SPECIFICATIONS

BACKGROUND

The USDA, ARS, Plant Genetic Resources Unit in Geneva, NY requires a Contractor to furnish and deliver a Roll over plow. This roll-over plow will be used in the maintenance of Germplasm collections. PGRU’s chisel plow does not incorporate the wide variety of crop residue thoroughly enough. This requires us to make multiple trips over the same field with other pieces of equipment to achieve the proper soil planting conditions we require. PGRU is pursuing this rollover plow to completely flip over and bury all crop residue, weed seeds, and diseases with the least amount of travel time, soil compaction and dead furrows as possible.

REQUIREMENTS

Brand Name or Equal to: Pottinger 35S Plus Nova four(4) bottom rollover.

Includes Base unit and the following:

1. Must have Hydraulic Front Furrow adjustable to Case 140 hp tractor and vary soil conditions.

2. Must be equipped with trash boards

3. Must have knife fins on first 3 bottoms

4. Must be equipped with spring coulters on last bottom to provide proper furrow for tractor tire to go in on next pass.

5. Must be equipped with dual rear pneumatic depth wheels to provide better balance and less wear to plow.

6. Rollover plow must flip over and bury all crop residue.

7. This rollover plow must be assembled and ready for operation

8. All parts and equipment servicing must be readily available.

DELIVERY

The Contractor shall furnish and deliver the equipment and documentation to the USDA, ARS, NAA, PGRU, 2865 County Road 6, Geneva, NY 14456 within one hundred and twenty (120) days after the receipt of the purchase order.

Delivery shall be between the hours of 8:00 a.m. to 2:30 p.m., Monday through Friday, excl. federal holidays. The Contractor shall provide the addressee advance notification of delivery. Such notice shall be provided in writing, not less than two (2) weeks prior to delivery. The Contractor shall provide at least 24 hours advance notice to the requester prior to actual delivery. Collect calls will not be accepted.

DOCUMENTATION

The Contractor shall provide one (1) copy each of the operations, repair, maintenance, lubrication, service instructions, and operating instructions, submitted upon delivery of the equipment.

WARRANTY

The Contractor shall provide a one year, on-site, non-consumable parts and labor warranty on the equipment. The Contractor shall provide a copy of the warranty for each item with their offer.

EVALUATION CRITERIA

The Government intends to make an award based on the Lowest Price Technically Acceptable offer with the lowest evaluated price (inclusive of all line items), price and other factors considered.
