Construction & Equipment is a unique supply chain supporting the war fighter on a large variety of items from fire extinguishers to fire trucks

C & E has several types of Acquisition Programs, which focus’s on the needs of the war fighter

Prime Vendor / Tailored Logistics Support Contracts are long term contract with a commercial distributor, original equipment manufacturer (OEM), or third party logistics provider for integrated logistics support that may include forecasting, inventory management, distribution, engineering support, technical services or other services to support customer needs and normally include performance metrics. The benefits of the PV and TLSP programs include brand name preference, competitive pricing, commercial warranties, and 24 customer support. The program has also resulted in reductions in lead-times and significant processing cost savings An example is the Fire & Emergency Services Program includes a wide range of equipment, incidental services and training in support of the “First Responders” and “Domestic Preparedness” groups

Long Term Contracts / Traditional – these are the traditional forms of contracting that focus’s on contracting direct with OEMs. The Heavy Equipment Program commonly referred to as HEPP allows customers to customize their purchases of items like Fire Trucks based on their needs. Also within the area of traditional support the C&E Lighting Team offers the full range of commercial lighting and a full catalog of portable and hand held lighting such as self generated lighting towers, tent lights, flash lights and drop lights.

3 day response Vendor Researches Item(s), Establishes Pricing Vendor Submits EDI-855 to DAASC for Final Processing and Award Winning Vendor(s) Are Notified via Email with a Spreadsheet of Order Items 2 days to submit

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Steps 1 & 2: Customer Places an Order Using a standard Excel template, the customer enters order lines into a spreadsheet.

Order information includes fields such as:

Requisition Number DoDAAC (ordering & ship to) Price Evaluation List Number (DLA Troop Support catalog #) Manufacturer Name & Part Number Item Description Unit of Issue Qty Required Delivery Date The customer emails the spreadsheet to C&E.

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Step 3: Scope Approval For Part Number Type Items

C&E reviews each line of the customer order request and makes a scope determination (approve/reject).

Only lines that are approved are forwarded to vendors for a price quote.

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Step 4: DLA Troop Support Sends RFQs to Vendors BidWiser generates a 'Request for Quote' spreadsheet of approved order lines which is emailed to each vendor in the system.

The 'Request for Quote' spreadsheet contains order items that require a price quote.

Other pertinent information will be included.

Delivery Lead Time Comments Berry Amendment Country of Origin Alternate Item Information (if applicable)

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Step 6: DLA Troop Support Loads all Vendor Offers As vendor offers are received they are saved to BidWiser for evaluation.

If a vendor's offer is received late, C&E reserves the right to proceed without that vendor's offer.

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Step 7: DLA Troop Support Selects Best Value Offer Utilizing the decision support facilities of BidWiser, C&E can see the following:

At the line level (when splitting awards) Who has the best price for the item Who has the best delivery for the item At the order level (when not splitting awards) Who has the best price for all items in the RFQ Who has the best delivery for all items in the RFQ How offers compare to contractual ceiling prices

C&E makes a best value determination decision for the order.

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Step 8: DLA Troop Support Notifies Vendors of Decisions

BidWiser sends an email to each vendor for their winning offers. The email contains a spreadsheet that enumerates all items and pricing accepted by the Government.

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Step 9: Post Selection Vendor Responsibilities Upon receipt of an Order Selection/Notification spreadsheet, the vendor will take the following action:

Submitted Questions

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Submitted Questions Often times, items are shipped directly (drop shipped) from certain manufacturers based on specific orders and what is most advantageous to the Government. That said, it is not possible to anticipate all the locations orders will ship from over the life of this contract. Will the Government allow Offerors to list only their physical locations and exclude potential supplier locations?

Answer:

The offerors are not to list their physical locations. Offerors should follow the below guidance when pricing items on the Price Evaluation List.

Offerors are to offer prices as if they are located geographically in the center of the Continental United States and are required to ship all items in any location within the Continental United States.

NOTE: Oconus Orders: All Oconus orders will be shipped to one of two Consolidation Points:

Defense Distribution Depot Susquehanna New Cumberland, PA 17070 Defense Distribution San Joaquin Tracy, CA 95376-5000

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Submitted Questions The clause DFARS 252.225-7000 BUY AMERICAN STATUTE – BALANCE OF PAYMENTS PROGRAM CERTIFICATE (JUN 2012) is checked as applicable in the solicitation. Will the Government clarify whether this certificate is applicable to the PEL and should it be provided with our proposal?

Answer:

Yes, vendors are still responsible for certifying Country of Origin per DFARS 252.225-7000 BUY AMERICAN STATUTE BALANCE OF PAYMENTS PROGRAM CERTIFICATE (JUNE 2012).

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Submitted Questions RFP pages 2 and 75 state that Offerors are required to submit three separate volumes (Technical, Past Performance and Business). However, RFP page 15 states, “Proposals must be prepared and submitted in two volumes….Technical Proposal and Business Proposal.” Please confirm how proposals should be submitted and how many pages are allotted for each volume.

Answer:

Three (3) separate volumes are required (Technical, Past Performance and Business) . The “Two Volumes” listed on page 15 was a typographical error.

Per page 75 of the solicitation: The Past Performance and Technical Volumes have a maximum length of 50 pages each. The Business Volume will be the filled out Price Evaluation List Excel Spreadsheet (Price Evaluation List SPM8EH-12-R-0009.xlsx).

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Submitted Questions A number of Vendors stated concerns that a couple of the items on the Price Evaluation List had obsolete and or incorrect part numbers.

DLA Troop Support is in the process of confirming the Part Numbers of the items in question with the manufacturers. We will notify potential offerors through an amendment if a part number needs to be changed.

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Submitted Questions What is the expected length of time between the expiration of the current contracts and award of the new contracts? Will there be an extension of the old contracts?

There will be an extension of the current contract. The length of time for the award of the new contract will depend on the number of offers and the length of time required to complete the evaluation process.

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Submitted Questions You have indicated the DLA customers to include “other authorized customers located worldwide” as well as “state and local governments under specified conditions”. Will invoicing and payment be done through the same channels?

In the event that state and local governments come in on the program the process for invoicing and payments will remain the same.

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Submitted Questions What will be the structure of the contract? Will you be utilizing regions as has been done in the past?

The new contract will not be utilizing separate regions. The resulting contract will require service to all authorized customers worldwide (See pages 11, 12, 33, and 36 of the solicitation).

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT

Submitted Questions Is all marketing to be done through DLA or may a contractor develop and execute their own marketing plan?

As per the Statement of Work (Page 38), “the contractor will partner with DLA Troop Support to market the program to all eligible customers in any resultant contract. DLA Troop Support will take the lead in contacting existing and potential customers.”

WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
