1. BACKGROUND:
Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS/IMF) requires an additional spare Advanced Secondary Propulsion Unit (ASPU) Motor (Ref. A) to support USS JIMMY CARTER (SSN 23) mission readiness.
2. PURPOSE:
The purpose of this is to manufacture and deliver one (1) new ASPU Motor (Ref. A) in one shipping container Ref. (B).
3. SCOPE:
The contractor shall provide all management, labor, equipment, tools and materials necessary to:
3.1 Update Ref. (A) and associated sub-assembly drawings as necessary.
3.2 Manufacture one (1) ASPU Motor per Ref. (A).
3.3 Manufacture one (1) ASPU Shipping Container per Ref. (B).
4. DELIVERABLE ITEMS:
4.1 One (1) ASPU Motor (Ref. A).
4.2 One (1) ASPU Shipping Container (Ref. B).
4.3 One (1) Production Unit Test Report for Deliverable 4.1.
5. CONTRACTOR FURNISHED MATERIAL:
5.1 The contractor shall provide all management, labor, equipment, tools and materials necessary to accomplish all tasks and deliverables in Sections 3 & 4.
6. QUALITY ASSURANCE REQUIREMENTS:
PSNS&IMF –or- Contractor is responsible for quality assurance.
6.1 The contractor as the OEM is solely responsible for the quality of the services provided.
7. SECURITY REQUIREMENTS: None
7.1 All references and deliverable items associated with this task are unclassified. Contractor employees must be U.S. citizens to handle NOFORN information. There are no other known requirements for access to restricted information connected with the performance of this task.

QUALITY ASSURANCE SURVEILLANCE PLAN
Purpose: To ensure that the Government has an effective and systematic method of surveillance for the services in the PWS. The QASP will be used primarily as a tool to verify that the contractor is performing all services and delivery/installation of replacement parts required by the PWS in a timely, accurate and complete fashion.
Performance Measurement: Performance will be measured in accordance with the following table:

If performance is within acceptable levels, it will be considered to be satisfactory. If not, overall performance may be considered unsatisfactory.
ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA)
(IAW 10 USC 235 and 2330a)
"The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the GFP Modification via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each Governmental fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than Oct 31 of each calendar year, beginning with 2013.
