIR (CAGE 7KJ69) as the sole approved source based on AMC 3 (acquire for the second or subsequent time directly from the manufacturer) and AMSC D (data for competitive acquisition is not physically available). The contracting officer determined the item to be commercial in accordance with FAR 2.101(3)(i) and (ii), citing prior award under Army contract W912CH-24-D-0010. To promote competition, a Source Sought Notice was posted to SAM.gov from March 25 through April 4, 2026, yielding no responses; the solicitation will be synopsized and posted to the DLA Internet Bid Board System for 15 days on or about August 6, 2026. Fair and reasonable pricing will be established through price analysis comparing proposed prices to historical pricing, with certified cost or pricing data requested as necessary. The contracting officer signature is dated August 24, 2026, and the justification requires approval only at the contracting officer level (up to $10,000,000).
