About this file
This document is a technical specification for an Electric 5k-6k Draw Bar Pull (DBP) Burden Carrier Tractor for the U.S. Coast Guard.
The tractor must deliver a draw bar pull force between 5,000 and 6,000 pounds (or 50,000 to 70,000 pounds force equivalent) and weigh between 7,000 and 10,000 pounds. Physical dimensions are constrained to 120 inches maximum length without hitches, 150 inches with hitches, 90 inches maximum height with cab and beacon, and 80 inches maximum width without mirrors. The first article unit (quantity one) must be delivered within 120-160 days after receipt of order, with an estimated production quantity of 116 units. The tractor shall be powered by a Lithium-Ion battery with minimum 10kW capacity and feature an onboard charging system compatible with 208-240V and/or 440-480V input voltage at three phase, 60Hz. The first article will be configured for 208-240VAC, with an alternate 440-480VAC version required for subsequent locations unless the charger accepts 208-480VAC.
Performance and operational requirements include a minimum travel speed of 15 mph forward on level paved roads without load, two- or four-wheel drive capability, hydrostatic steering with emergency steering backup, and transmission options of R/N/F or R/N/D1/D2. The service braking system must comply with ASME B30.5 with no more than 80 pounds of pedal force required, while the parking brake must hold the tractor unloaded on a 15-percent grade with maximum 35 pounds of hand lever force. The tractor shall feature front and rear inching controls capable of 3 inches minimum movement within 5 seconds, a two-level front and rear hitch system with 1.18 to 2.75-inch pin diameter capacity, and an enclosed operator and passenger cab with full visibility meeting industry standards. Additional requirements include power steering with emergency backup, suspension using leaf springs front and rear, SAE J386 compliant seatbelts designed for tip-over protection, rotating amber beacon, comprehensive lighting systems, hour meter, audible backup alarm, electric horn, weatherproof dash cam, 20-pound ABC fire extinguisher, and complete operation and maintenance manuals in both hardcopy and electronic PDF formats with permission for USCG intranet upload. The tractor must be painted using standard commercial practices with semi-gloss white exterior and flat black chassis, treated with a corrosion preventative compound compliant with AA-59295 for tropical/coastal environments, equipped with slinging and tie-down provisions capable of accepting 3.00-inch diameter chain and hook assemblies with 2.3-to-1 safety factor, and withstand highway, rail, and marine transport without damage.
