SPECIFICATION FOR

SILENCED 125 Hp PORTABLE VENTILATION BLOWER

11 June 2018 Page 1 of 11

Reference (1) “Blower, 125hp, Centrifugal, Figures, NO SPEC.doc”

1 SCOPE

1.1 General - See Figure 4 in Reference (1). This specification reflects those characteristics that are essential to the minimum needs of the government for the procurement of a PORTABLE, INDUSTRIAL

DUTY, VENTILATION BLOWER supplied completely assembled, wired, tested, and ready for immediate use upon receipt, except that the silencers and transitions may be unbolted from the blower for shipment.

1.2 Intended Application - The portable ventilation blower will be used in temporary ventilation systems used to exhaust fumes and potentially explosive gases from confined spaces and other areas. The arrangement of the connected system will be changed frequently so the fan performance is specified as two CFM and static pressure points. Air exhausted by the system is not filtered and may contain light dust and occasional small debris from metalworking, woodworking, welding, plasma cutting, and coatings removal and application. The blower will be operated and stored in the weather, in a high abuse industrial environment at Puget Sound Naval Shipyard in Bremerton, Washington. The blower will be frequently moved by crane, truck, and forklift while fully assembled. Other than durability, the most important system design constraint is small footprint.

2 Summary of Supporting Deliverables – This paragraph contains drawings, documentation, notifications and test certification which warrant separate deliverables in addition to the delivery of the equipment described in the

Scope of this document. Contractor/manufacturer shall notify Contracting Officer, upon shipment, via email, that the item(s) in question has been shipped and include shipping company, tracking information, and estimated time of delivery as applicable.

Some or all tests listed in Testing Section of specification do not appear on this list. C/270TS has determined that asking for test data sheets to be submitted as part of the Post –deliverable Manual is adequate for these items.

Additional testing requirements and standards (e.g. ASTM B117 Salt Spray Test) are referenced in this specification to identify selection criteria for individual parts; however, certification is only required as listed below:

The drawing shall show two plan views, one from the motor end and another with the blower rotated 90 degrees. The drawing may be developed using methods of the vendor (e.g. hand drawn or Computer Aided Drafting Sofware) and shall be delivered no more than

10 days after award.

2.1.2 Calculations: Lifting Structure Design Calculations

3.5.9.1 Lifting Pad Certification - Concurrent with equipment delivery, the contractor shall supply a letter of certification stating the lifting pads meet the specified design criteria.

3.5.9.2 PCB Certification - Written certification from the manufacturer that the equipment contains no detectable PCBs (less than two (2) part-per-million (PPM)). The certification shall be on manufacturer’s letterhead, and signed by a company official who is empowered to provide it. A label plate containing the

PCB Certification information, shall be permanently affixed to the equipment in the vicinity of the manufacturer’s identification plate.

3.5.9.3 Warranty - Supplies and services furnished shall be covered by a one year warranty from defects in design, materials and workmanship. The warranty shall be the manufacturer’s standard commercial warranty that shall conform to all requirements of the contract. Acceptance of the manufacturer’s standard commercial warranty shall not minimize the rights of the government under clauses in the contract, and in any conflict that arises between the terms and conditions of the contract and manufacturer’s warranty, the terms and conditions of the contract shall take precedence. The warranty period shall commence from the date of acceptance as cited on a properly executed DD Form 250.

4 INSPECTION/TESTING

4.1 Initial Unit Inspection - The vendor shall notify C/270TS via the Contracting Officer when the first blower will be fully assembled and ready to be inspected for specification compliance no later than 10 business days (preferably sooner) prior to shipment of first unit. C/270TS shall schedule a site visit to the contractor’s facility in order to inspect chiller for specification compliance or waive visit.

4.2 Pre-delivery Testing - Prior to delivery, the blower shall be inspected by the contractor for design, construction, components, electrical equipment and workmanship to determine conformance with the requirements of this specification. The equipment delivered with the system shall also be inspected for mechanical and electrical integrity.

4.2.1 Each blower shall undergo the following tests:

Performance - Prior to shipment to the government, each fan shall be energized and operated for a total of 8 hours, continuous. Any problems shall be identified and corrected prior to shipment.

Load Testing - The contractor shall subject each lifting attachment to a 200% load test for 2 minutes.

Acceptance criteria shall be: no bending, cracking, or permanent deformation of the lifting attachments or associated structure.

Acoustic Testing - During operation at 14,000 CFM, with silencers and the specified transitions installed, tested with 18” diameter, 0.1” or thinner aluminum inlet and outlet duct (with no acoustic or thermal treatment) connected, the sound pressure level of the fan assembly shall not exceed 72 dBA (reference pressure 20 micropascals, μPa) at 1 m from the major vertical surfaces of the machine at a height of 1.5 m above the floor or walk level. Sound pressure levels shall be measured at the vendor’s facility in accordance with ASME PTC 36-2004. Out of specification conditions shall be corrected prior to delivery.

4.2.2 Results and Certification - Report test data and results on separate data sheet for each unit tested

(include serial number, who performed the test, date, time, location, etc.). Include data sheets with

Engineering Documents Submittal (Paragraph 3.5.9).

4.3 Acceptance Testing at Destination - The equipment shall be supplied FOB Destination (Puget Sound

Naval Shipyard). Prior to acceptance, the equipment shall be inspected for shipping damage, verification of quantities, mechanical and electrical integrity, and the requirements of section 3. As part of this inspection, the equipment will be connected to the appropriate utilities and operated to determine conformance with the specification. The manufacturer at no cost to the government shall promptly correct discrepancies on any item of equipment supplied.

5 DELIVERY

5.1 Packaging and Marking - The equipment shall be packaged and marked for shipment in accordance with standard commercial practices. The air inlet and discharge flanges shall be blocked by metal, wood, or solid plastic flanged blanks to prevent air motion through the fan.

6 SUBMITTALS

6.1 Vendor bid/proposal shall include the fan manufacturer, model, and size and the silencer acoustic performance and pressure drop. Also the fan curve with power and performance, predicted blower octave band sound pressure levels with no silencer or ducts connected, and the impeller type for the proposed fan. In addition, the material and coatings for the fan casing, motor mount, mounting base, silencers, acoustic treatments/frame, and transitions.
