About this file
This document is a Government Memorandum for Record that outlines the required parts and components for a diesel-powered portable screener. The key requirements include: a Deutz Tier 4 diesel engine, custom wire cloth sets, punch plate sets, conveyors, separation chutes, power beyond hydraulic circuits, discharge chute liner, remote emergency stop, and other accessories.
The related federal contract opportunity is a Special Notice for a sole source award to Lake Erie Portable Screeners (PITBULL), Inc. for one diesel-powered portable screener. The screener must meet the detailed specifications outlined in the memorandum, including the ability to rapidly deploy and separate screened debris onto multiple conveyors. The government intends to award a firm-fixed price contract under simplified acquisition procedures. Interested parties must respond by June 23, 2024 to demonstrate evidence that competition would be advantageous to the government.

c. Single deck wire cloth set (custom modification) - super tough stainless steel alloy wire; end tension, both legs down; wire cloth set consists of two panels to cover second deck surface (panel size is 79.25" x 38.875" with 1/2” square opening).
d. Punch plate single deck set (custom modification) – consists of a 3/8” abrasion resistant alloy steel plate; 1 pair for 1 deck; end tension, both legs down; panel size is 79.75" x 39.875" with 4” round opening.
e. 20-feet standard manual radial stacker conveyor – consists of hydraulic driven head pulley; power supplied by the power beyond circuit available on the main power plant.
f. 20-feet standard ground level side conveyor - consists of hydraulic driven head pulley;
power supplied by the power beyond circuit available on the main power plant.
g. Separating top deck chute – designed to connect to plant purposely to capture and divert spoils from the top deck to a separate pile or type of media transfer system.
h. Separating second deck chute – designed to connect to plant purposely to capture and divert spoils from the second (middle) deck to a separate pile or type of media transfer system.
i. Power beyond hydraulic circuit kit (2) (custom modification) – needed to supply constant hydraulic power to drive and control one single extra conveyor.
j. Spare tire and wheel – spare part for local repair/replacement.
k. Discharge chute liner (custom modification) – consists of a black Ultra High

The portable screener modifications won’t require manufacturer service. They will only require parts replacement from the manufacturer, installation is done by the machine operators. The modifications consist of the following:
wire cloth sets (2.0”, 0.5”), punch plate (4.0”), power beyond hydraulic circuit kit, discharge chute liner, and remote emergency-stop switch with 50-feet tether lead.
5. LRC does meet the maintenance requirement.
