FKEC General Information

Florida Keys Electric Cooperative (FKEC) is the private, not-for-profit power utility for the Upper and Middle Florida Keys. Headquartered in Tavernier, Florida, FKEC provides electricity from the Seven-Mile Bridge to Ocean Reef and the Monroe County Line, and services more than 33,000 meters. FKEC presently has an authorized workforce headcount of 119, with an actual headcount of 115. FKEC recognizes the Union as the exclusive collective bargaining agent for all employees of FKEC working in the Union classified positions. Employees are divided between two work locations: Tavernier and Marathon, and among nine departments: Executive, Finance, Human Resources, Safety, Engineering, Information Technology, Transmission, Distribution, and Member Services.

The Cooperative was formed as a corporation in the state of Florida in 1940, and in 1944 was recognized by the Internal Revenue Service as being federal income exempt tax under section 101(10) of the Revenue Act of 1939 (now section 501 (c) (12) of the Internal Revenue Code). FKEC currently imports all of its power supply and uses local generation for emergency back-up only. The utility relies on power from the mainland because it is far less expensive than local generation.

Today, FKEC maintains a highly respected position within its local community, and within the National Rural Electric Cooperative Association, for its dedication to reliable electric service and forward thinking initiatives.

FKEC and its representatives have exercised due care in preparing this Request for Proposal (solicitation). All information contained herein is believed to be substantially correct. However, bidders should verify information independently if desired. FKEC and its representatives do not warrant the accuracy of information contained herein.

Project Description

Florida Keys Electric Cooperative Association, Inc. (FKEC) wishes to construct and reconductor a 25 kilovolt (kV) three phase overhead (OH) feeder between Crawl Key and Marathon Substations designated as the Q Feeder. FKEC is seeking construction bids for a project that consists of the rebuild and reconductor of 1.5 miles of 25kv three phase OH distribution feeder and 3.5 miles of underground (UG) feeder designated as the Q Feeder from Crawl Key to Marathon substation. A small portion of this new feeder will be underbuilt on existing energized 138kv transmission line poles that span Vaca Cut.

The new feeder is located between Mile Markers (MM) 57 and MM 52 along US1/Overseas Highway in the Florida Keys. Crawl Key Substation is located at 56631 Overseas Hwy, Marathon, FL 33050 and Marathon Substation is located at 3421 Overseas Hwy, Marathon, FL 33050.

The underground portion of this project will include the installation of 3 phases of 1000 MCM underground cable between the Crawl Key Substation near MM 57 to MM 54, with 15 concrete vaults placed about every 1000 feet, installation of 3 phases of 1000 MCM underground cable between structures Q-20 to Q-24, with 3 single phase MVIs installed in 2 concrete vaults between, and the installation of two UG road crossing feeder ties, one between structures Q-53 to C5-1316 and one between structures B-14A to C5-1327, including the installation and termination of 3 phase risers on each pole.

All existing loads, taps, transformers, secondary, services will be transferred to the new distribution circuit once the new feeder is energized.

An itemized bill of material has been developed with FKEC part numbers and manufacturer part numbers. Standard 69kv line post or suspension polymer insulators are to be used. The conductor will be attached to the insulator via the approved hardware for each location as shown on the job sheet and listed on the bill of materials. The contractor is NOT responsible for procuring construction materials for this project.

Once the new line is constructed and energized, the contractor will transfer the existing loads to the new feeder. After transferring the contractor will de-energize and remove the existing lines and poles as indicated. The job will be completed with no or minimum outage times. The completion of this project will achieve a new feeder along US1 between MM 57 and MM 52 that will provide a connection between the Crawl Key and Marathon Substations through cross ties from the N to B feeder and the B to Q feeder.

The contractor will supply all labor, equipment, and resources necessary to complete the project in accordance with the provided engineering drawing, specifications and applicable industry standards.
