Keel Block This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted to FEDBIZOPPS. The RFQ number is SPMYM4-18-Q-0388. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-97 and DFARS Change Notice 2018323. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/html/current/252201.htm . The NAICS code is 327390 and the Small Business Standard is 500 Employees. This requirement is set-aside 100% for Small Businesses. *Please note: If your quotation is greater than 25K and you are not the actual manufacturer, you must provide the product of a small business manufacturer.

Evaluation criteria is Lowest Price Technically Acceptable (LPTA) after determination of technical compliance however, PPIRS will be used to determine vendor responsibility. Potential contractors will be screened for responsibility in accordance with FAR 9.104.

52.212-2, Evaluation - Commercial Items is applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price, technically acceptable low bids and past performance.

System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed online at http://www.sam.gov/.

If not the actual manufacturer – Manufacturer’s Name Location and Business Size must be provided.

52.212-2 EVALUATION--COMMERCIAL ITEMS

(a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This acquisition will utilize Lowest Price Technically Acceptable (LPTA) procedures. Past Performance may will be waived by the Contracting Officer.

The following factors will be used to evaluate offers:

Factor 1 – Technical

The sub-factor within the technical factor will receive one of the ratings described below based on the criteria listed below. Individual sub-factor ratings will be used to determine the overall technical acceptability of each offeror. To be determined technically acceptable at the factor level, the Offeror must be rated acceptable in each sub-factor. A final unacceptable sub-factor assessment will determine an overall technical unacceptable rating.

Sub-factor 1: Special Qualifications

The Government will assess the Offeror’s proposed Special Qualifications. Offeror’s proposal SHALL thoroughly substantiate all the following essential components with little potential for disruption of schedule, increased cost or degradation of performance:

a) The Contractor shall provide signed documents which illustrate the offering of: DWG # 380-7-84

b) The Contractor shall provide documentation listing a delivery method of F.O.B. destination; along with a minimum delivery schedule of:

Factor 2 – Cost/Price

The Government shall evaluate the Total Evaluated Price (TEP) of all technically acceptable Offerors.

(b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size. Payment will be Wide Area Workflow (WAWF). Please note that the Government’s terms for payment for this requirement are Net 30 Days AFTER acceptance of material. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
