About this file

This is a Justification and Approval for Single Source Awards form (USITC-050, Rev. 4/2022) submitted by the U.S. International Trade Commission for a consolidated J&A action not exceeding the Simplified Acquisition Threshold.

The requisition number is ITC-OOEC-26-0015, with the Office of Procurement as the contracting office and the Office of Economics as the requiring office. The procurement concerns model code, data, and associated documentation required to analyze dynamic trade imbalances and capital accumulation pursuant to statute 332(g). The vendor identified for single source award is Michael Sposi. Market research determined that only one model exists that is capable of meaningful economy-wide analysis of trade and capital accumulation, and Sposi is the sole non-federal-employee co-author of the paper that developed this model. The justification states that sole sourcing Sposi is necessary to procure the specialized expertise required to further modify the model to align with Commission needs, and that using any other contractor could cause delays and increased costs. The contracting officer, Meaghann Peak, certified the justification as accurate and complete on July 6, 2026, and the award was posted to sam.gov as exceeding $25,000.

Justification and Approval for: Single Source Brand Name

1. REQUISITION NUMBER: ITC-OOEC-26-0015 ESTIMATED TOTAL VALUE:

2. Description of supplies or Services Required to Meet Agency:

Model code, data, and associated documentation that will be used for the Commission to analyze dynamic trade imbalances and capital accumulation, pursuant to statute 332(g).

3. Justification for Limited Competition:

The class of models that are capable of including meaningful analysis of trade and capital accumulation at the economy-wide level is very niche. Market research found only one model that fits the Commission's needs, and sole sourcing the one non-federal-employee co-author from the paper that developed that model is necessary to procure the specialized expertise required to further modify the model to better align with the Commission's needs. Using any one other than Sposi could cause delays and increased costs to the Commission.

5. Requiring Officer's Certification:

I certify that the facts and representations in this justification, included herein, meet the Government's need and that the supporting data which forms the basis for this justification is complete and accurate.

4. Description of Market Research Conducted and Results:

Staff and a contractor (no connection to the sole source for this proposed contract) reviewed the literature on dynamic trade imbalance. Staff identified sub-classes of those models and worked with management to determine features most important for Commission needs Staff built on the original review and did not identify any other models or economists with the required features. The selected sole source contractor is the only non-federal-employee author on the paper being adapted.
