52.215-9P17 EVALUATION FACTORS FOR AWARD (JUL 1998) DLA Troop Support
(a) The Government will make award to the responsible offeror(s) whose offer conforms with the solicitation and is most advantageous to the Government, cost or price, and other evaluation factors considered. The Government will award a contract only to concerns whose technical proposals establish that they can meet the requirements of the Government. For this solicitation, all evaluation factors other than cost or price, when combined, are –
[ ] significantly less important than cost or price. As the evaluated cost/price becomes more equal, relative importance of all other evaluation factors becomes more significant.
[ ] approximately equal to cost or price.
[ X ] significantly more important than cost or price. As other evaluation factors become more equal, the evaluated cost or price becomes more important.
(b) Non-Cost/Price Evaluation Factors, Sub-factors and Elements:
1. Technical Factor - Product Demonstration Model(s) (PDM(S)) – and Technical Risk Sub-factors:
a. Manufacturing Operations
b. Visual Requirements
c. Dimensional Requirements
Note: The Product Demonstration Model(s) sub-factors above are of equal importance, however the overall PDM(S) rating will be no higher than the lowest sub-factor rating.
2. Past Performance - Performance Confidence Assessment Sub-factors:
a. Past Performance Relevancy
b. Quality and Delivery Performance
- Quality of Items
- Delivery Performance
Note: Relevancy and Contractor Performance Sub-factors are of equal importance. Under the contractor performance sub-factors, the elements of quality of items and delivery performance are of equal importance.
The first non-cost or price evaluation factor of PDM(S) is the most important technical factor as it clearly shows an offeror(s) capability and understanding of the specification. The second non-cost or price evaluation technical factor is Past Performance or Performance Confidence Assessment as this factor evaluates the responsibility and reliability of an offeror based on their prior performance under commercial and Government contracts.
The Non-Cost/Price Evaluation Factors listed above will be evaluated and rated in accordance with the criteria listed on the pages which immediately follow.

To be considered acceptable, the offeror’s technical proposal must provide, as a minimum, the information requested in Section L. Failure to provide the information requested by any of the technical evaluation factors identified in Section L may be considered a "no response" and a rating of "unacceptable" given to the applicable factor, sub-factor, element or sub-element. Offerors are advised to indicate, when appropriate, that they have no relevant past performance.
(2) You are required to prepare and submit your proposal aligned with the technical evaluation factors specified in Section M of this solicitation to facilitate government review and evaluation. Continuation sheets shall clearly identify the solicitation number and your firm's name on each page.

COMBINED TECHNICAL RISK RATINGS
Technical Factor - Product Demonstration Model(s) (PDM(S))
OUTSTANDING
Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low. The PDM(S) meets the stated requirements of the acquisition documentation (i.e., specification; commercial item description; purchase description, etc.,) and has no deficiencies.
GOOD
Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low. The PDM(S) meets the stated requirements of the acquisition documentation (i.e., specification; commercial item description; purchase description, etc.,), and exceeds some to the Government’s benefit. The PDM(S) contains a weakness or weaknesses that are not significant and are very easily correctable during production.
ACCEPTABLE
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate. The PDM(S) meets the stated requirements of the acquisition documentation (i.e., specification;
commercial item description; purchase description, etc.). PDM(S) contains a weakness or weaknesses that require preventative corrective action in production.
MARGINAL
Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high. The PDM(S) does not meet all the stated requirements of the acquisition documentation (i.e., specification;
commercial item description; purchase description, etc.,), but has the potential to become acceptable through significant corrective action. The PDM(S) exhibits a significant weakness or weaknesses that indicate that the offeror did not completely understand the technical requirements and exhibits a low probability to produce an acceptable item.
UNACCEPTABLE
Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable. The PDM(S) substantially fails to meet many significant designs related and/or other requirements of the acquisition documentation (i.e., specification; commercial item description; purchase description, etc.,), and is indicative of a lack of understanding the technical requirements. The PDM(S) exhibits a very significant weakness or weaknesses determined by the evaluation team to render the PDM(S) completely unacceptable for its intended function. The PDM(S) cannot become acceptable without extensive preventative correction action or remedy that would be tantamount to a new PDM(S).
