About this file
This is a Statement of Work (SOW) for a new equipment purchase to expand testing capabilities at Portsmouth Naval Shipyard.
The work encompasses the delivery, installation, and calibration of new equipment at Portsmouth Naval Shipyard, with a performance period of 2026. The contractor must provide all necessary equipment, tools, materials, parts, and services required for delivery, installation, and calibration. The contract includes a 12-month full parts and labor warranty on manufacturing defects, with expectations for one-day installation and training by a manufacturer engineer upon delivery. The contractor must be available to provide maintenance as requested and perform yearly calibrations after delivery and installation. No planned maintenance is scheduled during the initial performance period. For unplanned parts or repairs identified during scheduled inspections, the contractor must submit an unplanned parts/repairs report to the Contracting Officer for approval before proceeding. The technical point of contact is Harrison Deamon, Shipyard Point of Contact, with a secondary point of contact being Jill White, Support Services Specialist.
Security requirements are substantial and include restrictions requiring all personnel assigned to perform work or site visits to be US citizens. Personnel must submit annual visit requests listing full name, nationality, birth date, and Social Security Number to the Pass and ID office. Those lacking a government contractor CAC must complete a SECNAV 5512/1 form for Defense Biometric Identification System (DBIDS) credentialing. Personnel must provide two valid forms of identification, with one proving US citizenship. Badges are issued to verified US citizen contractors with a verified need to work at the facility, providing unescorted access to the Controlled Industrial Area while restricting access to Nuclear Work Areas, Controlled Nuclear Information Areas, Security Islands, and Other Sensitive Areas. Standard Access Control Badges must be protected, displayed at chest level with the picture side visible, and returned upon termination. Camera-enabled devices are prohibited within the Controlled Industrial Area. All contractor vehicles must be company-owned or leased with valid registration and state safety inspection, display company logos of at least two-inch font on both sides, and be authorized for work-site access only—not personnel transport. Vehicles must be inspected prior to entry and meet Commercial Vehicle Inspections Station requirements, with access passes valid for only seven minutes from issuance.
