About this file

This request for quotation from the National Institute of Standards and Technology seeks a wafer dimensioning tool to measure the thickness of thin, transparent substrates for use in developing a new millimeter-wave standard reference material. Key requirements include the ability to measure coupons of various sizes and thicknesses ranging from 50 to 500 micrometers from both the top and bottom without assuming substrate properties, and to produce a point cloud, total thickness variation, warp, and bow measurements. Quotations are due by the date specified and shall include pricing for the wafer dimensioning tool base unit as well as optional step height and surface roughness packages. The award will be made to the offeror representing the best value based on evaluation of technical approach, experience, schedule/delivery, and price. Installation shall be completed within 120 days of award at the specified NIST facility location.

Requirements / Specification Document

TITLE: Wafer Dimensioning Tool

Requesting Laboratory / Division / Group:

Communications Technology Laboratory Radio Frequency Technology Division Radio Frequency Electronics Group (672.01)

General Statement of Need:

NIST is developing a millimeter-wave standard reference material. To deliver this new standard, NIST must measure the thickness of thin (< 200 um) and optically transparent substrates as inputs to determine the electronic properties of these substrates without assuming the electronic properties.

NIST needs a wafer dimensioning tool that can measure the thickness of various coupon.

The dimensions of the coupons include a 6” round coupon, a 3” round coupon, a 90 mm x 90 mm square coupon, and a 35 mm x 45 mm rectangular coupon. The approximate thickness of the coupons ranges from 50 um to 500 um. The wafer dimensioning tool shall include a stage, two sensors, fixturing for the coupons, a microscope with a stage, a computer with a monitor, power distribution units, and automated analysis software. The wafer dimensioning tool must measure the coupons from the top and bottom and compute the thickness without using the dielectric or electronic properties as inputs. The wafer dimensioning tool must produce a point cloud of the thickness of the coupon with a minimum spot size of 100 um and be able to measure the dimensions of a 6” round coupon in less than 1 hour without manual intervention by a technician. Once calibrated with a standard reference shim of the comparable dimension to the 150 um thickness benchmark, the wafer dimensioning tool must maintain calibration for a minimum of 8 hours with the intervention of a technician. Vendors responding to this request must demonstrate the accuracy (100 nm), precision (100 nm) and repeatability (100 nm) of the wafer dimensioning tool over 8 hours of continuous use. The wafer dimensioning tool must produce the total thickness variation (TTV), warp, and bow as outputs in an automated report.
