1. REFERENCES:

1.1. MAN-5511-002 Shop Testing Power Distribution Unit Reference Manual

1.2. Tinitron PDU Wiring Diagram

2. BACKGROUND:

DLA Maritime Puget Sound and the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS/IMF) in support of USS JIMMY CARTER requires the refurbishment/modernization of one Shop Power Distribution Unit.

3. PURPOSE:

The purpose of this contract is to obtain a refurbished/modernized QTY one (1) Power Distribution Unit (POU) for use inside a shop environment as well as onboard ocean going surface vessels.

4. SCOPE:

The Contractor will provide a PDU that meets the following Requirements:

4.1. TRANSFORMER

4.1.1. Three phase AC input range: 420 - 480V AC, phase balanced, 60Hz.

4.1.2. Three phase 311 SV AC nominal output, phase balanced, with a variable selector dial that changes the transformer tap from 2900 - 3300 in 1 00V increments.

4.1.3. Transient protection provided for both input and output with capability to reset or bypass if necessary.

4.1.4. Delta-Delta Transformer.

4.1.5. Grounded core.

4.2. POWER MONITORING

4.2. l . Power Quality Monitoring of both input and output that measures:

Voltage (L-N, L-L).

Current (L-N & L-L).

Frequency.

Apparent, Reactive, and Real Power (VA, VAR, & Watt).

Power Factor.

4.2.1.1.

Total Harmonic Distortion (THO) up to 36th harmonic (Magnitude and Percentage).

Total Demand Distortion (TDD).

4.2.2. Power Monitoring shall be capable of storage and retrieval of desired measurement parameters.

4.2.3. Input/Output power monitoring viewing windows shall be spray tight.

4.3. CONTROLS

4.3.1. Local start, stop and emergency stop with anti-bump shroud.

4.3.2. Remote (hand held) start, stop and emergency stop with anti-bump shroud.

4.3.2.1. Remote control shall be able to be used up to 400 FT away and shall be comprised of two 200FT sections.

4.5.4. Seal unused enclosure openings as necessary to maintain spray tight.

4.5.5. An hour meter.

4.5.6. Contractor shall perform the following tests for the PDU:

Visual Inspection Operational Test demonstrating the PDU performs correctly

5. CONTRACTOR DELIVERABLE ITEMS:

5.1. The contractor will submit to the Government Representative the following information upon PDU delivery:

5 .1.1. A test report identifying the results of the tests tasked above. The test report shall clearly include, at a minimum, the following information:

5.1.1.1. Test facility name, upgrade/test supervisor name, address, phone number & date material was tested.

5.1.1.2. Service Contract Number.

5.1.1.3. Model number, serial number, calibration date, calibration due date for each testing equipment (Meters, Gages, etc.)

Visual Inspection results and data.

Operational Test procedure, results, and data.

Results (PASS/FAIL) with a positive statement describing satisfactory results.

5.1.1.7. Factory Acceptance testing results sheets with a positive statement describing satisfactory results obtained during testing.

5 .1.2. A legible copy, in electronic media, certificates of calibration for equipment used or installed if applicable

5 .1.3. PDU supporting documents, including:

5.1.3.1. PDU Schematic & Assembly Drawings

5.1.3.2. PDU Material List

5.1.3.3. PDU Operational Manual

6. CONTRACTOR FURNISHED MATERIAL:

6.1. Contractor shall provide all management, equipment, labor, tools, material, and quality control necessary to refurbish/modernize the provided PDU.

7. GOVERNMENT-FURNISHED PROPERTY:

7.1. Original acquisition value of material: SEE 52.245-1 ALT 1

7.2. Location of GFP: PSNS, Bremerton, WA

7.3. Manufacturer, model# and type (include serial number(s)):

7.3.1.1. QTY (1) Tinitron PDU Assembly, PIN: 129-5073-00, SIN: 50730002 1005

7.4. Government provided or contractor pickup: GFP will be Government-provided to the Place of Performance.

8. QUALITY ASSURANCE REQUIREMENTS:

OPSNS&IMF - or - [8JContractor is responsible for quality assurance.

8.1. The Contractor as the OEM is solely responsible for the quality of services provided.

9. SECURITY REQUIREMENTS:

9.1. All references and deliverable items associated with this task are UNCLASSIFIED. There are no other known requirements for access to restricted information connected with the performance of this task.
