About this file

This specification document outlines the City of Houston's requirements for procuring SWAN Turbiwell turbidity monitoring equipment and associated components for the East Water Purification Plant (EWPP). The procurement includes three Monitor AMI Turbiwell units with LED AC capability, three AMI Option USB Interfaces, one Primary Standard Kit, and one Verification Kit Turbiwell with LED Low range functionality. All equipment must be new, unused, current year production models delivered to the City of Houston's Maintenance Facility at 2300 Federal Road, Houston, Texas 77015 within a 4-6 week timeframe. The specification requires bidders to demonstrate equivalence for any proposed alternatives through detailed technical literature and engineering drawings, with all deviations from specifications clearly documented. No oral interpretations of specifications will be provided; all inquiries must be submitted in writing for potential addendum issuance. Bidders must maintain fully stocked parts and service facilities subject to City inspection and be prepared to conduct specification reviews with City staff at no cost.

The SWAN Turbiwell Monitor AMI with LED AC (Part No. A-25.411.700.1) must meet precise technical specifications including a measuring range of 0-100.0 NTU, precision of ±0.003 NTU plus 1% of reading, and accuracy of ±(0.01 FNU + 2% of reading) for 0-40 NTU range. The equipment operates on 100-240 VAC, 50/60 Hz power supply and accommodates sample flow rates of approximately 5-16 gallons per hour at temperatures up to 113°F. All equipment shall be covered by a minimum four-year warranty from shipment or installation date, covering parts and labor at no cost to the City. The City's Drinking Water Operations Service Line will provide all supervision, labor, tools, materials, equipment, supplies, and facilities necessary for removal of existing equipment and installation of new units. Two Operations and Maintenance manuals must be provided with the equipment delivery.

1.2.2 EQUIVALENT PRODUCT: Bids will be accepted for consideration on any make and model that is a city approved direct replacement as interpreted by the City of Houston. A blanket statement that equipment proposed will meet all requirements will not be sufficient to establish equivalence, but will require replay an explanation at each deviation or substitution.

The Contractor is responsible for submitting revised engineering designs and drawings with the bid to make the proposed equipment compatible with the published specifications. The contractor shall also submit with the bid the list of deviations/exceptions to the published Specification if the equivalent product is offered.

1.2.3 INTERPRETATIONS: In order to be fair to all bidders, no oral interpretations will be given to any bidder as to the meaning of the specification’s documents or any part thereof. Unit shall be of the latest design and in current production completely serviced, ready for work and shall include all standard and optional equipment as specified herein. The unit shall be a direct replacement of existing equipment with no modifications to system or structure. The supplier shall be required to provide turbiwells and components rated for drinking water applications. All bidders must have demonstrated the unit they are bidding prior to bid date.

1.2.5 Bidders must have a fully stocked parts and service facility. The City of Houston shall have the right to inspect the office and shall be the sold judge of its adequacy to fulfill this requirement.

1.2.6 Bidders, on request of the City of Houston, must be prepared to review their specifications with the
