The solicitation (RFQ 1232SA25Q0699) is a small business set-aside seeking (48) telemetry transceivers with 15m cables, (10) Communication Link Controllers, on-site advanced operational training, and surgical training. The procurement includes specific PhysioTel Digital Implant equipment compatible with various animal species, with key features including stainless steel/polycarbonate housing, RF signal transmission, and remote implant programming capabilities.
The contract is structured with a period of performance from September 10, 2025 through September 9, 2026, with delivery scheduled for August/September 2025 and installation planned 6-12 months after delivery. The total procurement is valued at the small business size standard of 1000 employees under NAICS code 334516. Technical requirements include on-site technical support during initial equipment installation, surgical support, minimum two-year phone support, and training during normal business hours (M-F, 7am-6pm). The delivery address is 1200 Kretschmer Dr, Suite 100, Manhattan, KS 66502, with the government providing analgesia and sterile surgical instruments for the training and implementation.

POC Information: Katie Knapek Katie.Knapek@usda.gov 412-302-6424 Item Description:
Large and small animal telemetry implants and physiologic monitoring devices with associated software and devices for all species.
(48) - Telemetry transceiver for use with PhysioTel Digital Implants Includes 15 m cable.
(10) - Communication Link Controller for use with PhysioTel Digital Telemetry
(1) - On-site advanced operational training with software training. Two-day training. All training days must be contiguous; Includes Travel.
(1) – Charge for Travel Expenses.
(2) - Surgical training at customer site.
Product Specifications:
Technical support is requested to be on site during initial installation of equipment. Surgical support is requested when animals will be brought on site for testing of system. Note: This may not be until 2026. NBAF also requests that the contractor offer a minimum of phone support while using their product for at least 2 years following installation as well as animal implant training. Training should occur on during normal business hours throughout the work week (M-F; 7 am – 6 pm). Support should include when needed by NBAF as well as when updates are available on purchased technology. Support during on-site installation must include signal testing and stress of the system in multiple rooms.
(48) - Telemetry transceiver for use with PhysioTel Digital Implants Includes 15 m cable. The PhysioTel Digital Transceiver (TRX-1) is most often used for monitoring primates, pigs, and other animals housed in metal cages when using PhysioTel Digital implants. The TRX-1 receives and transmits Radio-Frequency (RF) signals from the implants and sends them to the Communication Link Controller (CLC). Key Features include: Stainless steel and polycarbonate housing, along with a gasket seal and water-resistant connector, make it possible to spray down the cages with the receiver in place, built to last, and the TRX-1 receiver housing has demonstrated successfully that it withstands the abuse of animals. DSI offers a right-angle connector for the TRX-1, which reduces the space needed to accommodate the cable exiting the rear of the transceiver. This offers the flexibility of placing cages closer to walls or adjacent cages. Implant compatibility: The TRX-1 is compatible with PhysioTel Digital implant models, including: L series and M series. Hardware compatibility:
The TRX-1 is compatible with the CLC, which automatically detects and forwards its model and serial number to the software.
(10) - Communication Link Controller for use with PhysioTel Digital Telemetry. Simultaneous sampling up to 6 implants. Fully calibrated telemetry data acquisition, optimized to maintain data integrity throughout the system. Automated positive animal ID to avoid animal handling mistakes. Increased implant longevity with real-time battery monitoring enabling longer study periods. Remote implant programming for easy device management. Ethernet-based connectivity providing improved system portability allowing acquisition through a laptop. Automatic transceiver (TRX-1) detection and dynamic connectivity and monitoring.
(1) - On-site advanced operational training with software training. Two-day training. All training days must be contiguous; includes travel.
(1) - Travel Expenses – includes travel to and from facility for surgical training portion of the contract.
(2) - Surgical training at customer site. Surgical training should include the devices ordered previously (M-00) implants to be surgically implanted in large laboratory animals such as swine and smaller ruminants and, if possible, through standing sedation of cattle and horses. Analgesia and sterile surgical instruments will be supplied by NBAF for use.
