SPECIFICATION
Steam Coil Replacements on Test Steam Generators #3 and #4 General Information
GENERAL: This specification supports a contract to replace existing steam coils on two Test Steam Generators (SGs) #3 and #4 located in the SE corner of Building 431, Puget Sound Naval Shipyard & IMF, Bremerton, WA. The Government shall not exercise any supervision over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to replace steam coils in existing Steam Generators #3 and #4 as defined in this Specification except for those items specified as government-furnished property and services. The contractor shall perform, at a minimum, to the standards in this contract.
Background: Puget Sound Naval Shipyard (PSNS) tests ships' valves and pumps at its Pump/Valve Test Facility (PVTF). The PVTF requires steam generators to provide steam to test certain components. Two of these steam generators (SG3 and SG4 specifically) are currently not operational due to recently discovered steam coil leaks. The contract will be "Turn-Key'', i.e., the vendor/contractor will provide the necessary materials and labor to perform this work. The existing boilers are 300 BHP, once through natural gas fired, modulatic water tube boilers manufactured by the company Vapor Power International. These are Vapor Power's model KR7-E8500-VHK-300 boilers, see brochure listed in section 3.4.3.1 in Description of Existing Boiler Equipment section below.
Objectives:
· Procure new steam coil kits for both Steam Generators #3 and #4 (three coil sections per kit/six coil sections total).
· Remove existing steam coils and install new steam coils on both Steam Generators #3 and #4.
Scope:
· Includes all materials and work required to replace the steam coils in SGs #3 and #4. Performance Testing will validate SGs #3 and #4 can safely operate at their normal working capacity (flow and pressure).
Period of Performance: Two months from time of contract award through completion, including completion of equipment installation and testing, and submission of an acceptable Nationally Recognized Testing Laboratory (NRTL) Certification Report.
General Information Quality Assurance: To be considered acceptable, the contractor must demonstrate full functionality of the repaired boiler system during normal operation of the two existing steam generators. This includes starting up the steam generators, operating them up to normal working capacity (flow and pressure), and performing the shutdown process. These satisfactory operations shall be verified by Government personnel during the test period(s). It is acknowledged that the contractor is not responsible for pre-existing equipment deficiencies not related to the steam coil replacements per this contract.
Recognized Holidays: No work or service is to be accomplished during Federal Holidays. If on a weekend, this applies to the normal work day taken off by Federal employees in observance of these Holidays.

Hours of Operation: The contractor is responsible for conducting business during regular working hours identified per Attachment 1, Site Specific Requirements, between the hours of 0600 - 1602 Monday thru Friday except per 1.6.2, or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
Place of Performance: The work to be performed under this contract will be performed inside the boiler room in Building 431, Controlled Industrial Area (CIA), PSNS&IMF,-Bremerton, WA.
Type of Contract: The government will award a (Type of contract to be determined by CCE and the customer).
Security Requirements: Refer to Attachment 1, Site Specific Requirements, regarding security requirements.
Special Qualifications: The contractor(s) shall be Factory Authorized Field Service Representative(s) of the Original Equipment Manufacturer (OEM), Vapor Power International Heat Transfer Equipment. The contractor shall be thoroughly familiar with Vapor Power International KR7- E8500-VHK-300 Steam Generators.
Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference(s) convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officers Representative (COR), and/or other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the Government Rep(s) will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
Contracting Officer Representative (COR): A Government (COR) may or may not be appointed and identified by separate letter. If applicable, the COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel are required to present a DBIDS card for access to NBK and display NAVSEA badge for access to, and at all times while in the shipyard CIA, in accordance with Attachment 1, Site Specific Requirements.
Contractor Travel: The contractor shall travel to Building 431, Puget Sound Naval Shipyard, Bremerton, WA, at the contractor's expense.
Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may effect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS:
2.1.1 CONTROLLED INDUSTRIAL AREA (CIA). Secured industrial area within PSNS, Bremerton site.
2.1.2. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.3. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.4. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government that is sometimes appointed by the Contracting Officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.5. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with this Contract.
2.1.6. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.7 DEFENSE BIOMETRIC IDENTIFICATION SYSTEM (DBIDS). Card documenting a satisfactory background check has been completed allowing access to NBK.
2.1.8. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.9 NAVAL BASE KITSAP (NBK) – Naval base surrounding CIA.
2.1.10 NATIONAL RECOGNIZED TESTING LABORATORY (NRTL). An organization which is recognized by OSHA that tests for safety, and lists or labels or accepts equipment based on established standards. The NRTL is an independent third party and is not the manufacturer of the product or a government agency. The current list of NRTL companies and their icons may be found at:

2.1.11. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.12. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.13. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
2.1.14. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.15. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.16. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.17. WORK WEEK. Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
Services: The contractor shall be granted access, if approved by Security, to the Government owned property, Pump/Valve Test Facility (PVTF), Building 431, at PSNS, Bremerton, WA, to complete the required work.
The Government will provide assistance to the contractor regarding material handling of heavy equipment if/as necessary.
The Government will dispose of old, removed equipment components.
Facilities: The Government will provide an equipment storage area in accordance with Attachment 1, Site Specific Requirements.
Utilities: The Government will provide shop compressed air at approximately 80-100 psig, natural gas at approximately 5-10 psig, and 480 VAC, 3-phase electricity in accordance with Attachment 1, Site Specific Requirements. The Government will provide any additional necessary utilities if/as required to perform the work described in this PWS. The Contractor shall instruct their employees regarding utility conservation practices.
Equipment: PSNS Test Steam Generation System located in the SE corner of Building 431, Puget Sound Naval Shipyard & IMF (PSNS&IMF), Bremerton, WA.
Original acquisition value of material: The Steam Generator System has been in place since approximately 1991 and cost in excess of $4,000,000.
Manufacturer, model # and type: Vapor Power Steam Generator (Test Boiler) Model KR7-E8500-VHK-300.

General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3. Contractor Services include electrical, mechanical, pipe fitting, utility locate, NRTL inspection and certification, and performance testing upon completion of installation.
The contractor shall provide all materials, tools, equipment, gauges, instrumentation, and safety equipment needed to perform the required work.
Materials: Refer to Attachment 1, Site Specific Requirements, regarding handling and control of materials brought to the work site.

SPECIFIC TASKS
SPECIFIC TASKS:
Basic Services. The contractor shall provide services for:
Removal of existing equipment: The contractor shall remove all necessary interferences related to removing the existing steam coils, the existing steam coils, and installation of the new steam coils. Interferences may include, but may not be limited to:
· Natural Gas System (1 ea. per Steam Generator).
· Boiler Blowdown/Steam Separator Tank (1 total).
· Hydraulic oil pump, reservoir, and related items.
· Pneumatic (Taylor) pressure control, compressed air utility lines, and related items.
Prior to performing work, the contractor shall remove and/or relieve any sources of potentially hazardous, stored energy (gravitational, mechanical, electrical, etc.) within the equipment, as required.
The contractor shall disconnect and reconnect necessary equipment from utility services (air, natural gas, steam, steam condensate return, electrical power, etc.), as required Providing and installing new replacement steam generator steam coil kit(s):
Provide installation of steam coil kits, as described per paragraph 4.2.1.1 to eliminate leaks on the existing test steam generators located in Building 431 at PSNS.
5.2 The contractor shall be a Factory Authorized Field Service Representative of the Original Equipment Manufacturer (OEM), Vapor Power International Heat Transfer Equipment.
5.3 The contractor shall be thoroughly familiar with Vapor Power International KR7- E8500-VHK-300 Steam Generators.
5.4 Testing:
5.4.1 The contractor shall provide necessary operational and integrity (hydro) testing after repairs and installation are completed to verify the Vapor Power KR7-E8500-VHK-300 Steam Generators operational features outlined by the manufacturer operations manual have been proven functional. This includes:
· Hydrotesting new steam coils at 150% of maximum operational pressure (1,500 psig) = 2,250 psig +50/-0. Hold for thirty minutes. Inspect for leakage, deformation. No leakage or deformation allowed.
· Starting up the steam generators
· Operating the steam generators to normal working capacity (flow and pressure)
· Performing the shutdown process These satisfactory operations shall be verified by Government personnel during the test period(s).
