Sports Officials Statement of Work 21 May 2020
A.1 GENERAL REQUIREMENTS:
A.1.1 Scope of Work: The contractor provides all labor, transportation, equipment, uniforms, and materials necessary to perform sports officiating services as defined in this SOW for the Robins Air Force Base Sports program for the following programs and duties per game. Prior to the beginning of the program, the government will determine the minimum requirements or needs for each event such as the number of officials for each game. Below are normal requirements but can be subject to change.

A.1.2 Pre-Season Tournaments:
The contractor, at no additional cost to the government, shall provide all necessary services for preseason tournaments that will not exceed more than 3 days and 12 contests. There will be emphasis on new rules, existing rules, and areas of misinterpretations. Details and arrangements shall be coordinated with the sports director not later than thirty (30) days prior to the beginning of a particular sport season.
A.1.3 The following National Governing Rules will be utilized for league, tournament and varsity action. The Government still reserves the right to change where necessary. The Contractor will be notified of any changes at least 30 days prior to the beginning of any program.

A.2: CONTRACTOR RESPONSIBILITIES
A.2.1 If not in the local commuting area the Contractor provides a local Contract Manager who is responsible for the performance of work. The Sports Director will be notified immediately of any POC changes. The name of this person and an alternate will be designated in writing to the Sports Director prior to the start of performance. The Contractor/Contract Manager and/or officials are not allowed to participate as a player, coach, team manager, etc., in any sport they are officiating. The Contractor or Contract Manager will evaluate officials during the season. At a minimum, at least two assessments will be performed for each sports program in a written report. Copies of this report will be provided to the Sports Director. If any deficiencies are noted, the Contractor or Contract Manager will take immediate action to correct or replace violators.
A.2.2 The Contractor or Contract Manager secures officials who are certified by the appropriate sport association rules for that sport they will be assigned to officiate. The Contractor or Contract Manager shall supply the Sports Director a list of all officials and their qualifications no later than seven days prior to the start of that particular sport season. The Sports Director may reject any official deemed not qualified. If requested by the Sports Director or designated representative, the Contractor or Contract Manager shall show proof of certification for the sport being conducted. For varsity and above, Contractor or Contract Manager must provide higher skilled officials that are commensurate with the level of play
A 2.3 The Contractor or Contract Manager shall provide all relative equipment necessary for officiating each sport. Officials shall be in proper, appropriate, and like uniform for the activity they are officiating.
A.2.4 The Contractor or Contract Manager ensures assigned officials, scorekeepers, and timekeepers arrive at the site of the contest at least 15 minutes prior to the start of the competition--all employees must maintain impartiality and perform duties professionally. Assigned personnel arriving more than 15 Minutes late in real clock time will not be remunerated for that current game.
A.2.5 The Contractor or Contract Manager will provide the Government Sports Director with weekly assignments of scheduled officials by 1000 on each working Monday during the respective seasons plus all changes of assignments or personnel as they occur.
A.2.6 The Contractor or Contract Manager shall provide a means of contact either by phone, e-mail, or other electronic communication, and once requested, shall respond within two (2) hours after being contacted. The Contractor or Contract Manager will be considered contacted and notified for any communications where a verifiable date and time stamp are provided through voice, electronic-type, or similar communications.
A.2.7 The Contractor or Contract Manager ensures all unsportsmanlike incidents, ejections, or other unusual actions are indicted on the payment voucher notes section, reported verbally to the sports director, or his or her designated representative by 1000 the next available duty day, and a written report by 1200 the first duty day following the incident.
A.2.8 The Contractor or Contract Manager ensures the umpires/officials inspect the playing area ensuring all potential safety hazards that would preclude the use of the athletic area are corrected before play can begin.
A.2.9 The Contractor or Contract Manager ensures the umpires/officials inspect all members of the playing teams and ensures they are using only authorized and approved equipment.
A.2.10 The Contractor or Contract Manager shall insure all payment vouchers, scorebooks, and score sheets are completed and certified to include dates, times and locations. Payment vouchers, scorebooks and score sheets shall have all officials’ names and duties and have final scores clearly indicated. For scorebooks and scoresheets, all individual totals will be calculated and their totals must match the end of the game team scores.
A.2.11. The Contractor or Contract Manager, shall ensure upon completion of that day’s play, game balls and other identified equipment are returned to designated location as established by the sports director. Additionally, the Contractor or Contract Manager shall ensure umpires/officials/scorekeepers shut down all scoreboards and other electronic aids, and for out-of-doors programs only, the lights are properly turned off only after allowing all participants to depart the playing area in a safe manner.
A.3 GOVERNMENT RESPONSIBILITIES
A.3.1 Provides base passes for all non-government officials when necessary.
A.3.2 Provides the facilities and equipment for all events to include where applicable, nets, goals, down markers, flags, timing devices, lighting, balls, scorebooks, and access to facility locker room and shower facilities for officials when available.
A.3.3 Informs officials of any modifications to the rules for the particular sporting event being officiated, and provide any Letter of Instructions (LOI) or amendments to the contractor before the program begins as further explained in SOW para A.4 Rules of Play.
A.3.4 Provide schedules of the regular season and playoff games and of all revisions and advise of all games to be made up as a result of cancellations or postponements no later than three (3) hours of scheduled or rescheduled contests.
A.3.5 The government notifies the contractor as soon as possible when scheduled or unscheduled postponements or cancellations occur. If notification is not received by the contractor by 1600 on the day of the canceled or postponed event, the contractor is paid the full amount of the first game only. If the postponing conditions prevail in any succeeding games, the contractor will be considered notified and shall not be compensated. The Contractor or Contract Manager can cancel, postpone, or suspend an event for inclement weather, unsafe playing area, or safety equipment not available for play. Out-of-doors contests shall be suspended when there is visible lightening in the area. When notified by authorized government representatives or their contact methods that lightning is within 5 nautical miles, games shall be suspended. Any games that are suspended and resumed at a later time or date will be paid when completed. If a game or portion of a game must be replayed due to a valid protest, the officials will only be paid for that completed game.
A.4 Rules of Play: The contractor shall adhere to the governing rules and regulations adopted by the government which will include the program’s Letter of Instruction and any revisions to adopted nationally and internationally sanctioned governing bodies. The government will reserve the right to change programming rules not to exceed the established and unmodified national regulations of a sport unless agreed upon by both the contractor and the government.
A.5 Minimum Requirements: Prior to the beginning of the program, the government will determine the minimum requirements or needs for each event such as the number of officials for each game, scorers, timer requirements, and equipment items. The government will reserve the right to make changes to the minimum or maximum requirements where necessary.
A.6 CONTRACTORS SAFETY REQUIREMENTS
A 6.1 The contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated.
A 6.2 Safety and Health Plan: Within 10 calendar days after contract award, the contractor shall provide a copy of their company Safety Plan that is required to ensure compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596). The Safety Plan shall be provided to the 78 ABW Safety Office for review. The 78 ABW Safety Office will provide acceptance or non-acceptance within 5 working days of receipt to the government point-of-contact who will notify the CO. A 6.3 The contractor Safety Plan shall address in detail the items listed in the Contract Appendix C, Part II through Part IV as applicable. For task specific procedures identified in the Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company’s Safety Plan. If task specific procedures identified in the Contract Appendix C, are not submitted with the contractor’s Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED. The contractor will have 5 working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance. The 78 ABW Safety Office will provide acceptance or non-acceptance of the resubmission within 5 workings days of receipt to the government POC who will notify the CO.
A 6.4 Safety Mishap/Incident Reporting: The contractor shall report all mishaps/incidents in accordance with the Contract Appendix C. The contractor shall immediately secure the mishap scene and damaged property and impound pertinent maintenance and training records until released by the Government’s Safety Office (78 ABW/SE). Such release shall be accomplished through the CO. The contractor shall cooperate and assist Government personnel in the investigation of the incident and submit an Accident/Incident Report within 24 hours of the accident/incident. The Contractor shall require all subcontractors to comply with required safety, health and fire standards. (CDRL A002, Accident/Incident Report, DI-SAFT-81563)
