GENERAL REQUIREMENTS SUMMARY
07/29/2021 GENERAL REQUIREMENTS
MORAN TUNNEL PIPE INSTALLATION 01 00 00 - 1
PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of Contract, including General and Supplementary
Conditions apply to this Section.
1.2 SECTION 011000 - SUMMARY OF WORK
A. Project Description:
1. The work to be done under this contract includes all labor, supervision, transportation, equipment, tools, supplies, and materials necessary to install a 20’ long by 60” diameter government furnished HDPE culvert with collar. The culvert is to be attached to an existing culvert of same dimensions. There is a weir and catch basin at the end of the existing culvert that will need to be relocated to the end of the new pipe install. The catch basin is buried underneath the lip of the existing culvert. The weir will need to be hooked back up to the downstream pipe network.
2. Note: The water flowing out of Moran Tunnel is highly toxic. Mitigations for safety must be in place before and during contract work.

1. General: During the construction period the Contractor shall have full use of the premises for construction operations, including use of the site. The Contractor’s use of the premises is limited by the Government’s ongoing operations.
1.3 SECTION 012000 - PROJECT MANAGEMENT AND COORDINATION
A. Pre-Construction Conference:
MORAN TUNNEL PIPE INSTALLATION 01 00 00 - 2
1. The Government will schedule a pre-construction conference and organizational meeting at the Project site or other convenient location after award. Conduct the meeting to review responsibilities and personnel assignments.
2. Attendees: The Government, and their consultants, the Contractor and its superintendent, major subcontractors, manufacturers, suppliers, and other concerned parties shall each be represented at the conference by persons familiar with and authorized to conclude matters relating to the Work.
3. Agenda: Discuss items of significance that could affect progress.
4. The Contractor shall submit a work schedule at this time.
1.4 SECTION 014000 - REFERENCE STANDARDS AND DEFINITIONS
A. Specification Format and Content Explanation:
1. Specification Format: These Specifications are organized into Divisions and
Sections based on the Construction Specifications Institute's 16-Division format and MASTERFORMAT numbering system.
2. Specification Content: This Specification uses certain conventions in the use of language and the intended meaning of certain terms, words, and phrases when used in particular situations or circumstances. These conventions are explained as follows:
a. Abbreviated Language: Language used in Specifications and other Contract
Documents is the abbreviated type. Words and meanings shall be interpreted as appropriate. Words that are implied, but not stated shall be interpolated as the sense required. Singular words will be interpreted as plural and plural words interpreted as singular where applicable and the context of the Contract Documents so indicates.
b. Imperative and streamlined language is used generally in the Specifications.
Requirements expressed in the imperative mood are to be performed by the
Contractor. At certain locations in the text, for clarity, subjective language is used to describe responsibilities that must be fulfilled indirectly by the
Contractor, or by others when so noted.
1) The words "shall be" shall be included by inference wherever a colon
(:) is used within a sentence or phrase.
B. Industry Standards:
1. Applicability of Standards: Except where the Contract Documents include more stringent requirements, applicable construction industry standards have the same force and effect as if bound or copied directly into the Contract Documents to the
MORAN TUNNEL PIPE INSTALLATION 01 00 00 - 3
extent referenced. Such standards are made a part of the Contract Documents by reference.
2. Publication Dates: Comply with the standard in effect as of the date of the
Contract Documents.
3. Conflicting Requirements: Where compliance with two or more standards is specified, and the standards may establish different or conflicting requirements for minimum quantities or quality levels. Refer requirements that are different, but apparently equal, and uncertainties to the Contracting Officer for a decision before proceeding.
a. Minimum Quantity or Quality Levels: The quantity or quality level shown or specified shall be the minimum provided or performed. The actual installation may comply exactly with the minimum quantity or quality specified, or it may exceed the minimum within reasonable limits. In complying with these requirements, indicated numeric values are minimum or maximum, as appropriate for the context of the requirements. Refer uncertainties to the Contracting Officer for a decision before proceeding.
4. Copies of Standards: Each entity engaged in construction on the Project is required to be familiar with industry standards applicable to that entity's construction activity. Copies of applicable standards are not bound with the
Contract Documents.
a. Where copies of standards are needed for performance of a required construction activity, the Contractor shall obtain copies directly from the publication source.
5. Abbreviations and Names: Trade association names and titles of general standards are frequently abbreviated. Where such acronyms or abbreviations are used in the Specifications or other Contract Documents, they mean the recognized name of the trade association, standards generating organization, authority having jurisdiction, or other entity applicable to the context of the text provision. Refer to the "Encyclopedia of Associations," published by Gale Research Co., available in most libraries.
C. Submittals:
1. Permits, Licenses, and Certificates: For the Government’s records, submit copies of permits, licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgments, and similar documents, correspondence, and records established in conjunction with compliance with standards and regulations bearing upon performance of the Work.
MORAN TUNNEL PIPE INSTALLATION 01 00 00 - 4
1.5 SECTION 016000 - PRODUCT REQUIREMENTS
A. Quality Assurance:
1. Source Limitations: To the fullest extent possible, provide products of the same kind, from a single source.
B. Product Delivery, Storage, and Handling:
1. Deliver, store, and handle products using means and methods that will prevent damage, deterioration, and loss, including theft. Comply with manufacturer's written instructions.
C. Product Selection:
1. General Product Requirements: Provide products that comply with the Contract
Documents, that are undamaged and, unless otherwise indicated, that are new at time of installation.
a. Standard Products: If available, and unless custom products or nonstandard options are specified, provide standard products of types that have been produced and used successfully in similar situations on other projects.
D. Installation of Products:
1. Comply with manufacturer's instructions and recommendations for installation of products in the applications indicated. Anchor each product securely in place, accurately located and aligned with other Work.
a. Clean exposed surfaces and protect as necessary to ensure freedom from damage and deterioration at time of Substantial Completion.
1.6 SECTION 017000 - EXECUTION REQUIREMENTS
A. Examination:
1. Existing Conditions: The existence and location of site improvements, utilities, and other construction indicated as existing are not guaranteed. Before beginning work, investigate and verify the existence and location of mechanical and electrical systems and other construction affecting the Work.
