Performance Work Statement (PWS) Speechmatics Software Support

1. Objective. The contractor shall provide the software for the latest version of Speechmatics for DoD court reporters Army-wide. The contractor will be responsible for providing technical expertise, troubleshooting, maintenance, and qualifying upgrade software in support of the Judge Advocate General’s Corps, U.S. Army.

2. Scope.

2.1. This software is required to work alongside with Total Eclipse in order to translate Army courts-martial, Article 32 hearings, and other hearings/investigations on all courtrooms worldwide. A support agreement is required in order to support the mission of the Army. The contractor will provide remote troubleshooting, installation, or upgrade assistance to Army court reporters Army-wide, to include the instructor at TJAGLCS. Software is critical for the production of Army courts-martial records of trial.

2.2. The contractor shall provide all Army court reporters with service when they call software support lines 24x7x365, which includes toll-free telephone/internet support and all software updates upgrades included for all systems. The hours will be maintained by the Court Reporter Program Manager, OTJAG-CLD and the contractor will not release hours to other users outside of the Court Reporter Program Manager, OTJAG-CLD.

3. Hours of operation. Normally services will be rendered during normal working hours, Monday through Friday, between the hours of 0730 to 1700 hours, online or on-site, as determined by the contractor and the need for service.

However, the contractor may be required to perform services outside of these hours. The government and contractor will agree on hours of performance prior to issuance of the call for services. The contractor is not required to perform service on weekends or federal holidays.

4. Location of Services: Services may be rendered in the continental United States or to DoD installations outside of the continental United States.

5. Contractor Identification: When rendering services on-site.

5.1 Contractor personnel performing services on a military installation shall posses a valid state driver’s license, proof of insurance, and carry a company identification.

5.2. Identification Badges. The contractor shall provide each employee an identification (ID) badge on the contract start date or upon the employment start date. The ID badge shall be made of a nonmetallic material. The badge shall be easily readable and include the employees’ company name, name, functional areas of assignment, and a color photograph.

5.3 The contracted personnel shall wear the ID badge at all times when performing work under the contract, to include the attendance at Government meetings and conferences, unless otherwise specified in the contract. Each contracted personnel shall wear the ID badge in a conspicuous place on the front of the exterior clothing and above the waist, except when safety or health reasons prohibit such placement.

5.4 Identification of Contractor Employees. All contract personnel attending meetings, answering government phones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are government officials. They must also ensure all documents or reports produced by them are suitably marked as contractor products or that contractor participation is appropriately disclosed.
