About this file

This specification document outlines submittal procedures for the CDCR San Quentin Rehabilitation Center (SQRC) Upper Yard Phase 2 project (24-026), a California state facility project. The specifications establish mandatory requirements for contractors to submit detailed documentation including shop drawings, product data, samples, and manufacturer's instructions. Contractors must furnish an electronic version and four printed copies of a Submittal Log within 10 days after Notice to Proceed, with weekly updates thereafter. Submittals are categorized by urgency, with items needed in initial stages or requiring long lead-time due within 20 calendar days, deferred approval submittals due within 30 calendar days, and all other items due within 60 calendar days of the work start date. The CDCR Representative will review and return submittals within 20 days of receipt, marking them as "No Exception Taken," "Make Corrections Noted," "Revise and Resubmit," "Rejected," or "Not Reviewed." Contractors must resubmit items marked for revision or rejection within 15 days.

For submittals requiring Office of the State Fire Marshal (OSFM) review, the document establishes an extended review process allowing three weeks for initial CDCR Fire and Life Safety Peer Reviewer triage review, followed by 14 weeks for OSFM initial review, two weeks for contractor revisions, one week for CDCR backcheck, and four weeks for OSFM final approval. General submittals require six copies with two copies returned to the contractor, while samples require four copies unless otherwise specified. All submittals must be in English, include an 8-by-3-inch space for review stamps in the lower right corner, and contain the contractor's certification stamp verifying product review, field measurements, and coordination with contract requirements. Work cannot commence on submittals marked "Revise and Resubmit" or "Rejected," and any contract milestone delays resulting from resubmittals are the contractor's responsibility.
