About this file
This document is a Justification for Sole Source acquisition for a Vertical Machining Center. The Defense Logistics Agency (DLA) Maritime Puget Sound is seeking to purchase one DN Solutions DNM 6700 3-axis Computerized Numerical Controlled (CNC) machining center, with a required delivery date of 07/16/2025. The procurement is for eight Regional Maintenance Centers (RMCs) and naval shipyards, which currently own six DN Solutions CNC machines and will add four more under contract SPE4A8-23-Q-0001, bringing the total to ten. The justification emphasizes compatibility with existing systems, as the enterprise has 1,500 proprietary programs specific to DN Solutions machines, and changing manufacturers would require extensive reprogramming, testing, and training, resulting in significant additional costs. The sole source justification highlights the need for seamless operator transition, as current sailors and civilians rotate through these centers and require minimal additional training on the same machine type.

JUSTIFICATION FOR SOLE SOURCE ($5k-$250k)
Ref: FAR 13.106(b)
The service or material listed on (Document number)______5149-2005_______ is sole source and competition must be restricted to one source, or to only one brand name for reasons indicated below. There are no substitutes available for this material.
Restricted to the following source or brand name. Provide original manufacturer's name.
(If a sole source manufacturer distributes via dealers, ALSO provide dealer information.)
Manufacturer: ____DN Solutions___________________________________________

____Description of the item or service required, the estimated cost, and required delivery date.
_____Vertical Machining Center, 3-axis, Manufacturer DN Solutions, Model DNM 6700, Qty 1, required delivery date 07/16/2025._____________________________
____Specific characteristics of the material or service that limit the availability to a sole source or particular brand name (unique features, function of the item, etc.).
Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
__The DN Solutions Computerized Numerical Controlled (CNC) machining centers are precision metal cutting machines. Currently the eight (8) Regional Maintenance Centers (RMC’s), Trident
Refit Facility Kings Bay (TRFKB), Readiness Support Group Groton (RSG), Norfolk Naval Shipyard
(NNSY), Portsmouth Naval Shipyard (PNSY), Puget Sound Naval Shipyard (PSNSY), and Pearl Harbor
Naval Shipyard (PHNSY) are staffed with sailors and civilians. This will be referred to as the Enterprise throughout. The typical rotation would be for six months to one year. Operators are expected to start production upon arrival without any additional training. The Enterprise will recognize a total cost savings of
The Enterprise currently owns six (6) DN Solutions CNC machines. With four (4) more being added per contract number SPE4A8-23-Q-0001, this brings the total to 10. See attachment for current output. The enterprise currently has 1500 programs specific to the DN Solutions CNC machines that have been developed, tested and proven to manufacture and repair ship components efficiently. The programs use geometry (G) and modal (M) codes that are proprietary to DN
Solutions. The programs combine the proprietary G and M codes with numeric values, so that the CNC machine moves to precise locations or rotates at defined Revolutions per Minute (RPM).
As the CNC machine moves and/or rotates, tooling interfaces with raw materials to manufacture components. If other CNC machines were to be purchased, new programs will have to be developed, tested and proven to manufacture the same components, resulting in increased cost to the
Enterprise to generate new part programs, testing new part programs, verifying new part programs, and manufacturing new part fixtures. By procuring DN Solutions machining centers the Enterprise will recognize a total programming cost savings of
The Enterprise is requesting to procure the DN Solutions machining center, model number DNM
6700 4th Gen., as they share the same functionality as the current DN Solutions machining centers. There are approximately 15 classes annually that these operators would need to attend for a NON-DN Solutions machine to become certified operators. Machining center operators would require forty (40) hours of training before certification to use the machinery. Currently the
Enterprise has eight (8) operators, at each activity, total of 48, rotating through per year that require this training. The Enterprise will recognize a cost savings for training of by not having to purchase reoccurring training.
____The requested material or service represents the minimum requirements of the
Government.
