1.0 SPECIFICATIONS OF WORK
1.1 This document provides the description that shall be used to acquire ONE (1) Monorail
Crane System to be installed at the Depot Maintenance Command (MDMC).
2.0 SCOPE OF WORK:
2.1 Vendor shall provide all labor, tools, materials, equipment, safety measures, supervision, and all associated services to complete the work to furnish, receive/unload/stage, install, start-up, and functions check one (1) fully functional and level Monorail Crane System to in MCLB Albany, GA.
2.2 Vendor shall be responsible for due diligence. Vendor shall verify all measurements prior to ordering materials.
2.3 Customer will provide basic building/shop layouts, site visits, other information as necessary upon request. For point of contact, reference section 4.5.
2.4 Customer shall provide utilities (electrical, natural gas and plant air) within 20' of equipment location.
2.4.1 The electrical connection provided shall be a mounted disconnect equivalent to the electrical requirement stated in section 3.
2.4.2 The natural gas connection provided shall be 1-1/2 inch piping and 20-45 psi.
2.4.3 The plant air connection shall be 1/2 inch piping and 90 psi.
2.5 Vendor shall coordinate with the Customer Point of Contact, listed in section 4.5, after receiving the contract award to discuss utilities installation scheduling to ensure utilities are in place prior to the shipment and installation of the Vendor’s product. Please refer to section 5.3.
2.6 Vendor shall be responsible for connecting to utilities provided by Customer. Vendor shall supply items and labor for connecting to utilities, such as but not limited to, pipe, conduit, adapters, fittings, reducers, regulators, valves, wire, fuses, breakers. Work shall be done by qualified personnel.
2.7 Vendor shall be responsible for managing, receiving, and accepting all shipments delivered to Marine Base, Albany GA to include product or equipment owned or rented by the Vendor or any of its sub-contractors.
2.8 All work requiring energy shall be done in compliance with OSHA 29 CFR 1910.147 and
1910.333 lock out tag out procedure. Electrical work shall comply with current NEC as well as local codes.
2.9 Customer shall perform load testing as it is required to be performed by Government
Agencies prior to the crane acceptance. Vendor is responsible for all other functions of the crane system.
2.10 Final inspection per government end user acceptance.
3.0 EQUIPMENT DESCRIPTION:
3.1 The Monorail Crane System shall be comprised of the following components:
3.1.1 1 Ton Monorail Freestanding Workstation (Same as or similar to Gorbel model
GLMS-FS-2000-8.8333-13-11).
3.1.2 1 Ton electric chain hoist with manual trolley; single speed; 10 foot lift; standard length push button pendant; standard top hook; standard bottom hook; 14fpm lifting speed; 15 ft power supply; canvas chain bag. (Same as or similar to Harrington model NER010L)
3.2 Electrical power required for hoists shall be 208V/3Ph/60Hz.
3.3 The Monorail Crane System shall be less than 13 feet tall. The trolley saddle eye for the hoist top hook shall be 11 feet plus/minus 6 inches from the ground. The centers of the four support post bases shall be 8’6” (distance from front support to rear support assemblies) by 9’2” (distance of post to post of each support assembly).
3.4 The runway rail shall be in a fixed position to the supports restricting movement of the rail. The hoist shall provide movement of the load along the runway rail. The rail shall have a length of 13 feet with a trolley travel length of 11’6” to 12’0”. Shall incorporate a hoist trolley stop on each end.
3.5 The installed runway rail shall align perpendicularly to the front face of the part washer (located behind CWC 211 engine shop, building 2200). The rail shall be centered to the middle of the parts washer door, allowing the hoist to travel and stop with the hook centered and directly over the parts washer loading platform as the platform is in its furthest extended exterior position while washer door is open.
3.6 The rail shall have a 9 inch festoon stack on one end.
3.7 Cable festooning shall be included with the system to manage and safeguard the electrical cable of the hoist. Festoon type shall be properly suited to accommodate the style (round or flat) of electrical cable.
3.8 The Monorail Crane System shall be anchored securely to the concrete foundation per manufacturer’s instructions and recommended hardware.
3.9 Monorail system and hoist shall be installed level. The hoist shall remain stationary with no creeping/rolling of the hoist along the length of the rail while under load and not under load.
4.0 EXECUTION
4.1 Security Requirements: Vendor shall adhere to current installation security policies. For security policies and access to the base, vendors shall contact:
Visitor Control Center Building 3010, Room 33 Marine Corps Logistics Base, Albany GA.
4.2 Place of Performance: Marine Depot Maintenance Command, Building 2200, Marine Corps Base, Albany, GA.
4.3 Shipment, installation, and training to be completed by the vendor and coordinated with the customer.
4.4 Government Furnished Property (GFP) and Services: The US Government will not provide any equipment, fuel, personnel, utilities, or facilities to the Vendor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided if an emergency occurs.
5.0 GENERAL REQUIREMENTS
5.1 Vendor shall cleanup work sites daily and properly dispose of debris off Government property.
5.2 The work shall be performed in such a manner as to cause the least interference with the normal functions of the Government activity.
5.3 Prior to beginning of any work, the Vendor representative shall meet with the designated Government representative to discuss and develop mutual understandings relative to scheduling and administering work. All work shall be accomplished within 140 calendar days after date of award. This completion time includes 14-day period for checking background of the vendor’s personnel prior to arrival to start work on Base.
5.4 All work shall be accomplished between the hours of 8:00 a.m. and 5:00 p.m., Monday thru Friday (excluding federal holidays) unless otherwise specified in the requirements section and specifically pre-arranged with the Contracting Officer. This requires a written request two (2) days prior to proposed work.
5.5 Work shall be accomplished by personnel experienced in their respective trades. The vendor shall perform all work in accordance with acceptable industry standards and all federal, state, and local codes.
5.6 All work requiring energy (electrical, mechanical, hydraulic, pneumatic, chemical, thermal, or other) shall be done in compliance with OSHA 29 CFR 1910.147 and
1910.333 lock-out/tag-out procedures for worker protection. No work will be performed on energized electrical circuits unless proof is provided that no other means exist. NFPA 70E (current edition), Standard for Electrical Safety in the Workplace, shall also be utilized for worker safety compliance.
5.7 Except where specifically specified otherwise herein, all salvable materials and equipment disconnected or removed during the course of the work and not indicated or specified for reuse on the new work shall remain the property of the Government. All recyclable materials such as metals, pipes, pumps, engines, motors, and certain electrical components, to include switch gear, MCCs, conduit, copper wire, distribution and control panels, nuts, bolts, washers, old motor starters, obsolete breakers, cable lugs, conduit, conduit fittings, connection boxes, etc. will be recycled in accordance with MCO 5090.2A through the base Qualified Recycling Program (QRP). Remaining material shall be removed from the Government property. Vendor will disassemble or cut recyclable material to fit into roll-off containers or on flat bed trailers. With no part of the items hanging off the trailers or protruding out of the top of the containers.
5.8 Prior to performing "Hot Work" (welding, cutting, etc.) or operating other flame-producing/spark producing devices, a written permit shall be requested from the Fire Division. VENDORS ARE REQUIRED TO MEET ALL CRITERIA BEFORE A PERMIT IS ISSUED. The Vendor will provide at least two (2) ten (10) pound 4A:80 BC rated extinguishers for normal "Hot Work". All extinguishers shall be current inspection tagged, approved safety pin and tamper resistant seal. It is also mandatory to have a designated FIRE WATCH for any "Hot Work" done at this activity. The Fire Watch shall be trained in accordance with NFPA 51B and remain on-site for a minimum of 1 Hour after completion of the task or as specified on the hot work permit. When starting work in the facility, Vendors shall require their personnel to familiarize themselves with the location of the nearest fire alarm boxes and place in memory the EMERGENCY FIRE phone number 229-639-5911. ANY FIRE, NO MATTER HOW SMALL, SHALL BE
REPORTED TO 229-639-5911 IMMEDIATELY.
