About this file
This document is a Brand Name Justification Memorandum for the procurement of a Spectrum Technologies Nova 50-101i model UV Laser Wire Marking System. The total estimated cost for the system is $70,440.00. The justification states that the Technical Data 1-1A-14 WP 008 00 requires a non-contact, non-aggressive, and permanent wire marking process, which the Nova 50-101i system provides. The agency has prior experience using the older CAPRIS 50-100PCS model made by the same manufacturer, and this new model integrates well with their existing processes and is the most cost-effective and efficient option available. The market research indicates this is the only system that meets the technical requirements. The document is approved by the Contracting Officer, authorizing the brand name solicitation.

DEPARTMENT OF THE AIR FORCE
HEADQUARTERS 141ST AIR REFUELING WING (AMC)
FAIRCHILD AIR FORCE BASE WASHINGTON
23 July 2024
MEMORANDUM FOR 141 MSG/MSC – BASE CONTRACTING OFFICE
FROM: 141 MXS/MXMCE
SUBJECT: Brand Name Justification for Spectrum Technologies Wire Marking System
1. Agency and Contracting Activity:
141 ARW – 141st Air Refueling Wing Base Contracting Office
2. Nature and/or Description of Action:
Justification for soliciting for Brand Name requirement for the procurement of Spectrum Technologies Nova 50-101i Laser Wire Marking System
3. Description of Service and Estimated Price:
-Qty: 1 Each Spectrum Technologies Nova 50-101i model UV Laser Wire Marking System
TOTAL ESTIMATED COST: $70,440.00
4. Justification:
Technical Data 1-1A-14 WP 008 00 requires direct wire marking capability and specifically calls out a non-contact/non-aggressive/permanent marking process using the CAPRIS 50-100PCS model UV Wire marking system, an older model that we’ve had access to before and is made by the same manufacturer as the Nova 50-101i. This device integrates well within our shop with our experience using previous models, including maintenance and upkeep done locally. It is the most cost effective and efficient choice available on the market and a trusted brand we’ve used for over a decade.
5. Market Research:
Between technical data specific to our aircraft, use of older models, offsite presentations done at facilities similar to ours, internet research, and market demand, we believe this machine to be the only piece of equipment to meet the demands of this request.
I, the undersigned, certify that this justification is accurate and complete to the best of my knowledge and belief.
