About this file

This document contains the technical specifications for two (2) replacement leg fenders for the Removable Spillway Weir (RSW) at the Lower Monumental Lock and Dam. The fenders must meet detailed dimensional, material, and performance requirements, including an ability to withstand environmental factors such as sunlight, river water, and extreme temperatures without degradation.

The requirements include specific dimensions, mounting holes, material properties (e.g. tensile strength, compression set, elongation, etc.), and energy absorption performance when vertically compressed. The contractor must submit manufacturer specification sheets, material property data, and provide a one-year warranty prior to award. The fenders must be delivered FOB to the Lower Monumental Project site within 22 weeks of contract award, with deliveries limited to normal business hours on Monday-Thursday, excluding federal holidays. This procurement opportunity is being issued by the Department of the Army Corps of Engineers Engineering District Walla Walla.

The Contractor shall be required to furnish and deliver two (2) each new marine leg fenders to Lower Monumental Lock and Dam by the date shown in the “Shipment and Delivery” section. The leg fenders shall be in new condition and not previously used.

3.0 RSW LEG FENDER SPECIFICATION

The RSW leg fenders must be invulnerable to long exposure to sunlight must be able to remain submerged in river water without degrading. These fenders must be able to handle extreme temperatures without deviation from function or lifespan.

3.1 Fenders shall have the following salient characteristics:

3.1.1 Uncompressed Height: 63” (Measured between flat end faces)

3.1.2 Compressed Height: 36” (Measured between flat end faces)

3.1.3 Length: 39-3/8”

3.1.4 Width: 39-3/8”

3.1.5 Mounting holes with clearance for 2” (or M56) Fasteners – Quantity four (4) total.

3.1.6 Mounting holes shall be 19-5/8” apart center to center.

3.1.7 Mounting hole pattern shall be centered along the Length dimension of the fender.

3.2 Fender material shall have the following salient characteristics:

3.2.1 Minimum Tensile Strength: 2000 psi (min)

(ASTM D 412)

3.2.2 Maximum Compression Set: 25 Percent (max)

(ASTM D 395 Method B, Maximum Percent 22Hr. at 158 Degrees F)

3.2.3 Ultimate Elongation: 300 Percent

(ASTM D 412)

3.2.4 Ozone Resistance: 100 Percent

(ASTM D 1171 Exposure Method A)

3.2.5 Low Temperature Impact Resistance: Non-brittle

(ASTM D 2137 Method A; 9.3.2, 3 min at -40 Degrees F)

3.2.6 Water Absorption: 10.0 Percent (max)

(ASTM D 471 Method B; 70hrs at 212 Degrees F; Volume Change plus/minus 10 percent)

3.2.7 Performance:

When vertically compressed at a rate of 5 feet per second by a plate extending the full length and width of the fender, the fender shall absorb 384,000 foot-pounds of energy +10 percent when 57 percent compressed (i.e., to a dimension of 57 percent of its original height) with a corresponding load of not more than 192,000 pounds +10 percent. These values are for one leg of a pair of fenders which are attached to a common mounting plate.

3.2.8 The fender shall be made from material that has been shown to rebound to 98% of original height within two hours of being compressed at a rate of 5 feet per second to 57% of its height.

3.2.9 Heat Resistance:

Change in tensile strength: -25 Percent max Change in ultimate elongation: -25 Percent max (ASTM D 573; 70hrs at 212 Degrees F)

3.3 Alternative designs or materials that meet the dimensional and material requirements will be considered.

4.0 SUBMITTALS
