About this file
This document presents technical specifications for soil moisture measurement equipment for the U.S. Forest Service's eastern region. The requirements focus on developing robust, portable sensing technology capable of measuring uncalibrated volumetric water content in remote timber harvest and fuel management sites. Key specifications include: equipment must function in rugged terrain and diverse weather conditions, utilize GPS for location accuracy, have long battery life (6 months), support hundreds of soil samples per site, withstand rocky/cemented soil conditions, provide replaceable probes, enable large data set storage, and sample soil depths of 20 cm. The equipment must also ensure data consistency across multiple national forests, supporting the development of a reliable data application for forest management operations.

Specifications
Measure uncalibrated volumetric water content of the soil in remote timber harvest and fuel management sites across a variety of soil types and landforms in the eastern region of the Forest Service. Equipment must provide for:
• Remote sites, rugged soil and terrain, sampling in all weather conditions, equipment must be portable and sturdy; location services (GPS) important for accuracy
• Battery life must be long-lived to support remote site data collection (typically 6 months)
• Repeatable assessment, hundreds of samples per site, rocky, firm, cemented soils, probes cannot be fragile and must be replaceable; prepare for contingency in the easiest way possible, by being prepared with replacement set to avoid delays in data collection during opportune times
• Data storage must provide for large data sets acquired during site visits, and be easily and readily accessible
• Sample soil depths of 20 cm to adequately capture soil moisture conditions (volumetric water content) impacting harvest operations
• Data set will be gathered by several individuals on several different national forests;
data must be consistent and compatible to build an effective and reliable data application
