NOTE: One (1) “hard” copy of the Brow Data Report shall be provided by the contractor, and shall provide data regarding the brow, including recommended maintenance tasks, materials type components (i.e. type of bolts), and actual weight, lift points and center of gravity of the brow. The vendor shall provide a “no asbestos used” statement, certifying that all products/materials (i.e. gaskets, etc.) used in the components of the equipment does not contain asbestos. The data shall be in the English language. The data shall be clearly legible and on 8-1/2 x 11 inch plain bond paper.

Item 17. Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.

a. Group I. Definition - Data which is not otherwise essential to the contractor's performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.

Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.

b. Group II. Definition - Data which is essential to the performance of the primary contracted effort but the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.

Estimated Price - Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and delivering such data item to the Government.

c. Group III. Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.

d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.

Estimated Price - Group IV items should normally be shown on the DD Form 1423 at no cost.

Item 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data.

These estimated data prices shall be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data. The Government's right to use the data shall be governed by the pertinent provisions of the contract.

Block 12 – Documentation shall be delivered after contract award, but before manufacturer of the equipment.

NOTE: One (1) “hard” copy of the design shall be provided. The data shall be in the English language. The data shall be clearly legible and on 8-1/2 x 11 inch plain bond paper (unless larger sized design drawings are necessary to show design clarity).

The designated equipment shall be designed (with calculations) by a qualified professional engineer. It shall be designed to withstand salt and a dust laden outdoor marine industrial environment, subject to high winds, driven rain, sleet and snow. The contractor shall make a site visit to field verify the dimensions of the existing platforms, to ensure the Towed Array Brows properly connect to the platforms. The design drawings and calculations shall have sufficient details for proper evaluation by the government (and be stamped by a professional engineer). Allow for 14 calendar days for review by the government of the submittal. No fabrication or manufacturing shall commence until the design is approved and comments addressed.

Block 12 – Documentation shall be delivered after contract award, but before delivery of the equipment.

NOTE: The contractor shall perform the load test of lifting pad eyes and non-destructive test of load bearing welds tests, prior to shipping the equipment to the government. Each lifting pad eye, while attached to the top of the specified equipment shall undergo a load test for a minimum of 10 minutes without damage or deformation. The magnitude of the load test shall be based on a 125%-130% increase above the “rated load/capacity”, which is based on the weight of the brow, and how the weight to be distributed amongst the pad eyes per PI No. 611-400-026 (Latest revision).

Acceptance shall be based on no visible damage or permanent distortion following the proof test. Damage and permanent distortion is defined as cracks, tears, mushrooming of load-bearing areas, bent or twisted pads or structure etc.

On each lifting pad eye (or immediately adjacent to it) the lifting pad design load/capacity, 125% test load and test date shall be stenciled or labeled in 1-inch high letters.

A Non-Destructive Test shall be made on each of the lifting pad eyes (after the load test).

This shall include a liquid penetrant examination of the load bearing welds and lifting pads. Welds and materials shall meet the acceptance criteria in Mil-Std-2035A. All “design load” calculations shall be based on the maximum weight including the specified equipment.

One (1) “hard” copy of the Lifting Pad Certification and Non-Destructive (NDT) Report shall be provided concurrent with delivery of the equipment. The data shall be in the English language. The data shall be clearly legible and on 8-1/2 x 11 inch plain bond paper. The contractor shall provide a signed, written certification of compliance to the lifting pad and NDT testing requirements as outlined in project’s specification. The Lifting Pad Certification statement shall include that all lifting pads have been designed in accordance with design criteria and that each lifting pad has successfully passed a 125%- 130% load test. The NDT report shall show the results of the magnetic particle or liquid penetrant examination of each load bearing weld and lifting pad (following the load test).

Failure to provide this certification and NDT report could result in rejection of this equipment, because of failure to comply with the terms of the contract.

NOTE: The Contactor shall provide a signed, written certification of compliance to the brow load testing requirements. Each brow shall be tested in accordance with IPI 9910- 901B (Latest Revision), “Gangways, Inspection, Repair and Testing of.”, and shall be load tested to include the following (as a minimal):

* Visual inspection of the entire brow

* Walking deck design live load 75 PSF on full width

* Static load test (live load) 150 PSF uniformly distributed over the walking area

* Static testing shall be supported for a minimum of 10 minutes

* Repeat visual inspection of the entire brow after testing

* Test data plates shall be installed, with test date and testing criteria

Block 12 – Documentation shall be delivered with equipment, or at the time of the installation/training of the equipment (if applicable).

NOTE: One (1) “hard” copy of the warranty certificate shall be provided. Supplies and services furnished shall be covered by warranty from defects in design, materials and workmanship. The warranty shall be the manufacturer’s standard commercial warranty, which shall conform to all the requirements of the contract. Acceptance of the manufacturer’s standard commercial warranty shall not minimize the rights of the Government under clauses in the contract, and in any conflict that arises between the terms and conditions of the contract and manufacturer’s warranty, the terms and conditions of the contract shall take precedence. The warranty period shall be for 1 year.

The warranty period shall commence from the date of acceptance. All warranty work shall be provided by a factory authorized distributer. The warranty certificate shall be clearly legible and on 8-1/2 x 11 inch plain bond paper.

Item 4. Enter Data Item Description (DID) number, military specification number, or military standard number listed in DoD 5010.12-L (AMSDL), or one-time DID number, that defines data content and format requirements.
