The project requires the complete abatement, demolition, and removal of a 2,438 square-foot, three-bedroom house with composite decking, a 748 square-foot garage, and associated improvements including a septic system and well, while preserving an existing barn on the property. The successful contractor must remove all structures and contents from the site, dispose of all solid waste in accordance with federal, state, and local regulations, remove foundations and concrete flatwork, backfill and compact all excavated areas to grade, and complete all work on or before May 31, 2026. Location: 1763 Old Reserve Drive, Kalispell

Subject:Project ID: STPS 547-1(14)0
Project No.: 8134-014-000
Designation: Old Reserve-NW of Kalispell
Parcel No.: 22

Background:

STPS 547-1(14)0, Old Reserve-NW of Kalispell, Parcel 22

The house located at 1763 Old Reserve will need to be demolished as part of an upcoming MDT reconstruction of Old Reserve Drive. As a result, an asbestos and lead based paint inspection was performed by GEM Environmental to determine the presence of asbestos or other suspected hazardous materials as needed for demolition.

There is a garage on the project that also requires demolition. There is a barn that will not be impacted by the project; it was not inspected and is not included in this project.

The improvements are located at the address of 1763 Old Reserve Dr, Kalispell, MT 59901 and include a 3 bedroom 3 bathroom house and garage. The house is vacant, winterized, so there is no water or restrooms available but the electricity is still on.

The single-family residence is comprised of an original home which has been heavily renovated, with a large addition added onto the east half of the home. The house has approximately 2,438 square feet of living area, with approximately 1,506 square feet on the first floor and approximately 931 square feet on the second floor.

The original home was built from wood timber framing over a stone & mortar foundation wall. The original siding and roofing material associated with the home have been removed, and new siding and roofing systems are present. The house is wood frame construction, and the foundation is poured concrete. The roof covering is metal, and the fascia and soffit are vinyl. There are shake accents at the eaves. Exterior siding is composite type lap siding. The original windows have been replaced with high efficiency vinyl fixed and sliders. The entry doors are solid wood. The house has a living room, den, exercise/laundry room, kitchen, dining area, and two full bathrooms on the main level. The second floor has 3 bedrooms and a master bathroom. Interior finishes on the main level include textured drywall walls and ceilings, wood flooring in the entry, kitchen, dining area, and smaller of the two bathrooms; luxury vinyl plank in the living room and den; carpet floor covering in the exercise/laundry room; and tile in the larger bathroom and under the washer and dryer. The kitchen has custom wood cabinetry, granite counter tops, and stainless-steel appliances that include a gas range, oven, refrigerator, microwave, dishwasher, and a beverage cooler.

The living room has a large gas fireplace and a built-in TV cabinet. The smaller of the first-floor bathrooms has a built-in fiberglass tub/shower insert, and a ceramic pedestal sink. The larger bathroom has a tiled shower/tub, a wood vanity with a tile countertop. Sink and cabinet hardware are antique bronze finished.

The second story has textured drywall walls and ceilings. Floor covering is carpet in two of the bedrooms, and hardwood in the master bedroom, master bath, and walk-in closet. The master bathroom has a tiled shower, and a custom wood cabinet with a travertine countertop. Bathroom hardware and doorknobs on the second floor are finished with antique bronze. The house has wood interior trim and baseboards. Interior lighting includes recessed canned lights with a Lutron light system. The house has zoned heating with heat sources including electric cadet heaters, a gas forced air furnace, an outdoor wood boiler, and a gas fireplace. The house has air conditioning. Water is heated by a propane water heater and by the outdoor wood boiler. The propane tank serving the house is buried.

The house has large composite decks on the south and north sides. There is also a large composite deck along the west side of the garage. The decks have wrought iron railing.

The garage is approximately 748 square feet, is wood framed with composite type lap siding and is on a poured concrete foundation. The roof covering is metal and there are metal gutters and downspouts. The garage is heated and has built in storage areas and a two-car automatic garage door. The garage is heated and can be connected to the outdoor wood boiler for heat if desired. The garage has 200 amp electric service.

Property improvements also include approximately 1,100 square feet of composite decking, wrought iron deck railing, a well and septic system, and a lawn sprinkler system.

There is a barn on the property that does not require demolition.

Please refer to Figures 1-2 for property structural dimensions.

Hazardous Materials and Asbestos Inspection

MDT hired GEM Environmental to conduct an asbestos inspection, which was conducted on May 22, 2025. The following asbestos containing materials (ACM) were identified and are summarized below:

M1.9/S3.9: Drywall System (mud, tape, gypsum board) with 2% Chrysotile identified in the mud layer, and a associated texture (S3.9) which contains 2% Chrysotile asbestos. The material is located behind the new gypsum board system installed as the ceiling cap in Room 08. The material is assumed to be present behind the visible ceiling caps throughout rooms 01, 07, & 02. Approximately 850 square feet of material is present throughout these rooms.

T16.1: Vermiculite Attic Insulation (Assumed to contain greater than 1% Asbestos) This material is visually confirmed to be present within the attic space of the original home structure. The material is assumed to have migrated from the attic space and into the perimeter wall cavities of the original home structure. The material is assumed to have been installed within the floor cavities of the 2nd floor. A core plug was drilled through the second-floor subfloor to access the floor cavity, the presence of light grey insulation was visibly confirmed, although we could not confirm if vermiculite was present or absent and therefore assumed it is present.

T14.1 & T41.2 : Loose fill fiberglass insulation (T14.1) and loose fill grey/white insulation (T14.2) are both present in the attic installed above the vermiculite attic insulation and are in contact with and have mixed with the vermiculite, and are therefore considered cross-contaminated with the vermiculite.

M1.3/S3.3: Drywall System (Mud, tape, Gypsum wall board) (M1.3) and texture (S3.3) which comprise the Ceiling caps in rooms 08, have been installed directly over the confirmed ACM M1.9/S3.9 and cannot be impacted without impacting the ACM, and are therefore considered cross-contaminated with ACM.

MDT has done its due diligence to ensure that the structures have been inspected for the presence of asbestos however, the Contractor is required to stop work immediately and notify the Remediation and Assessment, Aaron Anderson, with MDT’s Environmental Services Bureau at (406) 444-0872 if any suspicious materials not previously identified in the report are found or if the Contractor has any question(s) regarding Environmental issues related to this contract.

The asbestos inspection identified materials with lead based and lead containing surfaces. Contractor shall review the results, defined within the attached inspection report. Be familiar with and perform all work in accordance with all applicable standards provided in the Code of Federal Regulations, Title 29 Part 26, including the OSHA Hazard Communication Standard (29 CFR 1926.59), the OSHA Lead Standard (29 CFR 1926.62), and the OSHA Respiratory Standard (29 CFR 1926.134); the Resource Conservation and Recovery Act (40 CFR Parts 266-299), and Administrative Rules of Montana Title 17 Chapter 53. To obtain copies of the Federal regulations, contact the U.S. Governments Printing Office at (202) 783-3238. Questions concerning state regulations or to obtain copies of state regulations, contact the Montana Department of Environmental Quality, Hazardous Waste Program at 406-444-5300. Contractor will be entirely responsible for all health and safety requirements for workers when cutting and handling any material coated with lead-based paint.

DEQ requires that the Contractor always have a copy of the asbestos report with them on the work site.

Please refer to Figures 3-6 for the locations of Identified ACM.
