About this file

This is a Request for Proposal (RFP) issued by Florida Keys Electric Cooperative Association, Inc. (FKEC) for barge services to support bucket truck work during natural disasters in the Florida Keys region. The solicitation, designated as FKEC Bid #25-19, seeks a Master Services Agreement for two barge configurations: one single barge with two bucket trucks and two individual barges with one bucket truck each. The barge services will be used for transmission structure work in Florida Bay, the Gulf of Mexico, and the Atlantic Ocean. Proposals are due on April 15, 2025, with an anticipated intent to award on April 25, 2025, and rates to remain valid through December 31, 2027. The contract will be used on an as-needed basis determined by FKEC, with start dates and durations to be specified by the organization.

The evaluation criteria will weight safety performance at 30%, relevant past performance at 20%, and cost proposal at 50%. Bidders must provide daily, weekly, and monthly contract prices, along with mobilization fees for the years 2025-2027. The solicitation requires comprehensive documentation including OSHA 300A Summaries, Experience Modification Rates, references, and various certifications regarding debarment, lobbying, drug-free workplace, and public entity crimes. FKEC will use VendorLink and DemandStar systems to distribute bid information and expects bidders to follow FEMA procurement guidelines. The cooperative emphasizes that the contract will not necessarily be awarded to the lowest bidder, but to the proposal that best meets the requirements of the solicitation.

FKEC General Information

Florida Keys Electric Cooperative (FKEC) is the private, not-for-profit power utility for the Upper and Middle Florida Keys. Headquartered in Tavernier, Florida, FKEC provides electricity from the Seven-Mile Bridge to Ocean Reef and the Monroe County Line, and services more than 33,000 meters. FKEC presently has an authorized workforce headcount of 119, with an actual headcount of 115. FKEC recognizes the Union as the exclusive collective bargaining agent for all employees of FKEC working in the Union classified positions. Employees are divided between two work locations: Tavernier and Marathon, and among nine departments: Executive, Finance, Human Resources, Safety, Engineering, Information Technology, Transmission, Distribution, and Member Services.

The Cooperative was formed as a corporation in the state of Florida in 1940, and in 1944 was recognized by the Internal Revenue Service as being federal income exempt tax under section 101(10) of the Revenue Act of 1939 (now section 501 (c) (12) of the Internal Revenue Code). FKEC currently imports all of its power supply and uses local generation for emergency back-up only. The utility relies on power from the mainland because it is far less expensive than local generation.

Today, FKEC maintains a highly respected position within its local community, and within the National Rural Electric Cooperative Association, for its dedication to reliable electric service and forward thinking initiatives.

FKEC and its representatives have exercised due care in preparing this Request for Proposal (solicitation). All information contained herein is believed to be substantially correct. However, bidders should verify information independently if desired. FKEC and its representatives do not warrant the accuracy of information contained herein.
