This specification document outlines the requirements for the 2027 Michigan State Park Non-Resident Annual Motor Vehicle permit, issued by the Michigan Department of Natural Resources. The permit is a standardized annual pass that grants non-resident vehicle access to Michigan state parks. The specification establishes detailed requirements for permit design, production, and distribution to ensure consistency, security, and functionality across the state park system. Key specifications address physical dimensions, material composition, printing standards, barcode or digital encoding requirements, durability standards to withstand outdoor conditions, and security features to prevent counterfeiting or unauthorized use. The document establishes production quantities based on anticipated annual demand and specifies delivery timelines to meet the start of the 2027 permit year.

The specifications detail technical manufacturing requirements including color specifications, lamination or protective coating standards, and quality control procedures to ensure each permit meets state durability and functionality standards. The document establishes pricing and production cost parameters for permit manufacturing and identifies the Michigan Department of Natural Resources as the responsible agency for permit issuance and oversight. Additional specifications may address accessibility requirements, compatibility with existing permit scanning or verification systems at state park entry points, and environmental considerations for permit materials. The specification ensures that all permits produced meet uniform standards while supporting the state's resource management and revenue collection objectives for state park operations.
