SPECIFICATIONS FOR S/71 INDUSTRIAL BLASTING RAIL
CARTS
1. BACKGROUND
1.1. This document provides guidance in procuring new industrial rail carts, utilized for blasting and painting purposes. Contained within is both mandatory and minimum requirements for final products
1.2. From this contract PSNS&IMF shall receive four (4) rail carts of standard size and one
(1) rail cart of shortened size. Details for each are provided in this document.
2. GENERAL
2.1. Standard, off the shelf components with proven reliability shall be used to increase performance reliability and reduce costs. All materials and parts comprising the system shall be new, undamaged, of current design and manufacture, and shall not have been in prior service except as required for factory testing. The equipment shall be one of the manufacturer’s current production models which, has been designed, engineered and sold, or is being offered for sale through advertisements or manufacturer’s published catalogs or brochures. Products such as a prototype unit, pre-production model, or experimental unit do not qualify as meeting this requirement.
2.2. Variations of current products to meet the requirements listed herein are acceptable only with written concurrence from Receiving Activity POC prior to contract award.
2.3. Items shall be complete (turn-key), so that when connected to the utilities identified herein, it can be used for the function for which it is designed and constructed.
2.4. Replacement parts and/or repair kits for essential components of this equipment should be readably source-able through the original equipment manufacturer (OEM) or through the general commercial marketplace.
2.5. To ensure reliability and longevity of equipment, there shall be no required electronics mounted on, built into, or utilized in conjunction with this piece of equipment from the
OEM to gain full capabilities of equipment in the required capacity described in this document.
3. FIT, FINISH, AND FUNCTION
3.1. The fit, finish, and function of both the standard rail cart and the shortened rail cart shall be the same.
3.2. DECK DIMENSIONS
3.2.1. Standard carts shall be rectangular in shape:
3.2.1.1. 12 Feet length (plus/minus ½ foot)
3.2.1.2. 6 Feet wide (plus/minus ½ foot)
3.2.1.3. 2 Feet off rail (plus/minus ½ foot)
3.2.1.4. Top plate thickness: 1/8 inch minimum, 1/4 inch maximum
3.2.2. Shortened cart shall be square in shape:
3.2.2.1. 6 Feet length (plus/minus ½ foot)
3.2.2.2. 6 Feet width (plus/minus ½ foot)
3.2.2.3. 2 Feet off rail (plus/minus ½ foot)
3.2.2.4. Top plate thickness: 1/8 inch minimum, 1/4 inch maximum
3.3. WORKING LOAD
3.3.1. Both carts shall have a minimum capacity of 10,000 Pounds.
3.4. PAINT AND PRIMER
3.4.1. Rail carts shall not be painted or primed.
3.5. ENVIRONMENTAL CONDITIONS
3.5.1. Designed to be used outdoors continuously and unprotected in a wet industrial environment, including:
3.5.1.1. Exposure to saltwater or saltwater mist
3.5.1.2. Exterior temperature range: 0 to 110 Degrees Fahrenheit
3.5.1.3. Exterior relative humidity: Up to 100% Non-Condensing
3.5.1.4. Exposure to high amounts of sandblasting grit in an active blasting environment
3.6. RAIL CHARACTERISTICS
3.6.1. Both standard and shortened carts shall fit on Standard Track Gauge of 56.5 inches, with both carts wheel bases parallel to the length of cart.
3.6.1.1. 16 inch rail wheel size shall be used.
3.6.2. Final rail wheel assemblies used on carts shall be specifically designed to withstand blasting environments. Bolt on sandblasting guards shall be affixed to wheel assemblies to protect seals and allow for service on this equipment
3.6.3. A mechanical, screw adjusted, parking brake with friction pad shall be included on the cart.
3.7. LIFTING AND HANDLING
3.7.1. Cart shall be engineered to be routinely and safely lifted by forklift without damage. Steel forklift pockets shall be welded to bottom of or integrated into cart, centered on cart’s center of gravity (CG), sized to accept at least 4-inch-high by 9-inch-wide forklift tines, and oriented to lift the cart perpendicular to the wheel base from either side. Fork tine guides constructed of ASTM A36 or A572 Gr 50 steel rectangular tube or channel nominally 6” high by 12” wide by 8” long with 3/8” thick walls, spaced 5’ on center minimum, ¼” all-around fillet welds, per AWS. If channel is used, wrap around welds to inside, 1” minimum
3.7.2. These carts are not required to be supplied with lifting points. However, if lift points are provided on the cart, lift points shall conform to all requirements detailed in Section 5
3.7.3. Lifting Points and tie-down points shall be labeled as such along with test load and date information per Section 5.
3.8. LABELING
3.8.1. A nameplate shall be permanently and securely attached to each cart. The nameplate shall contain the information listed below. If the cart is a special model, the model designation shall include the model number of the basic standard cart and a suffix identified in the manufacturer’s permanent records. The nameplate shall be located on a vertical face of the cart in area least likely to be subjected to blasting.
3.8.1.1. Manufacturer’s name
3.8.1.2. Manufacturer’s model designation
3.8.1.3. Manufacturer’s serial number
3.8.1.4. Contract number or order number
3.8.1.5. Date of Manufacture
3.8.1.6. Maximum empty weight in lbs., preceded by the words “Empty Weight:”
3.8.1.6.1. This information shall be stamped on opposite sides of car in minimum 1 inch (nominal size) letters maximum 4 inch.
3.8.1.7. Maximum capacity of cart in lbs., preceded by the words “Maximum
Capacity:”
3.8.1.7.1. This information shall be stamped on opposite sides of car in minimum 1 inch (nominal size) letters maximum 4 inch.
3.8.1.8. All information stenciled onto carts shall be the same nominal size and font
3.8.1.9. All information included on the nameplate shall be of the same nominal size and font
4. MISCELLANEOUS
4.1. Technical Data
4.1.1. Three hard copies and one electronic copy of technical data shall be provided with the equipment. Technical data shall contain technical information, specifications, instructions for operation, maintenance of equipment and recommended spare parts list. All copies of technical data shall be legible and written in the English language.
5. LIFTING POINT REQUIREMENTS
5.1. Lift points. If the equipment comes equipped readily liftable via lift points, lift points shall meet the requirements of this section to allow lifting by crane during equipment off-loading, installation, operation, and removal. Lift points shall be located, designed, and marked per the following to ensure the equipment is readily liftable when it arrives.
5.1.1. Integral (i.e., not bolt-on), lifting point items such as lugs, thru-holes, pad-eyes, trunnions, and ISO container corner fittings are suitable for use at PSNS & IMF.
5.1.2. Removable lift points such as swivel hoist rings, eye bolts, etc., are not preferred for use at PSNS & IMF due to the corrosive environment. To be permitted, the contractor must receive approval from the Receiving Activity POC prior to contract award.
5.1.3. Lift points shall accommodate ASME B30.26 common rigging gear (e.g., shackles, wire rope pendants/grommets, etc.).
5.1.4. Lift point allowable strength shall be based on ASME BTH-1 (latest revision), Category B, Service Class 0.
5.1.5. Welding involved shall comply with applicable AWS Standards.
5.1.6. When possible, to maximize stability, locate lift point(s) symmetrically around, and above, the Center of Gravity (CG), on the same horizontal plane. This helps ensure equal length slings converging to a common point will lift the equipment visually level.
5.1.7. Locate the lift points such that the routing of rigging gear is clear of obstructions.
This is to avoid damaging equipment, chafing, etc.
5.1.8. The minimum lift point Working Load Limit (WLL) shall be based on the entire weight of the equipment plus 10%. Account for additional loads induced by 45° sling angles with respect to horizontal.
5.1.8.1. Lift points for three- or four-point lifts shall be sized such that any two points carry the entire load based on worse case load distribution with respect to center of gravity.
5.1.8.2. For padeyes, align their primary planes toward the CG so that the slings do not pull out of plane by more than 5°. Exceptions may be acceptable if they are designed to account for the resultant out-of-plane loading.
5.1.8.3. The use of spreaders, lift beams or strongbacks is not acceptable.
5.1.9. Lift point supporting structures shall be designed to sustain the various loads imparted by the lifting arrangement.
5.1.10. Provide all arrangement drawings, lift sketches, calculations required for the design and usage, and manufacture’s documentation of the lift points. All calculations required for the design of the lift points shall be stamped by a
Professional Engineer. A minimum of ten business days is required for Government reviews and approvals of design(s). The Government will determine if lift sketch labels are required.
5.1.10.1. When required, a lift sketch shall be included in the manual. Lift sketch information shall include, at a minimum, the following:
5.1.10.1.1. The maximum weight of the equipment expressed in pounds.
5.1.10.1.2. The CG location(s).
5.1.10.1.3. The lift point locations and their capacity.
5.1.10.1.4. Recommended minimum sling lengths and capacities.
5.1.11. Permanently label all lift points, or immediately adjacent to them, with the WLL, and test date.
5.1.12. Load test lifting points to 125% (+5%, -0%) of the WLL and hold for at least two
(2) minutes. Acceptance criteria shall be: no bending, cracking, or permanent deformation of the lift points or associated structure. The contractor shall perform load tests plus a pre- and post-load visual inspection (VT) in accordance with applicable standards prior to painting. Documentation of satisfactory results shall be submitted prior to Government acceptance.
5.1.12.1. Alternative to a load test, a magnetic particle testing (MT) of the lift point welds per ASTM E709 is permitted. The acceptance criteria is Section 6.2 of
MIL-STD-2035A, or equivalent standard(s) as approved by the government, provided the testing is performed by a certified third party. Documentation of satisfactory results shall be submitted prior to Government acceptance.
