Justification for Other Than Full & Open Competition (November 2011)
J&A Number 3477-01
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Agency and Activity: DLA Land and Maritime KME_SPMYM321Q3104_(11546681-2)___.
2. The action being approved is the acquisition of supplies/services on other than a full and open competition basis.
Sole source procurement of one (1) each refurbished Betts Bridgeford Lathe to support the Code 900 500kW Motor/ Generator program at Portsmouth Naval Shipyard (PNS).
3. The supplies/services required to meet the using activity’s needs are described as follows:
BRIEF DESCRIPTION NSN/P/N QUANTITY EST. VALUE AMSC
Betts Bridgeford Lathe E-4983 1 ea Shipping & Installation 1 ea
This requirement is for the purchase of Purchase and Installation of a Refurbished Manual Betts Bridgeford Lathe (Model E-4983). The total Government estimate is (the price of the Lathe is estimated at and Shipping & Installation is estimated at ). The FSC Code is 3416 and the NAICS code is 333517 (size standard is 500). This is a firm fixed price procurement. Simplified acquisition procedures will be used in accordance with FAR 13.5 and 41 U.S.C.1901.
This acquisition:
[ X ] will not include an option.
The total estimated dollar value of this acquisition (inclusive of any option) is __ _______.
4. The acquisition is restricted to the only source(s) of supply known to have the capability of furnishing the required supplies/services. Source(s) are: (Include CAGE code)
Machine Tool Research (MTR), CAGE Code 1JV12 405 Blossom RD Rochester, New York 14610
5. The statutory authority permitting other than full and open competition is:
[ X ] 10 U.S.C. 2304(c)(1) - Available from only one or a limited number of sources.
The Betts Bridgeford Lathe E-4983 from MTR is the only machine available that meets the Government’s needs of size, weight, capability, and capacity, and has no special foundation requirements, and includes vendor installation. Machine tools, such as lathes, depend on their mass for accuracy, repeatability, and the ability to handle the weight of heavy work pieces; this unit is highly accurate, and doesn’t rely on a foundation to anchor it to maintain accuracy.
It has been identified that a large capacity heavy duty lathe is required to support the 500kW Motor/Generator program. This additional lathe will improve throughput and help to relieve the high demand of riggers constantly installing and removing components from the single lathe that currently supports this program. Portsmouth production engineering has identified the opportunity to purchase a refurbished Betts Bridgeford “E” series 58” swing lathe from Machine Tool Research who is the original equipment manufacturer (OEM) for Betts Bridgeford.
Portsmouth currently utilizes a Betts Bridgeford “E” series lathe to perform the machining repairs to 500kW rotors and meets all technical, accuracy, and weight capacity requirements for the work being accomplished. By having the opportunity to add an identical Betts Lathe to what Portsmouth currently uses, all of the machine tooling will be interchangeable between both machines. By utilizing the existing tooling Portsmouth currently has, Portsmouth will have the ability to keep the purchase price lower and minimize duplicative costs. Also, given the technical work being performed on high value components, the consistency and repeatability between the two machines can be maintained. This will make for increased efficiency and production.
By purchasing a Betts Bridgeford Lathe, the risk of inconsistencies between two different machines can be eliminated. The fit, form, and function of the two machines will be identical. All operator controls along with start, stop, and emergency stop controls will be in the same location between the two machines. These are very important features when using this machinery on irreplaceable submarine components.
PNS has determined that it is essential for this procurement to reduce the likelihood of structural machine failures, reduce inaccurate machining, reduce rework due to inaccurate machining, and prevent submarine schedule delays and potential work stoppages in submarine overhaul schedules.
The Betts Lathe machine specifications ensures that PNS will be able to maintain accuracy during operations, and meet very minute tolerances, while machining the parts required for submarine overhaul.
6. Efforts to ensure that offers are solicited from as many sources as practicable are:
[ X ] The acquisition will be synopsized and any firm requesting a solicitation copy will be provided one.
This requirement will be posted to Sam.gov utilizing solicitation number SPMYM321Q3104.
7. A market survey:
[ X ] was conducted, and firms indicating an interest in the acquisition will be solicited. Market research efforts include: _See Below.________
Market research efforts include:
A Sources Sought Notice SPMYM321Q3104 was posted on SAM.gov on 6/16/2021, and closed on 6/25/2021, seeking sources capable of providing a Refurbished Lathe meeting minimum requirements. Responses were received from 6 vendors: three (3) [Phillips Corp/Willis, 3MPQ0; DMG MORI, 5FPN0; Mid Atlantic, 0UNE2] stated that they couldn’t provide anything that would meet the need, and three (3) [MTR, 1JV12; Reinin, 1QS53;
Lagun, 30870] provided information and specifications for machinery that they could provide. The three (3) affirmative responses were redacted, and provided to the PNS Industrial Engineer, to determine if the responses would meet the Government’s need. The three submissions included one (1) submission from Machine Tool Research ), and there were two (2) submissions that for new machines (Reinin Machine submitted an , and Republic Machinery/Lagun submitted ).
A thorough technical evaluation was conducted from 6/30/21 to 8/20/21, including some clarifications from the vendors, for additional information. (See SPMYM321Q3104 Sources Sought Tech Eval Memo for details).
The major components of both of the units submitted by Reinin and Lagun (
PNS owns several imported machine tools that have a well documented history of breaking down, and negatively impact submarine overhaul schedules; PNS finds this unacceptable.
There is a direct correlation to machine weight and its accuracy; a machine similar to the Denver, rated to handle
The mass of a machine is what machine tools depend on for accuracy, repeatability, and the ability to handle the weight of heavy work pieces.
The Betts Lathe has a gross weight of 50,020 pounds (
PNS has first hand knowledge of how insufficient mass leads to deficient machine operation, where units are
PNS has first hand knowledge of how machines made with foreign materials do not meet the expectation of remaining in good working order.
Following the sources sought evaluation, and further market research, the Code 980 Engineer has determined
8. Additional facts supporting other than full and open competition are:
[ X ] Other: _________________________________________________________________________________.
At the time the market research was conducted, there were no other refurbished lathes available in industry that met the requirements provided by Code 980, so a new machine and calculated inflation were used to compare cost.
It is not very common for companies specializing in refurbishing machine tools to have an inventory of makes and models to choose from. The companies are typically supplied the asset from the customer, perform the rebuild, and return the asset. The Portsmouth Naval Shipyard has a rare opportunity to purchase a Lathe that meets all the requirements and has been refurbished by the original equipment manufacturer (OEM), at the best price achievable.
Over the last few years Code 980 Production Engineering has worked with vendors that specialize in refurbishing older worn machine tools to refurbish existing machine tools for the Portsmouth Naval Shipyard and have seen very good results in cost, reliability, and accuracy. The quality and durability of the older machine tools is far superior to what is being produced now for today’s market, by purchasing a refurbished machine, the Portsmouth Naval Shipyard will be receiving a higher quality machine that will provide a longer life cycle, at a price much lower than purchasing new.
9. A listing of sources, if any, indicating an interest in the acquisition are: (If none, so state)
