SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

VENDOR QUESTIONS ADDRESSED

VENDOR QUESTIONS ADDRESSED:

Q1:" We are reviewing this RFQ and while you are requesting Tier 4, we have through the US EPA TPEM credits for mobile generators that can be flex units and are still certified for mobile use. Is this acceptable in this request?"

A1: What you want is a generator with an engine that meets EPA 40 CFR 1039 nonroad engine requirements. The actual engine does not necessarily need to be Tier 4 if it is a TPEM certified unit.

The key is that the ACTUAL engine supplied must be a TPEM unit. A TPEM generator would be acceptable if the actual unit that is supplied for the contract is OEM certified as a TPEM unit and labeled as such. Sometimes a supplier will say that they will supply a TPEM unit for a contract, but the actual unit they try to give the government is not - it is only certified for stationary emergency use. That is not acceptable, and you should not accept such an engine.

The way to tell the emission certification status is via a permanent tag affixed to the engine block by the engine manufacturer. All emission certified engines are required to have that and the tag will indicate the unit's EPA emission certification class status.

For this unit, the permanent tag basically should say that the unit is EPA emission certified for nonroad use in accordance with the provisions of 40 CFR 1039 OR that it is EPA certified and meets the requirements of 40 CFR 1039.625.

It CANNOT say that the engine is only certified for stationary emergency use.

Require the supplier to provide proof - via the engine block tag- that the actual unit they are supplying meets EPA 40 CFR 1039 requirements. A digital picture of the engine block tag is the best way to tell.

Q2: Is the 500kW a standby or prime rating?

A2: The generator shall provide power rated at 500 kW, 480 VAC, 3 phase, 60 Hz wye connected with the neutral isolated from the ground (as outlined in paragraph 3.6.1 of the attached specification)

SPMYM2-16-Q-2069

Q3: Does the application require a chassis for under the ISO container?

A3: No chassis (i.e. a trailer) shall be required. The container shall be lifted by a portal crane and/or moved by a forklift. The lifting pads shall be load tested and non-destructive tested, with a report provided (as outlined in paragraphs 4.4.3 and 3.12.2 of the attached specification). The diesel generator and all associated equipment shall be housed in a NEMA 3R ISO shipping container enclosure (as outlined in paragraph 3.6.6 of the attached specification). The container must fit within an 8 ft. x 20 ft.

foot print. The container must have standard shipping lifting lugs installed on all 8 corners. The enclosure shall ensure secondary containment for all fluids (i.e. antifreeze, oil). A double wall fuel tank satisfies the secondary containment requirement for fuel only.

Q4: Does the application require a voltage switch to change between 120/208 Volt, 277/480 (Page 5) or is one set voltage sufficient? The size of the breaker you requested is insufficient for 120/208 volt.

A4A: (Page 5) - GENERATOR, MOBILE POWER, 500KW, 208/480V W/PARALLELLING -

RENTAL 20' ISO CONTAINER.

A4B: If you require the 208 Voltage there will be a problem with the 600 Amp Breaker being underrated.

(3.6.4 page 74).

A4C: A Tier 4 or an OEM certified TPEM unit, for a portable non-emergency generator application, that is rated for 500 KW, 480 VAC, 3 phase, 60 Hz, wye connected with the neutral isolated from the ground shall be provided (as outlined in paragraphs 3.6.1 and 3.6.2 of the attached specification). We do not need the generator to produce 208/277 VAC power.

Q5: Does the application require Paralleling gear or, a control panel capable of paralleling?

A5: No paralleling gear or paralleling control panel is required. This generator shall be used as a stand-alone unit. It will not be used for paralleling of multiple units.

Q6: What installation services are required? Examples: pouring of a pad, removal of existing generator, connecting to existing equipment. or do you simply require commissioning and training on use of the generator?

A6: We require no special installation services. We only require inspection/commissioning/operational tests/pad eye testing (as outlined in paragraph 4.4 of the attached specification) and training (as outlined in paragraph 3.11 of the attached specification)

Q7: Do you require cable for connecting? If so, how many feet per cable?

A7: No cabling is required
