About this file

This is a Call for Quotes issued by Florida Keys Electric Cooperative Association, Inc. (FKEC), a private non-profit power utility serving the Upper and Middle Florida Keys with over 34,000 meters. FKEC seeks quotes for materials needed to reframe and replace insulators on an 11-mile, 138 kilovolt radial transmission line #5 extending from Tavernier to Islamorada Substations. The project is driven by degradation of existing materials caused by harsh environmental conditions and hurricane weather events. Bidders must submit complete quotes responding to the Bill of Material listed in Exhibit A, including pricing and lead times for each line item by 2:00 p.m. on October 26, 2026. Written questions for clarification are due by October 19, 2026 at 2:00 p.m. and must be submitted via email to procurement@fkec.com or through the VendorLink website. The anticipated award date is November 2, 2026. All material prices must include shipping to two separate delivery locations: 50 percent of insulator quantities to the Islamorada Substation at 80571 Old Highway, Islamorada, Florida 33036, and all remaining materials to FKEC's storage lot at 91605 Overseas Highway, Tavernier, Florida 33070. Bidders are responsible for offloading equipment costs at both locations.

Quotes will be evaluated on a weighted scoring system: Cost of Material (50 points), Quality of Material (25 points), and Availability of Material (25 points). Material must match the specified manufacturer and part number or provide direct equivalents with supporting cut-sheets for approval. All submitted bids must include "Fully Delivered/Not to Exceed" pricing with applicable lead times. FKEC reserves the right to reject any or all quotes, waive irregularities, and separately accept or reject any bid item or schedule. Payment will be made upon delivery and receipt of invoices. FKEC reserves the right to inspect all materials at delivery against required specifications and may reject non-conforming deliveries. The purchase order remains valid through the bidder-provided delivery date, and FKEC bears no financial responsibility for materials not received by that date. Bidders are encouraged to communicate anticipated delays to request purchase order extensions, which require written agreement from both parties. This procurement follows FEMA's Procurement Guidance for Recipients and Subrecipients Under 2 C.F.R. Part 200 (Uniform Rules).

FKEC GENERAL INFORMATION

Florida Keys Electric Cooperative (FKEC) is the private, non-profit power utility for the Upper and Middle Florida Keys. Headquartered in Tavernier, Florida, FKEC provides electricity from the Seven-Mile Bridge to Ocean Reef and the Monroe County Line, and services more than 34,000 meters. FKEC presently has an authorized workforce headcount of 125, with an actual headcount of 123. FKEC recognizes the Union as the exclusive collective bargaining agent for all employees of FKEC working in the Union classified positions. Employees are divided between two work locations: Tavernier and Marathon, and among nine departments: Executive, Finance, Human Resources, Safety, Engineering, Information Technology, Transmission, Distribution, and Member Services.

The Cooperative was formed as a corporation in the state of Florida in 1940, and in 1944 was recognized by the Internal Revenue Service as being federal income exempt tax under section 101(10) of the Revenue Act of 1939 (now section 501 (c) (12) of the Internal Revenue Code). FKEC currently imports all of its power supply and uses local generation for emergency back-up only. The utility relies on power from the mainland because it is far less expensive than local generation.

Today, FKEC maintains a highly respected position within its local community, and within the National Rural Electric Cooperative Association, for its dedication to reliable electric service and forward thinking initiatives.
