Specification for a 8.5 ft x 9 ft Pallet Lifting Skid 27 May 20
1. One (1) Pallet Lifting Skid (8.5 ft x 9 ft) shall be manufactured as per the attached set of drawings (those portions applicable to the 8.5 ft x 9 ft skid). Any exceptions to the design drawings shall be provided in writing by the contractor, and approved by the government (prior to the contractor making design changes, and manufacturing the skid). The boxes shall be provided will the following minimal capabilities/features:
a. Pallet lifting capacity of 8,000 lbs
b. Load tested pad eyes
c. Forklift liftable
d. Crane liftable skid (using four 20 ft or longer slings)
e. Skid empty and working load capabilities, with lettering on two sides of the skid (minimum 3” high lettering)
f. Galvanized welded bar grating, using clips or similar devices
2. Lifting and Handling – The skid shall be equipped with four gross weight lifting pads, mounted on the top of the skid, correctly spaced for even and level lifting via slings, by a single crane hook.
3. Painting – Any surfaces that require paint, shall be painted in conformance with standard practices and good workmanship. Painting shall result in a highly wear-resistant finish, which guarantees continued protection to the surfaces covered against the specified environment under all service conditions. Lead base or chromium base paints are prohibited.
4. Identification Plate - An identification plate/nameplate shall be affixed to each box showing the manufacturer’s name, year of manufacture, and any other pertinent information.
5. Pallet Lifting Skid Load Testing – The contractor shall perform skid load tested with a distributed load equal to 125% -0% +5% of the lifting capability, as outlined in the drawing notes (including no permanent deformation).
6. Pallet Lifting Skid Load Testing Report - Concurrent with delivery of the equipment, the contractor shall provide a signed, written certification of compliance to the pallet lifting skid load testing requirements as outlined in this specification and the drawing. The pallet lifting skid load testing certification statement shall include that the pallet has been designed in accordance with design criteria and that each lifting pad has successfully passed a 125% -0% +5% load test (including no permanent deformation).
7. Load Test Of Lifting Pads Eyes And Non-Destructive Test Of Load Bearing Welds - The contractor shall perform these tests prior to shipping the equipment to the government. Each lifting pad eye, while attached to the top of the specified equipment shall undergo a load test for a minimum of 10 minutes without damage or deformation. The magnitude of the load test shall be based on a 200-210% increase above the “design load”. Acceptance shall be based on no visible damage or permanent distortion following the proof test. Damage and permanent distortion is defined as cracks, tears, mushrooming of load-bearing areas, bent or twisted pads or structure etc. On each lifting pad eye (or immediately adjacent to it) the lifting pad design load, 200% test load and test date shall be stencil or labeled in 1-inch high letters. A Non-Destructive Test shall be made on each of the lifting pads (after the load test if each lifting pad is performed). This shall include magnetic particle or liquid penetrant examination of the load bearing welds and lifting pads. Welds and materials shall meet the acceptance criteria in Mil-Std-2035A Class 1.
All “design load” calculations shall be based on the maximum weight including the specified equipment.
8. Lifting Pad Certification and Non-Destructive (NDT) Report - Concurrent with delivery of the equipment, the contractor shall provide a signed, written certification of compliance to the lifting pad and
NDT testing requirements as outlined in this specification. The Lifting Pad Certification statement shall include that all lifting pads have been designed in accordance with design criteria and that each lifting pad has successfully passed a 200-210% load test. The NDT report shall show the results of the magnetic particle or liquid penetrant examination of each load bearing weld and lifting pad (following the load test).
Failure to provide this certification and NDT report could result in rejection of this equipment, because of failure to comply with the terms of the contract.
