ORDERING DATA
A. OVERVIEW: COMPRESSED AIR LAYUP SYSTEM (CPLS) MANIFOLD
1. PURPOSE: This (i) "Technical Specification" titled: COMPRESSED AIR LAYUP SYSTEM (CPLS)
MANIFOLD provides all the detailed technical requirements for a portable dry air layup manifold. The manifold will allow control and monitoring over dry air through two legs from one inlet.
2. CONCEPT: The CPLS system is designed to introduce dried air to major components to halt or eliminate corrosion forming during maintenance periods. The CPLS system is fully enclosed, utilizing a Pelican (or equivalent) case.
Access cuts and windows are provided to observe gauges as required. The system accepts dried air via a female
¾" JIC 37 deg flare fitting, where it is split into two legs, each consisting of a regulating valve, pressure gauge, relief valve and analog flow meter. The two legs share an inlet pressure gauge. Each leg's outlet contains two valves in series with the purpose of isolating one leg during maintenance of Ship's components. The outlet provides this dried air to the component via a male ¾" JIC 37 deg flare fitting downstream of the two valves. Brackets and hangers are utilized as required to mount the CPLS components to the case. Connections between components can be either via hoses or via hard pipe. Components enclosed in this system shall not utilize detrimental materials, mainly halogens or sulfur, with the exception of polytetrafluoroethylene. Materials containing halogens or sulfur can be identified by the prefixes "chloro", "fluoro", "bromo", "thio" or "sulf'. Components may be screwed together or welded. Brazing and/or soldering SHALL NOT be utilized to join piping or components. An example is provided herein; however, the contractor is free to pursue an alternate configuration to suit the requirements set out in this technical specification.
3. ABBREVIATIONS: The COMPRESSED AIR LAYUP SYSTEM (CPLS) MANIFOLD will be referred to as the manifold for brevity. Military Standard 12D (MIL-STD-12D, dtd 15 June 1968 or later) titled: ABBREVIATIONS FOR USE ON DRAWINGS, AND IN SPECIFICATIONS, STANDARDS AND TECHNICAL DOCUMENTS can be used as a guide for determining a standard abbreviated identifier besides those previously determined in this specification.
4. PRICING: A proposal shall be quoted to the requestor based on a single order for the construction and purchase of four
(4) manifolds. The proposal shall include the lead time and estimated time of delivery to the Government's destination of Norfolk Naval Shipyard (NNSY). The qty. 4 manifolds purchased herein must arrive at NNSY no later than 1 JAN 2025.
5. TERMINOLOGY: This Technical Specification (TS) uses the term "Contractor" as the one single party ultimately responsible for complying with the Contract. The term "Original Equipment Manufacturer or OEM" refers to manufacturers other than the Contractor for various complex devices or sub-assemblies that are critical components of the machine and hence, may include a separate Warranty, but, are not necessarily or at least directly responsible for meeting the conditions as set forth by the Contract (e.g. OEM of a fan or electrical components). The term 'Vendor" can refer to parties other than the Contractor for such matters (i.e. shipping, repairs) in case those responsibilities have been delegated or sub-contracted to others. Nevertheless, the Contractor shall ultimately be responsible for compliance with all specification requirements.
6. IDENTIFIERS: The Identifiers below shall be prominently displayed on the manifolds (see Section C, paragraph 6).
a. NNSY Identifier- Unique identifiers for each manifold (e.g. "CPLS MANIFOLD - 1 MN ENG").
b. ABC Identifier- As determined by the Contractor (e.g. ABC, Inc.) such that the type, size, and the particular machine in the fleet as well as the OEM, type, capacity, and other characteristics of the manifold can readily be identified by the Contractor.
B. DESIGN (SYSTEM CAPABILITIES):
1. ALL CARRIER CLASS: The manifold is designed to accommodate all CVN class nuclear aircraft carriers (i.e.
NIMITZ and FORD CLASS) overhauled at NNSY.
1. PORTABLE: The manifold is intended to be light enough to be carried by one or two people and compact enough to be moved through the ship with relative ease.
1. CASE: A suitably durable carrying case (i.e. Pelican or equivalent) will contain all instrumentation, regulating valves, and pressure relief valves on the manifold. The case will be equipped with a handle for portability, wheels are optional. The case will be able to be latched shut securely enough to remain closed during transportation and operation.
Clear windows will be installed on the case to allow the pressure gages and flowmeters to be read without opening the case.
2. SHUTOFF VALVES: One shutoff valve on the inlet of the manifold allows isolation of the entire manifold. Two shutoff valves on either outlet allow double valve isolation in the event of Ship's maintenance. These valves may remain outside the case to aid in minimizing the case size.
3. REGULATORS: Regulators on each leg of the manifold control pressure. The regulator shall have a minimum pressure of 5 psi. The regulator shall be a Norgren R74G series pressure regulator or equivalent.
4. PRESSURE RELIEF VALVES: Pressure relief valves on each leg of the manifold are set to relieve at 35 psi. The relief valve shall be a Kunkle Model 1 safety valve factory set to relieve at 35 psi, or equivalent. The PRV shall be oriented to safely direct the flow of air away from personnel.
5. PRESSURE GAGES: Three pressure gages indicate pressure at the inlet and each leg. They have a range of 0 to 200 psi at the inlet and Oto 60 psi at the outlets. The gauges shall be Ashcroft 1006 series to aid in calibration by NNSY's metrology department.
6. FLOWMETERS: Flowmeters display flow rates in CFM on each outlet leg. The flow meters shall be¾" NPT RCM Industries 0-200 SCFM gauges to aid in calibration by NNSY's metrology department.
7. DESIGN RATING: All components/piping in this system shall be rated for 150 psi minimum.
C. CONSTRUCTION REQUIREMENTS: COMPRESSED AIR LAYUP SYSTEM (CPLS) MANIFOLD
1. MECHANICAL:
a. Flowmeters - In order to operate correctly, flowmeters must be positioned in line with the flow as indicated on the flowmeter. The flowmeter should be positioned with a straight run of pipe at least ten times the pipe's diameter upstream.
2. DURABILITY: The unit shall be a single integrated assembly to include all components necessary to perform the function for which it was designed. Each manifold shall be capable of continuous year-round unmanned operation while exposed to ambient conditions. The equipment shall meet all state and federal requirements for its type. The equipment shall be portable such that one or two individuals can transport it. Multiple manifolds must be of similar design and construction. The workmanship shall be of such quality commensurate with the performance of skilled and experienced personnel trained in the field of work performed.
3. FASTENERS: Fastening devices subject to removal or adjustment shall not be permanently installed (for example, not swaged, peened, nor staked). Such fasteners (e.g. screws, pins, and bolts) shall be installed by which the degree of tightness is not altered because of normal operation or from vibration. Screw type fastening devices shall be tightened to defined torque limits as established by the manufacturer's standard. The bolts provided by a manufacturer for mounting its components may not protrude excessively (proper thread protrusion should be a minimum of 2 threads), lack the necessary strength (such as insufficient diameter or material for the application), or be prone to loosening from vibration (requires application of an appropriate threading compound such as Loctite®).
4. FUNCTIONALITY: Regardless of the stipulations or requirements set forth in this specification, ultimately, it is the Contractor's responsibility for the manifold to operate and satisfy the design conditions of its intended purpose.
5. MANUFACTURING: All components shall be manufactured to defined measurements, standards, tolerances, and clearances in order that such parts can be easily replaced without modifying the original part or equipment either by document reference or by substitution with the same part from a duplicate manifold. The equipment shall be constructed of parts, which are new, not defective, and free of repair. Welding shall be employed only where those operations are originally intended for its fabrication and not as repair measures for defective parts.
Any loose or spattered metal chips, insulation, scrap, or other foreign material shall be thoroughly removed from the equipment. The surfaces of parts shall be cleaned and free from sand, dirt, fins, spurs, or other harmful or extraneous materials. External surfaces shall be smooth and all edges shall be rounded or beveled unless sharpness is required to perform its function.
6. MATERIALS: All areas of piping and components in contact with dry air shall be constructed of any combination of steel, stainless steel, copper, or copper alloy. If hoses are used to joint components, the inner tube shall not be constructed of or contain halogens or sulfur, with the exception of polytetrafluoroethylene.
Materials containing halogens or sulfur can be identified by the prefixes "chloro", "fluoro", "bromo", "thio" or "sulf'.
7. PROHIBITED ITEMS: Halogens or sulfur, with the exception of polytetrafluoroethylene. Materials containing halogens or sulfur can be identified by the prefixes "chloro", "fluoro", "bromo", "thio" or "sulf'.
Connections formed by brazing or soldering.
8. PLACARDS: An easily readable placard will be placed on each manifold outlet. The outlets of the six manifold are uniquely designated by one of the following sets of placards. One set shall read "1 Main" and "4 Main." One set shall read "1 SSTG" and "2 SSTG." One set shall read "1 CTG" and "2 CTG." One set shall read "2 Main" and "3 Main."
