About this file

This is a Scope of Work document for a security fencing and solar lighting project at Naval Shipyard Puget Sound (PSNS) in San Diego, California. The project comprises three main components: solar light installation, perimeter fence replacement, and east gate renovation.

Part I requires the contractor to demolish existing concrete and asphalt at ten locations, then provide and install ten 18-foot-tall domestic schedule 40 steel light poles with concrete bases (24 inches diameter, 5-6 feet deep, 30-inch reveal above grade) containing 4000 PSI concrete. Each pole will be equipped with two solar light fixtures rated at 22,000 lumens. The contractor must supply all labor, materials, equipment, and supervision, including Bobcats, scissor lifts, cranes, and associated hand tools. Part II involves demolishing approximately 550 linear feet of existing 12-foot-tall black vinyl-coated chain link fence and 60 linear feet of 15-foot-tall fencing, then installing replacement fencing of the same specifications using high-strength grout to sleeve new posts into existing footings. Two new 4-foot-wide by 7-foot-tall pedestrian gates and 18-inch stainless steel razor wire around five light poles are also required. Part III addresses the East Sally Port entrapment area, requiring demolition and replacement of approximately 200 linear feet of 12-foot-tall fencing and 40 linear feet of 6-foot-tall fencing, installation of two new Fortress Heavy-Duty Aluminum Cantilever Slide Gates (powder-coated black), two HySecurity Slide Driver II SD40 gate operators (208-230/460 volts AC), new aluminum drive rails, photo eyes, and two pedestrian gates (one 6-foot-tall by 5-foot-wide and one 4-foot-wide by 7-foot-tall). The scope includes detailed material specifications for all fence components and equipment lists for each phase.

2. The demolition area will begin where the new fence installation previously ended and continue to the end of the fence line near the east cantilever gate.

3. An additional section of approximately 60 LF of 15-foot-tall fencing currently installed over the existing turnstiles shall also be removed.

4. All existing fence posts shall be cut flush with the grade, then torched to a depth of several inches below the concrete surface to allow for new grout coverage.

5. Demolish and remove one (1) existing pedestrian gate.

6. Existing grounding lugs shall be carefully removed from the fence posts for reuse during the new construction phase.

7. All demolished steel and existing barbed wire (from light poles) shall be disposed of in the designated Navy recycling bin.

B. New Fence Construction

1. Provide and install approximately 550 LF of 12-foot-tall, black vinyl-coated chain link fencing.

2. Provide and install approximately 60 LF of 15-foot-tall, black vinyl-coated chain link fencing over the existing turnstiles.

3. The new fence will include a top rail, a mid-rail, and a bottom tension wire.

4. New fence posts will be sleeved into the existing post footings and secured using high-strength grout (e.g., Quik-Rok or equivalent).

5. Once set, posts will be marked and cut to the correct height.

6. The new chain link fabric will be secured to the posts, top rail, and mid-rail using fence ties, and to the bottom tension wire using hog rings. The fabric will be attached to terminal/end posts using tension bands and tension bars.

7. Provide and install two (2) new 4-foot-wide by 7-foot-tall black vinyl-coated pedestrian gates. One gate will be installed in the same location as the previous pedestrian gate, and a second new gate will be installed in the fence line surrounding the existing fire hydrant.

8. The existing grounding lugs will be installed onto the new fence posts, which will be drilled and tapped to accommodate them.

9. Install new 18" stainless steel razor wire around five (5) existing light poles to prevent climbing, attaching it to the top of the fence with hog rings.

10. All new fence components shall be touched up with matching black spray paint as needed after installation.
