About this file

This is a Special Packaging Instruction (SPI) document for aircraft fairings that provides detailed packaging requirements for military preservation and storage.

The SPI applies to fairing aircraft components (Part/Drawing No. 309J002-1, National Stock No. 1560-01-249-6052) and mandates compliance with MIL-STD-2073 for military preservation and cleaning standards. The document specifies two packaging levels: Level A for overseas and Foreign Military Sales (FMS) shipments, and Level B for domestic serviceable method requirements. Both levels require ASTM-D6256 or ASTM-D6256 specifications. Container dimensions vary by level, with Level A containers measuring 53" x 48" x 79" (length x width x depth) and center dimensions of 55" x 50" x 84½", while Level B containers are identical in outer dimensions but differ in interior specifications. The gross cubic footage for both levels is 134.476 cubic feet, with design fragility rating G and item weight of 69 pounds. Revisions to the document include a new wood statement (dated 08023) and an updated wood statement (dated 09286).

The packaging construction utilizes wooden crates with specific components including hinges, straps, washers, bolts, nuts, cushioning materials, skids, flooring, and headers as detailed in the bill of materials. Critical notes address bolt countersinking through skids, insertion placement, cushioning attachment without stapling at item contact points, hinge positioning and installation, and wood packaging material compliance with International Standards for Phytosanitary Measures (ISPM No. 15) requiring heat-treated debarked wood certified by accredited agencies. Caution notices permit substitution of equivalent packaging materials meeting MIL-STD-2073 without increased government cost and allow prior edition packaging to remain in use if SPI integrity is maintained.

IF THE INTEGRITY OF THE SPI IS MAINTAINED.

NOTICE 2: OTHER NSNs MAY BE ASSIGNED TO THIS SPI BUT MAY NOT BE SHOWN ON THE SPI.

NOTICE 3: PACKAGING MATERIAL MAY BE SUBSTITUTED IF IT MEETS THE REQUIREMENTS OF MIL-STD-2073, PROVIDES

EQUAL OR BETTER PROTECTION AND THERE IS NO INCREASED COST TO THE GOVERNMENT.

NOTICE 4: FOR LEVEL A PACKAGING REQUIREMENTS, LEVEL B PACKS SHALL BE OVERBOXED IN A LEVEL A SPECIFIED

CONTAINER SHOWN ON PAGE 1 UNDER PACKAGING LEVEL A.

NOTICE 5: OVERSEAS AND FMS PACKAGING MUST MEET THE REQUIREMENTS OF LEVEL A PACKAGING.

NOTES

1. BOLTS, REF.-10, PASSING THROUGH SKIDS, REF.-2, SHALL BE COUNTERSUNK.

2. NAIL BOTTOM INSERT, REF.-5, IN CENTER OF BASE, REF.-3, FROM BOTH SIDES. ATTACH CUSHIONING, REF.-8, TO

HEADERS, REF.-4, AND BOTTOM INSERT, REF.-5, BY GLUING OR STAPLING. IF STAPLES ARE USED, DO NOT STAPLE AT

ITEM CONTACT POINTS.

3. NAIL TOP INSERT, REF.-6, TO TOP SUPPORTS, REF.-7. ATTACH CUSHIONING, REF.-8, TO CUTOUT (SEE DETAIL B).

ADJUST UP OR DOWN UNTIL PADDED CUTOUT FITS ITEM. SECURE IN PLACE WITH WOOD SCREWS, REF.-9.

4. POSITION HINGES, REF.-15, APPROXIMATELY 10 INCHES FROM TOP AND BOTTOM OF SIDE PANEL. PLACE THE THIRD HINGE IN CENTER AS ILLUSTRATED. ATTACH HINGES TO PANEL USING MACHINE SCREWS, WASHERS, AND NUTS IN ACCORDANCE WITH NASM 35190 AS APPLICABLE. FOR EASY REMOVAL USE PATTERN FOR LAG BOLTS IN ACCORDANCE WITH ASTM-D6256, USING WOOD SCREWS, REF.-9, FOR CLOSURE. PILOT HOLES FOR WOOD SCREWS ARE REQUIRED TO

ELIMINATE SPLITTING OF CONTAINER CLEATS.

INTERNATIONAL STANDARDS FOR PHYTOSANITARY MEASURES

REVISION OF ISPM NO. 15

REVISION OF WOOD PACKAGING MATERIAL FOR INTERNATIONAL TRADE

THE FOLLOWING STATEMENT IS IN COMPLIANCE WITH THE UNITED NATIONS-IMPLEMENTED RESTRICTIONS ON WOOD

PACKAGING MATERIAL (WPM). THIS REQUIREMENT IS SPECIFICALLY CONCERNED WITH INVASIVE SPECIES SUCH AS THE

PINEWOOD NEMATODE. WPM IS DEFINED AS WOOD PALLETS, SKIDS, LOAD BOARDS, PALLET COLLARS, WOODEN BOXES, REELS, DUNNAGE, CRATES, FRAMES, AND CLEATS. THE STATEMENT BELOW CITES THE REQUIREMENTS IN DETAIL AND COVERS

LUMBER FOR BUILDING CONTAINERS AND PALLETS USED FOR DELIVERIES, RESULTING IN SHIPMENTS WORLDWIDE (DIRECT, OR THROUGH AIR LOGISTICS CENTERS (ALC), CONTAINER CONSOLIDATION POINTS (CCP), OR OTHER BASES).

WOODEN LUMBER, WOODEN PALLET AND PACKAGING/CONTAINER STATEMENT:

ALL WOODEN LUMBER, WOODEN PALLETS, AND WOODEN CONTAINERS PRODUCED ENTIRELY OR IN PART OF WOOD PACKAGING

MATERIAL (WPM) SHALL BE CONSTRUCTED FROM DEBARKED WOOD IN ADDITION TO THE APPLICATION OF HEAT-TREATED (HT)

MATERIAL (HT TO 56 DEGREES CENTIGRADE OR 133 DEGREES FAHRENHEIT FOR 30 MINUTES). CERTIFICATION/MARKING IS

REQUIRED BY AN ACCREDITED AGENCY RECOGNIZED BY THE AMERICAN LUMBER STANDARDS COMMITTEE (ALSC). FOR

REFERENCE DOCUMENTATION, SEE LATEST REVISION OF "INTERNATIONAL STANDARDS FOR PHYTOSANITARY MEASURES (ISPM

NO. 15), "REGULATION OF WOOD PACKAGING MATERIAL IN INTERNATIONAL TRADE."
