1. SCOPE
1.1. Scope.
The purchase description set forth below describes the minimum requirements of the Government for one specialized Bicon container package. It is the Government’s intent that a single primary contractor be awarded this contract and be responsible for the provision of equipment, and the accomplishment of all work detailed by this specification.
2. APPLICABLE DOCUMENTS
2.1. General.
The documents listed in this specification are specified in sections 3 and 4 of this specification.
This section does not include documents cited in other sections of this specification or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements of documents cited in sections 3 and 4 of this specification, whether or not they are listed.

2.4. Order of Precedence.
Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence.
Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
3. REQUIREMENTS
3.1. General Description of System.
3.1.1. This specification covers the minimum Government requirements for a specialized bicon container to be used as a protective enclosure for PSNS & IMF water processing portable skid. The bicon container shall be fabricated in accordance with the layout drawings, applicable documents identified in section 2, and requirements cited in sections 3 and 4 of this document.
3.1.2. ISO 9001 Certification. The entity responsible for fabricating the base bicon container shall be an ISO 9001 certified organization, with scope of registration including cargo containers.
3.2. Design.
3.2.1. Equipment Design. The equipment shall be new and unused. The equipment shall include all components, parts, and features necessary to meet the performance requirements specified herein. All parts subject to wear, breakage or distortion shall be accessible for adjustment, replacement, and repair. The equipment shall be of the manufacturer's current field proven design, representative of equipment whose design, capacity and performance characteristics, having been proven through actual field application, are substantially the same as those required of the equipment specified herein.
3.2.2. Size Limitations. The total exterior dimensions of the container shall not exceed 10 foot length, 8 foot width, and 8 foot height. The internal dimensions shall be adequate to install and maintain a process skid with a footprint of 82 inch x 72 inch mounted in the container per Figure 3. The process skid overall height is 72 inches.
3.2.3. Interchangeability. All parts subject to replacement shall be manufactured to definite dimensions and tolerances. Replacement parts shall be interchangeable without requiring modification. Replacement parts are those that are subject to wear or failure. Tooling and accessories normally supplied as standard items shall also be considered replacement parts.
Foreign-sourced replacement parts shall be interchangeable with domestically supplied components or be readily available from a domestic source.
3.2.4. Maintainability. The equipment shall be designed and constructed to permit maintenance personnel to service the equipment easily and effectively using a minimal number of tools. The contractor shall provide any special tools required to service the unit.

3.3. Construction.
3.3.1. Castings and Forgings. All castings and forgings shall be free of defects, scale, and mismatching. No processes such as welding, peening, plugging, or filling with solder or paste shall be used for reclaiming any defective part.
3.3.2. Fastening Devices. All screws, pins, bolts, and other fasteners shall be installed to prevent unintentional loosening. Fastening devices subject to removal or adjustment shall not be permanently installed.
3.3.3. Threads. All threaded parts, either US or SI, used on the bicon container and its related attachments and accessories shall conform to FED-STD-H28A and the applicable "Detailed Standard" section referenced therein. Hex bolts shall conform to ASME B18.2.1 and hex nuts shall conform to ASME B18.2.2.
3.3.4. Surfaces. All surfaces shall be clean and free of harmful or extraneous materials. All edges shall be either rounded or beveled unless sharpness is required to perform a necessary function.
3.3.5. Welding, Brazing, or Soldering. Welding, brazing, or soldering shall be employed only where specified in the original design and shop drawings. None of these operations shall be employed as a repair measure for any defective part.
3.3.5.1. Soldering. Solder connections shall show evidence of good bonding in metal-to-metal contact. Cold solder joints, incomplete joining of solder and metal, excess or insufficient solder or damaged insulation shall be considered reason for rejection of the equipment.
3.3.5.1.1. Cleaning. Any loose, spattered solder, flux, metal chips, insulation scrap or other foreign material shall be removed from the equipment.
3.3.5.1.2. Flux and Cleaning Agents. Flux for soldering shall be rosin or rosin and alcohol. No acid, acid salts or acid core solder shall be used in preparation for soldering of electrical connections.
3.3.6. Corrosion Control.
3.3.6.1. Ferrous Parts and Fasteners. Exposed ferrous parts and fasteners such as screws, bolts, nuts, washers, etc., shall resist corrosion in a salt-laden, moist, variable temperature atmosphere. Protection such as chrome plating, hot dip galvanizing or other electrical/chemical process, or use of Ni-Cu alloys (e.g. Monel) or stainless steel is acceptable. Fasteners shall not be painted.
3.3.6.2. Dissimilar Metals. Dissimilar metals shall not be used in direct contact with each other without suitable means for preventing electrolytic corrosion, unless specifically approved in writing by PSNS & IMF. Contact of nickel-copper alloys (Monel) and stainless steel alloys is acceptable.

3.3.6.3. Painting. Paint color shall be sandstone for general exterior of the container and for the interior steel floor. Use a contrasting color for forklift stop (Pc 8 of Figure 2) to mitigate trip hazard. Exposed ferrous parts shall resist corrosion in a salt-laden, moist, variable temperature atmosphere. Exposed carbon steel surfaces shall be properly painted using a duplex system or zinc rich primer. Prior to painting, surfaces shall be primed with a zinc rich primer or galvanized with zinc. Painting shall provide a highly wear-resistant finish that guarantees continued protection to the surfaces covered against the specified environment under all service conditions. The manufacturer’s standard color shall be provided. When choosing a color options, do not select yellow or magenta paint, decals, or other colored surfaces. Prepare surfaces in accordance with the coating manufacturer’s instructions. Primer and paint shall be free of lead, chromium and cadmium (less than 100 mg/kg, 0.01% of these elements). Documentation of all paint, including specification sheet and safety data sheet, used in the construction of the equipment shall be provided.
3.3.7. Workmanship. Workmanship of the bicon container shall meet all requirements specified herein and shall be of a quality equal to that prevailing among manufacturers producing equipment of the type covered by this purchase description.
3.3.8. Materials. The contractor is responsible for providing all material necessary to fabricate the complete and functioning unit.
3.4. Safety and Environmental.
3.4.1. Occupational Safety and Health Administration (OSHA). Equipment installation and its component parts must be in compliance with the applicable OSHA regulation in accordance with 29 CFR Part 1910 and installed in accordance with NEC and National Fire Protection Association requirements. Note: The remainder of this paragraph is deleted.
3.4.2. Safety Signs and Labels. Safety signs and labels in accordance with NEMA Z535.4 shall be securely attached to the equipment in visible locations, at the point of hazard(s), with any safety precautions to be observed by the operator or maintenance personnel permanently marked on the signs.
3.4.3. Safety Guarding. Covers, guards, or other safety devices shall be provided for all parts of equipment that present safety hazards. Safety devices shall not interfere with operation of the equipment. The devices shall prevent unintentional contact with the guarded part and shall be removable to facilitate inspection, maintenance and repair of the parts. Machine parts, components, mechanisms, and assemblies furnished on the unit shall comply with all specific requirements of 29 CFR 1910 OSHA Safety and Health Standards, General Industry that are applicable to the equipment itself. Additional safety and health requirements shall be as specified in other paragraphs of this specification.

3.4.4. Hazardous Material Exclusions. Supplies or materials being provided as part of the equipment shall be free of known hazardous materials. Hazardous materials shall not be brought on site without prior approval of the Government Point of Contract and cognizant shipyard personnel. Hazardous materials not needed for this project are prohibited.
Definitions of hazardous materials are specified in the latest version, including revisions adopted during the term of the contract, of FED-STD-313. Notwithstanding any other hazardous material usage permitted in this contract, radioactive materials or instruments capable of producing ionizing radiation as well as materials which contain asbestos, mercury, cadmium, lithium, methylene chloride, lead (= or >0.06%), or polychlorinated biphenyls (PCB’s) are prohibited. Nickel Metal Hydride and lithium batteries are permissible for memory backup. Class I Ozone Depleting Substances as defined in 40 CFR Part 82 shall not be used in the performance of this contract, or be provided as part of the equipment. Exceptions to the prohibition of these materials must be referred to the Contracting Officer in writing, for consideration, not later than 60 calendar days after effective date of contract and prior to any work being performed.
3.4.4.1. State Regulations. The specialized bicon container shall comply with hazardous material regulations of the states of California and Washington in addition to federal regulations.
3.4.5. Environmental Protection. Under the operating, service, transportation, and storage conditions described herein, the bicon container shall not emit materials hazardous to the ecological system as prohibited by Federal, state, or local statutes in effect at the point of installation.
3.5. Specialized Bicon Container.
3.5.1. Container Outfitting. The specialized bicon container shall have maximum exterior dimensions of 8’ wide by 10’ long x 8’ height. The container shall have with swing-open doors on both 8’ sides and four-way forklift pockets to allow use of forklift on any of the four sides. The exterior of the container and the interior steel container floor shall be painted sandstone color. The contractor shall design customizations to container to meet end-use requirements as detailed in this specification. Customizations are included in Figures 1 and 2.
3.5.2. Weather Resistance. Penetrations through the container walls, ceiling, floor, or doors shall be resistant to intrusion by water. Sealants shall be rated for marine environments.
The recessed utilities access panel shall utilize a rubber gasket material for the purposes of sealing to allow removal of the panel.

3.6. Electrical.
3.6.1. Deleted.
3.6.2. Electrical Design Criteria. All electrical installation shall be in accordance with the National Electrical Code (NEC), NFPA 70 and UFC 3-520-01. The equipment’s electrical system shall be tolerant of voltage fluctuation of ± 10 percent. Electrical equipment may be located at the contractor’s discretion. Equipment layout in Figure 1 is intended to show general layouts in lieu of exact locations. Miscellaneous hardware, wiring, and accessory components are not called out in Figure 1 bill of materials. Type and quantity of miscellaneous hardware shall be determined by the contractor.
3.6.3. Conduit. Rigid metal conduit (RMC) or electrical metallic tubing (EMT) with associated watertight compression fittings, and watertight flex conduit sizes are dependent on the types, quantity, and size of wiring used, but shall meet the requirements of the NEC, Chapter 9, Annex C, Table C.1. EMT or RMC shall be used on the interior of the container. RMC shall be used on the exterior of the container. Conduit shall be corrosion resistant galvanized steel or stainless steel. All power and lighting circuits require a green grounding conductor to be run in each conduit. All wiring which is exposed to the weather shall be installed in RMC or EMT with watertight fittings and/or watertight flex conduit with water tight fittings. Watertight flex conduit runs shall be minimized with runs not exceeding 36 inch. Install electrical conduit to suit local conditions and avoid conflict with normal use of container.
3.6.4. Wiring. Where required appropriate sized lugs shall be used for making wire connections. Ensure all harness (wiring) make up and routing is accomplished as follows:
3.6.4.1. Conductor grounds shall be formed by use of Ty-wraps.
3.6.4.2. Group shall not be routed in such a manner as to
Cross a terminal block or obstruct access to terminals, cause strain to cable wires or wire termination point.
Cause strain to cables, wires, or wire termination point.
Interfere with equipment operation and/or maintenance and troubleshooting.
Label both ends of electrical wiring with heat shrink labels.
3.6.5. Solid-State Components. Solid-state design shall be employed throughout for electronic components. Solid-state components shall not be adversely affected when subjected to power line transients and surges typically experienced in industrial environments. Solid-state devices shall be capable of handling the electrical load imposed by operation of the equipment to its maximum capability.

3.6.6. Electrical Enclosures. Electrical components of the equipment shall be contained in enclosures of drip-proof construction and of minimum size consistent with good design practices and ventilation of components, meeting the requirements of NEMA 250 Type 3R, 4, or 4X for interior of container and NEMA 4X for exterior.
3.7. Identification.
3.7.1. Marking. Provide standard coding, identification, and marking in accordance with ISO 6346. All words on label plates shall be in the English language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. All plates shall be corrosion resistant.
3.7.2. Container Identification Plate. A weatherproof, corrosion resistant identification plate shall be securely and conspicuously placed on the outer wall of the container. It may be the contractor's standard, but, as a minimum, it shall contain the following information:

3.8. Submittals
3.8.1. Two (2) hard copies and one (1) searchable electronic copy of the following technical data shall be provided with the completed specialized bicon container.
3.8.2. Shop Drawings. Submit shop drawings for Government approval prior to completion of container fabrication. Show complete container layout including all customizations listed in Figures 1 and 2. Include any information and calculations necessary to demonstrate compliance with this technical specification. Also, include any information and drawing views required to demonstrate that adequate clearance is available for personnel operation and maintenance.
3.8.3. Operating and Maintenance (O&M) Manuals. Complete data package with original manufacturer’s technical data sheets, safety data sheets, and O&M manuals for all vendor provided equipment. Information provided is critical to allow PSNS & IMF to safely make repairs and replacements over the usable lifetime of the container. Data shall be provided for, but not limited to, the following:

3.8.6. Hazardous Materials Exclusion – Provide a signed certificate stating that all hazardous materials included in paragraph 3.4.4 are not present in the final assembled Bicon container.
4. QUALITY ASSURANCE
4.1. Responsibility for Inspection.
4.1.1. Contractor Responsibility for Inspection and Testing. The contractor shall be responsible for performance or facilitation of all inspection requirements specified herein.
Except as otherwise specified in the contract or purchase order, the contractor may use any facility suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. Only supplies that totally conform to the specifications shall be offered for inspection and test. The contractor's test schedule shall allow consecutive inspection and test of the supplies offered. The Government reserves the right to charge the contractor for any Government re-inspection cost when supplies are not ready at the time requested by the contractor or when necessitated by prior rejection. The Government reserves the right to perform any inspections set forth in the purchase description where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. The contractor shall provide all materials required for all inspection and testing.
4.1.2. Responsibility for Compliance. All items must meet all requirements of sections 3 and 4.

4.2. Quality Assurance Submittals
4.2.1. Pre-Shipment Authorization Submittal. Prior to shipment from contractor’s facility to final destination, the contractor shall submit the following evidence the specialized bicon container is complete per the requirements of this technical specification:
4.2.1.1. Photographs submitted for Government approval showing all views necessary to verify construction is complete and the required components (electrical, doors, louvers, floor mounts, etc.) are installed and not damaged.
4.2.1.2. Electronic version of the final submittal package required by section 3.8 for Government approval.
4.3. Classification of Inspections.
4.3.1. Examination (Destination). The Bicon container shall be examined by PSNS & IMF Code 2380.5 engineering for design, construction, components, electrical equipment and workmanship to determine conformance with the requirements of this specification. The fit of parts shall be observed with particular reference to interchangeability of those likely to require replacement. Specific examination attributes include, but are not limited to the following:
4.3.1.1. Verify welding and fabrication workmanship by visual examination.
4.3.1.2. Check the entire Bicon container to the maximum extent possible for damage or unusual conditions such as buckling of plate and excessive warpage.
4.3.1.3. Deleted.
4.3.1.4. Verify container is complete per requirements of section 3.8.
4.3.1.5. Inspect preparations for delivery to verify conformance to all requirements of section 5.
4.4. Shipment Authorization.
Upon satisfactory completion of the requirements of paragraph 4.2.1, PSNS & IMF will provide written authorization to ship the specialized bicon container. See section 5 for preparation for delivery requirements.
4.5. Site Acceptance (Destination).
Final acceptance of the specialized bicon container shall be made at destination by PSNS & IMF within 30 days after receipt. Acceptance shall be based upon satisfactory examination at destination per section 4.3.1.

4.6. Contractor Certification of Compliance.
The contractor shall certify, by signature of a company officer, that all conditions of sections 3 and 4 have been met. This certification shall be via signature on a letter or form supplied by the contractor, and shall refer to this contract and identify the specialized bicon container to which that certification applies. Signature may be made based on personal observation or a review of inspection reports but shall represent the company’s certification of compliance with this specification. All signatures of certification data do not alleviate the contractor from the responsibility for compliance with portions of this specification for which individual records of performance are not required.
5. PREPARATION FOR DELIVERY
5.1. Preparation for Delivery.
5.1.1. The specialized bicon container shall be prepared for shipment in accordance with the provisions identified herein. Yellow packaging, packing, preservation and marking, in any form or manner, regardless of the method of preparation specified, is prohibited.
5.2. Permits.
5.2.1. The contractor shall be responsible for obtaining necessary permits to deliver the specialized bicon container and for shipping in a manner that will preclude damage during shipment.
5.3. Packing.
5.3.1. The specialized bicon container shall be prepared for shipment in accordance with the best commercial practice suitable for movement to reach the ultimate destination undamaged.
5.4. Packing Material.
5.4.1. Use of shredded paper, whether newspaper, office scrap, computer sheets, or wax paper, in packing materials for shipment to Navy activities is prohibited.
