About this file

This document is an Additional Specification Requirements file issued by the Maine Department of Transportation for vehicles and heavy equipment procurement, specifically related to graders and loaders. The specifications establish mandatory requirements across seven primary categories: noise levels must comply with OSHA maximum dosage standards per Table G-16 of Part 1910.95, with eight-hour time-weighted averages measured according to SAE Standards J1166, J919, J1174, or J1175; friction materials must be non-asbestos wherever possible; paint must be lead-free and applied using a base clear coat system with proper surface preparation to industry standards; radio interference requirements mandate suppression of interference in frequencies between 30-50 MHz, 150-162 MHz, and 450-470 MHz with radio receiver sensitivity of 0.30 microvolts and 60 watts RMS transmitter power output. Additionally, the Department reserves the right to require training for maintenance and repair, consisting of up to eight training sessions at major division garages plus one day of operator training for seven driver trainers at Fleet Services Headquarters in Augusta, with all training conducted by factory-certified trainers.

The warranty provisions allow Fleet Services to perform in-house warranty work except for major engine, transmission, and rear axle repairs, with manufacturers and dealers required to reimburse all parts and labor costs based on manufacturer flat rate manuals and Fleet Services standard labor rates. Manufacturers and dealers must provide paint codes, paint supplier information, and maintain Fleet Services on mailing lists for warranty recalls and technical service bulletins. All bidders must submit written statements acknowledging compliance with these specifications as part of their bid proposals. The specifications emphasize compliance with federal occupational safety standards, environmental protection through non-asbestos and lead-free materials, and operational reliability through rigorous radio frequency and noise testing standards applicable to heavy equipment procurement.

ADDITIONAL SPECIFICATION REQUIREMENTS

FOR VEHICLES AND HEAVY EQUIPMENT

ADDITIONAL SPECIFICATION REQUIREMENTS

FOR VEHICLES AND HEAVY EQUIPMENT

1. NOISE LEVEL

1.1. Noise level at the operator’s hearing zone must not exceed the applicable OSHA maximum dosage with hours of exposure as specified in Table G-16 of Part 1910.95 and D2 of 1926.52. This sound level shall be an eight hour time weighted average in accordance with SAE Standards J1166, J919, J1174, J1175 or whichever is applicable.

1.2. Pneumatic equipment must not exceed the level set forth in Table G-16 of Part 1910.95 for eight hours of exposure when levels are measured in accordance with ANSI standard S5.1.

1.3. Heavy trucks of 2 ½ tons or larger must not exceed the sound level of Table G-16 of Part 1910.95 at the hearing zone of the operator for eight hour exposure with the windows lowered.

2. FRICTION MATERIALS

2.1. Any and all friction materials for this equipment or vehicle must be non-asbestos wherever possible.

3. TRAINING REQUIREMENTS

3.1. The Department of Transportation reserves the right to require training for maintenance, troubleshooting and/or repair of any and all components systems or equipment which is unfamiliar or considered “New” to its vehicle maintenance staff. This training will consist of one training session at each major division garage and will not exceed a total of eight. Training sessions will be scheduled by the Department of Transportation at its convenience.

3.2. A one day familiarization and operators training session is also required for seven driver trainers. This operator’s training will occur at Fleet Services Headquarters in Augusta.

3.3. Any applicable training material, (i.e., video tapes, manuals, etc.) which is available for the components, systems, or equipment must be supplied by the vendor, manufacturer, or dealer etc. to the Department of Transportation with written permission for the Department of Transportation to duplicate such material at will for in-house usage.

3.4. Since the equipment supplied is new and may not require mechanical repair for a number of years, Fleet Services will require refresher training for troubleshooting and/or mechanical repair and adjustments as the vehicles and/or equipment ages.

3.5. Any and all training must be performed by a factory certified trainer and not by sales personnel.

4. PAINT

4.1. Any and all paint, which is required to cover bare metal surfaces, must be lead free wherever possible.

4.2. Cabs of trucks must be Base Clear coat system as required in the individual specification.

4.3. The manufacturer and/or vendor must supply to Fleet Services the paint code and the name, address and telephone number of the paint supplier who supplies the base and final or cover coat of paint for the vehicle, equipment and any attachments.

4.4. Bare metal surfaces of plows, bodies, etc. must be properly prepared by any acceptable industry standard process such as chemical washing, etching or abrasion to remove oil film, mill scale and rust so that the metal surface acquires the proper anchor profile for coating (paint) adhesion to prevent premature failure of the coating or coating system.

5. RADIO INTERFERENCE REQUIREMENTS

5.1. As a point of information vehicles and/or equipment will have land mobile radio transmitters installed after delivery. Antennas may be mounted on the roof, trunk lid, fenders or glass. Transceivers will operate in the following bands 30-50 MHz, 150-162 MHz, and 450-470 MHz. All vehicle electronic circuits including but not limited to ignition clocks, AM/FM radio receivers, computers, emission controls, electronic fuel systems and components, ABS brakes, air bags, alternators and regulators shall be designed or modified to suppress, bypass or otherwise prevent interference from affecting the mobile two-way radio transceiver. Also the vehicle electronic equipment shall be unaffected frequency energy generated and radiated by the transmitter portion of installed transceivers. No vehicle system and/or accessory shall operate and/or fail to operate as a result of the activation of the radio transmitter in any manner, which may constitute a safety hazard. Either before or after final acceptance any vehicle or equipment, which does not meet these requirements, may be rejected in whole or returned for correction. Radio receiver sensitivity is 0.30 micro volts for 12db of SINAD. The radio transmitter power output will be 60 watts RMS into a 50 Ohm antenna mounted on the vehicle. Testing of radio performance will be done per Motorola communication specification “Measuring Effective Sensitivity” method. The MaineDOT Radio Communication Maintenance group will perform the testing and acceptance.

6. WARRANTY

6.1. During the term of the manufacturer’s warranty Fleet Services reserves the right to perform any and all warranty work “in house” to meet operational needs or demand with the exception of major engine, transmission and rear axle rebuild or repair. Fleet Services will recover all parts and labor cost (labor time as allowed by manufacturer’s flat rate manual x Fleet Services standard labor rate at the time of repair by billing the manufacturer and/or dealer. O.E. M. parts may be supplied at not cost by the manufacturer or dealer and will not be billed by Fleet Services, or may be purchased by Fleet Services on the open market to meet operational demands. Any and all defective parts will be returned to the manufacturer or dealer upon request. Additionally, Fleet Services will perform no other paper work other than what is necessary for Fleet Services to track the cost of warranty repair through its own billing system.
