About this file
This document is a Justification for Exception to Fair Opportunity for a Multiple Award Contract Order (MAC) Above the Simplified Acquisition Threshold (SAT).
The document outlines the Naval Surface Warfare Center, Indian Head Division's (NSWC IHD) plan to issue a new task order or modify an existing order to Cellco Partnership dba Verizon Wireless for wireless services. The services to be procured include cellular devices, cellular data/text services, international cell service, and global email service. The justification for the limited source acquisition is the urgent need to avoid a lapse in service while the government works to award a competitive follow-on contract. Verizon Wireless has provided these services since 2018 under a previous competitive award. The contract pricing was determined to be fair and reasonable, and the Contracting Officer will ensure the order provides the best value to meet the government's needs. This procurement will be conducted under the Spiral 4 MAC, and all future DoD wireless service requirements will be handled on a case-by-case basis.
