About this file
This document is an Industry Engagement briefing for the Mobile Tactical Cannon-Tracked (MTC-T) procurement, presented by the U.S. Army's Portfolio Acquisition Executive (FIRES) on September 8, 2026. The Government is seeking proposals for a modernized tracked vehicle set consisting of a Self-Propelled Howitzer (SPH) and a Tracked Resupply Vehicle (RSV) to enhance lethality and survivability of Division Artillery and Armored Brigade Combat Teams. The Government will pursue a Call for Solutions/Commercial Solutions Offering approach with no draft solicitation released prior to the formal Request for Proposals, which is planned for FY27 Q1.
Key requirements include: a mature and available tracked platform with a cannon greater than 50 caliber firing 155mm projectiles, capable of massing fires 30 kilometers without precision guidance or rocket assistance, equipped with armored crew protection, and capable of operating on JP8 or F24 fuel. The procurement structure is a Firm Fixed Price Other Transaction Agreement (OTA) with prototype milestones within 24 months, including delivery of five self-propelled howitzers (one within 90 days of award), operational testing, ammunition integration test stands, and fires network integration. To be eligible for OTA award, vendors must satisfy at least one condition under 10 U.S.C. § 4022(d): include at least one nontraditional defense contractor or nonprofit research institution; ensure all significant participants are small businesses or nontraditional contractors; or fund at least one-third of total prototype costs from non-federal sources. The Government intends to transition from the prototype OTA to a production contract in FY29 Q2 without accepting extended production breaks. The Government seeks unlimited and unrestricted Engineering Data For Provisioning and Operation Maintenance Installation Training data, with priority technical data rights for the Fire Control System and Cannon Assembly. Vendors are encouraged to review the related MTC-W wheeled platform solicitation on sam.gov for additional context.

MTC-T DIRECTION 1/2
The Why:
1. Opportunity to modernize Division Artillery (DIVARTY) and Armored Brigade Combat Teams (ABCT)
2. Increase lethality and survivability deficits compared to current allied and adversarial fires capabilities.
The How:
1. Government is planning to request proposals to support modernization efforts for a vehicle set (consisting of a Tracked Howitzer and Tracked Resupply platform).
a. Pursuing a Call for Solutions / Commercial Solutions Offering approach
b. No draft RPP will be solicited.
c. Government will evaluate proposals that include Resupply platforms but will still consider proposals for the Tracked Howitzer if not included.
2. Government will evaluate mature and available solutions to rapidly close lethality gap.
3. Industry is encouraged to reference the Mobile Tactical Cannon-Wheeled (MTC-W) solicitation on sam.gov

FY29 Q1 Soldier Operational Test Demo
• Industry feedback is Essential.
• Rapidly delivering prototypes for characterization, experimentation, and Soldier feedback remains foundational for the program’s success. This Soldier-centric approach is non-negotiable and will drive our final fielding decisions.
• The U.S. Army strongly desires a U.S.-based, commercially available supply chain within 2 years of contract award and CONUS produced systems for FAR contract.
• Interoperability with existing and future Army networks, and compatibility with existing U.S. 155mm ammunition, remain a prio rity.
There will be NO Draft Solicitation released Industry is encouraged to review MTC-W solicitation to support understanding
