About this file
This document is a Statement of Work (SOW) for procuring two Universal Tension Testing Systems for the West Point Cyber Engineering and Academic Center. The systems will have a 100kN capacity load frame with high-accuracy load cell, capable of performing tensile, compressive, and 3-point-bending material testing. Key specifications include 100kN mechanical wedge grips, a 3-point bed fixture with adjustable span, an extensometer, comprehensive material testing software with advanced reporting capabilities, and additional features such as a digital correlation software module and early power-failure detection.
The related federal contract opportunity is a Sources Sought Notice (Solicitation Number PANMCC25P0000016063) issued by the Department of the Army Materiel Command Mission and Installation Contracting Command. The procurement is set aside for small businesses, contingent on receiving responses from at least two qualified small businesses. Interested firms are requested to provide details about their capabilities, previous experience, pricing, and potential contracting approaches. The project timeline specifies work must be completed between July 1 and August 31, 2026, with the final delivery and installation to occur at West Point's Cyber Engineering and Academic Center, room EC230A.

Statement of Work – Universal Tension Tester
· The Contractor will furnish and install two complete 100kN capacity Universal Tension Testing Systems to include transportation, unpacking, rigging support, facilities connections to device, full functional testing, calibration and technician training.
· The Universal Tension Testing Systems must include Load Frame with a 100kN capacity and high accuracy axial load cell with 100kN capacity. Must include all components, materials, fixtures, attachments, software, and configurations to provide a fully functional system.
· Customer is required to validate all facility requirements to include but not restricted to power, water, compressed air, support, clearance, plumbing, ventilation, lighting and safety.
· Upon receiving specifications from contractor, customer is responsible for providing required facility resources (power, water, drainage, compressed air, etc).
· Contractor must provide transformer if power requirements exceed 208V 3Phase.
· The contractor will provide the rigging services (if required) to include manpower, transformer if required, off-loading, setting in place and debris disposal.
· On a case-by-case basis – fully meet requirements of customer provided commissioning plan that may include installation, operational training, customer testing, functional performance testing/validation and reach-back customer support during initial break-in period.
· Universal Tension Testing System has the ability to perform tensile and compressive material testing for axially applied loads and 3-point-bending with a load frame capacity of 100 kN.
· 100kN load cell to be used down to 100N capacity within 0.5N accuracy.
· Load cell accuracy must be within 0.5% of reading down to the 1/1000th of capacity.
· 100kN capacity mechanical wedge grips for tension testing with serrated flat and serrated vee shaped jaws.
· 100kN capacity 3-point bed fixture with adjustable span from 30mm to 250mm, maximum sample width of 50mm, and 10mm anvil radius.
· 1 inch gage length clip extensometer, with 50% elongation and self-identification and automatic calibration
· Material testing software capable of performing tension, compression, flex, peel, tear and friction, as well as relaxation and creep with enhanced controls, reports, and graphs.
· Reports must be exportable to formats including: pdf, word, HTML, email, CSV (excel or other data-base friendly program), and custom text.
· Viewing screen should be all in one with touch-screen capability for most current windows version, 2 ethernet ports, wi-fi connectivity, 4 USB ports, and a solid-state drive.
· Testcam module with Webcam and flexible mounting arm
· Early Power-Failure Detection Module; senses a power failure or severe drop in incoming line voltage and quickly brings all axis motion to a safe and controlled stop.
· Ethernet Interface: allows you to easily transfer files to and from the machine over a local wired or wireless network.
· Power surge protection.
· Includes additional options
· Advanced video extensometer for accurate non-contact strain measurement that is fully integrated to the system and adapts to lab conditions.
· Digital Correlation Software to compare images of a test specimen’s surface to strain and displacement and maps relationship for full field strain map in x and y axis with user define image collection rate up to 50 Hz.
· Standard maintenance and warranty for 1 year.
· Operation and Maintenance Manuals
· Physical or electronic equipment operation and maintenance manuals should be provided with each assembly and include instruction leaflets, instruction bulletins and renewal parts lists where applicable.
· Additional Requirements.
· All debris must be removed and disposed of by contractor.
· All equipment should be delivered to the West Point Cyber Engineering and Academic Center, room EC230A.
· The entire system including all components, computer, materials, attachments, hoses, fixtures, wires, and software will be purchased by the contractor and installed by the manufacturer or verified contractor.
· Upon receiving final specifications from the contractor, the customer will provide required facility resources (power at the wall, water, drainage, compressed air, etc.)
· Customer is required to validate all facility requirements to include but not restricted to power, hydraulics, sensor outputs, connectivity, and safety.
· A one-day on-site operator training will be conducted after installation and validation of all equipment.
· (on a case-by-case basis – fully meet requirements of customer provided commissioning plan that may include installation, operational training, customer testing, functional performance testing/validation and reach-back customer support during initial break-in period) All work MUST be completed between the dates of 01 July through 31 August 2026.
