Specification Sheet Mountain Home AFB, ID
Purchase of Video Teleconference System and Install in Multiple Buildings 3 March 2022
1. General. The contractor shall provide all employees, personnel, labor, supervision, management, tools, parts, supplies, equipment, installation, transportation, shipping & delivery, and any other items or services necessary in order to provide five (5) desktop VTC systems, two (2) wall mounted VTC systems and one (1) cart mounted VTC system. Each system will have an HDMI cable to allow users to share a connected source. All systems will be non-radio systems i.e., no Wi-Fi or Blu-tooth connections. 55” displays will be non-radio. Lastly, contractor shall upgrade 366 conference room to a software streaming system.
1.1. All interested vendors shall include sufficient documentation with the submission of quote(s) to validate and verify the proposed product meets the salient characteristics listed in par. 2.
1.2. Hours of Operation/Schedule. Standard “business” hours available for delivery and installation to meet this requirement are Monday through Friday, 07:30 AM to 4:30 PM except for any Federal Holiday(s). The contractor may be allowed to work during different hours with prior coordination and approval of the government.
1.3. Location & Delivery. The contractor shall perform work and deliver required items to various locations at Mountain Home AFB.
2. Salient Characteristics. The contractor shall comply with the following minimum salient characteristics:
a: 5- Cisco Desk Pro desktop VTC systems with 6’ HDMI cable for a shared connection.
1. Building 512: Rooms: FW/CC, FW/CV and MSG/CC
2. Building 196: Room: MXG/CC
3. Building 210: Room: OG/CC b: 2- Deployment Wall mounted VTC systems with 10’ HDMI cable for a shared connection, 55” display with articulating arm.
1. Building 278: Room: 389 FS MPC
1. Building 271: Room: 391 FS MPC c: 1- Deployment 55” display cart mounted system with a shelf for cpu with 10’ HDMI cable
1. Building 2215: Room: 366 OSS d: 366th Conference Room software streaming:
1. Provide and install 1 Extron MediaPort 200, 1 Extron DMP HDMI 4k 230 Rx and cabling.
2. Remove and replace Cisco SX-20 SIPR Codec with Cisco Codec Plus K9++
3. Provide updated programming to allow for easy use of new streaming functionality.
Programming to include new touch panel button, audio and video routing.
4. Test and commission system e: Provide updated one-line drawings, new control and touch panel configuration files
1. Adequate electrical power and outlets to safely handle all components in the quote
2. Provides switching of mains power to each of the power outlets
3. Measures current on each AC power outlet, as well as the total current draw of the entire PDU
4. All power and cabling solutions must meet all applicable fire/building codes
5. Contractor must verify that existing building power is sufficient for proposed solution
3. Re-Performance of Non-Conforming Work. Upon acceptance of work, any work found to not be in accordance with this requirement/contract shall be re-performed by the contractor at no additional cost to the government.
4. Safety/Environmental Compliance. The contractor shall comply with all applicable federal, state, local, and installation laws and regulations to include applicable OSHA standards. If coordination is required with 366 Communications Squadron (CS), due to installation/modification of real property, the contractor shall comply and submit required forms for ordination and approval of work.
5. Installation Access/Security. The contractor, after contract award shall coordinate with the government and provide all required information for employees who need access to the base. All contractor employees shall comply with all Mountain Home AFB security requirements. This may include a background check of employees, adhere to base driving regulations, vehicle insurance and registration checks, and routine inspection of vehicles entering or exiting the installation. The government will provide a designated point of contact after award to coordinate base access/ escort onto the installation.
